  9. Culturally, public policy is justified all the more that cultural products are not like other goods or merchandise are not at all. The creation in this area is neither identical reproducible or consumable according to traditional schemas that the market imposes. If it is not a public service in the same way as the administrative and other services of the population, it is nen no less a public good or a service that dintrtgnral contributes define some values in the country. It is therefore normal that the government financially and morally help cultural creation. One can place the action dailleurs mass educative (school, university, vocational training center) as falling to part of public policies for culture, for part of public policy in favor of Research/development. From this point of view the theories of human capital connivent education as a human investment, the order to monetize ultrieurement its benefit, Not quune harbor e limit. Whether before or after the crisis, the economic justification, social, political, and moral therefore not lacking in support of the public policy. Still, nor his field, nor their finalists nor their efficacy are tables. Whereas in the things of a principled point of view, we can say that the field of public policy will continue to larger: besides the problems related to the complexity of the organization of territories n assistant public interventions, we can imagine the future aisment carries more imprieuses ncessits under such global problems (including environmental) facing courtyard, dj nations and the international community as a whole. Laide survival (and not the development) of some peoples has a moral dimension plantar denvergure. The moral dimension invite also in the debates between economists, sociologists, and political scientists (not to mention the strictly political debates) given the widening inequalities between populations fringes of the same country and between populations of different countries inequalities which are justified in one case as in the other parts by purely economic arguments about productivity, for example. A The reverse, these are economic arguments that justify public The intervention in favor of SMEs which, while constituting the main thing of the industrial fabric of a country at the same time what are the purveyors of jobs, face competition from large companies and multinationals. Putting them technical, organizational, and Financial is a requirement that governments can not ngliger not only because it can help countries out of the crisis of growth in which they are plongs, but also because which can help in a second time replenish the coffers of the State if it results provide a value-added surplus.

The University's library system consists of the Main University Library and more than 130 decentralized libraries hosted by the individual faculties. Its total stock amounts to about 6.5 million volumes. The vast majority of the library system's holdings are listed in the online catalog accessible on the Internet. Whereas the holdings of the decentralized libraries are generally not available for lending, the Main Library houses lending stocks totaling 2.4 million volumes. These include the valuable old inventory of over 3,000 manuscripts and approximately 400,000 old prints up to the publication year 1900, the second-largest in Bavaria's Free State. Students and researchers at LMU Munich also have access to libraries at other universities and institutes of higher education in Munich and partner libraries and the special libraries our University maintains. Since the founding of LMU Munich, the University Archives has preserved archival material from the Board of University Representatives, Rectorate, faculties, and institutes and maintains its impressive University and faculty history library. It is open during select hours for academic research. Researchers are requested to contact the Archive in advance. In order to strengthen interdisciplinary collaboration, members of these academic bodies can merge to form cross-disciplinary centers.
  12. Founded in 1994, ENSAI has been located on the Ker Lann Campus since 1996, in the countryside just outside Rennes. ENSAI is part of prestigious higher education establishments in France known as Grandes écoles or specialized graduate schools. ENSAI's education trains its students to become qualified, high-level managers in information processing and analysis. After graduating from the statistical engineering or INSEE civil servant statistician program, our students have threefold expertise in statistics, econometrics, and computer science, which is universally recognized in all professional sectors. After three years, statistical engineering students become statistical engineers when they obtain the Diplôme d'ingénieur, a Master's-level engineering degree equivalent to a Master of Science (MSc) in Statistics (representative of an entire five years and 300 ECTS credits of post-baccalauréat studies). Civil servant student interns become official civil servant statisticians for INSEE after two years; they are paid for their education at ENSAI, a monthly net salary of roughly € 1,550 (bonuses included). ENSAI is also accredited by the French Ministry of Higher Education and Research to deliver a Master of Science in Big Data (known as a Master international or DNM in the French nomenclature). ENSAI is the leading French Grande Ecole, or graduate school, to dispense in-depth education in statistics, economics, and computer science, enabling its graduates to work in one of the many statistical engineering fields. After three years of study, our students graduate as ENSAI statistical engineers with a degree accredited by the CTI. Training INSEE executives for the French National Institute for Statistics and Economic Studies For a third of our students each year, coming to ENSAI means starting their civil service career as a member of the INSEE corps of civil servant statisticians. Training lasts two years, and they follow the same courses as the statistical engineering students during this period. Civil servants can, under certain conditions, obtain a Bac + 5 level through the Public Evaluation and Decision inside Rennes' Master of Applied Mathematics, Statistic" thanks to integrated training, which can be continuous (following the two years of initial training) or deferred (during the first six years of their professional life). Until 1994 the training provided by ENSAI was as a branch of ENSAE (Paris Graduate School of Economics, Statistics, and Finance) in Paris. When the GENES (the Grouping of National Economics and Statistics Schools) was set up, the CGSA branch of ENSAE was renamed the Ecole Nationale de la Statistique et de l'Analyse de l'Information (ENSAI, the National School for Statistics and Information Analysis). It trains engineers for all fields of statistics and information processing. ENSAI and the two research teams of the Center for Research in Economics and Statistics (CREST) moved to Rennes in 1996. ENSAI's mission is to prepare its students for professions involving the collection and analysis of information, especially in the social and economic spheres, and industry, life sciences, marketing, finance, health, and information systems. The schooling lasts two years for civil servant statisticians and three years for statistical engineering students. Civil servant statisticians and statistical engineering students follow the same classes, for the most part, sit the same exams, and are marked together. However, in the second semester of the second year, the students choose their classes. Thanks to partnerships, engineering and civil servant students can obtain, under certain conditions, a license (L3 level) in Applied Economics with the Paris Dauphine University, or a license in Mathematics et Rennes 1 University. The cursus leading to the license in Economics is done during the second year at Bonsai. ENSAI's mission is to prepare its students for professions involving the collection and analysis of information, especially in the social and economic spheres, and industry, life sciences, marketing, finance, health, and information systems. The schooling lasts two years for civil servant statisticians and three years for statistical engineering students. Civil servant statisticians and statistical engineering students follow the same classes, for the most part, sit the same exams, and are graded together. However, in the second semester of the second year, the students choose their classes. The standard version of the third year only concerns statistical engineering students. It seeks to provide them with a genuine specialization while at the same time introducing them to the professional world. Most of the teachers are from the professional sector, giving students an introduction to the problems they will handle after graduation. Students work in the statistical, I.T., or economics departments of public or private companies and learn how to draw on what they have learned and discover their future professional environment. Set on the 2nd floor of the school, 70 places are available in the library reading room. Its collection of documents comprises nearly 18,000 works, about 200 collections of periodicals (especially scientists) of which current about thirty.
