The Higher College of Technology in Muscat is the second largest higher education institution in Oman, catering to more than 12,000 students studying in various programs. It is one of seven colleges under the Ministry of Manpower in the Sultanate. The Ministry of Manpower (MoM) has seven Colleges of Technology, located in Musanna, Nizwa, Ibra, Salalah, Shinas, Ibri, and Higher Colleges of Technology in Muscat. The Higher College of Technology (HCT), before being renamed and upgraded as such in 2001, was known as Oman Technical Industrial College, established in 1984 at the initiative of His Majesty Sultan Qaboos Bin Said to educate the citizens of Oman by implementing high-quality programs in various fields. The regional Colleges of Technology were started in 1993 except Shinas and Ibri, which were started in 2005 and 2008 respectively. The College aims to endow the Omani youth with knowledge and skills to face the new era's challenges. The Colleges of Technology programs implemented from September 2003 are the result of extensive research to ensure the suitability of the programs in terms of Oman industry needs and global academic standards. The new programs took nearly two years to reach their final shape. During these two years, the programs were sent to all the Colleges of Technology in Oman for approval and to universities abroad for comments. They were finally approved by these institutions, the industrial sectors in Oman, local universities, academics, and technology experts at a workshop held in March 2003 at HCT. The programs comprise four levels in addition to the Foundation Program. A student could spend up to five semesters in the Foundation Program before going to the Certificate level in a chosen specialization and then to the other three levels: Diploma, Higher Diploma, and Bachelor of Technology (B.Tech). These four levels correspond to the first four postsecondary education levels described in the Oman Qualification Framework (QOF). In HCT, students' progress from one level to another depends upon their meeting progressively demanding criteria at each level. This unique structure affords HCT an element of competitiveness in fulfilling Oman's demand for qualified and skilled human resources, thus bridging the gap between achievements and aspirations. It also allows students to exit the system after completing any level with a qualification enabling them to enter the job market. The College has grown enormously from a student population of about 200 to the current size. Its facilities have expanded from three initial buildings to a total built-up area of more than 49,700 m2. The College has more than 975 staff in its faculty and an annual intake of about 2000 students into its foundation program, besides transferred students in upper levels. Apart from the English Language Center (ELC), HCT has seven academic departments: Engineering, Information Technology (IT), Applied Sciences, Business Studies, Pharmacy, Photography, and Fashion Design. The education of women in the Kingdom of Saudi Arabia has received a great deal of attention, and this has allowed Saudi women to make definite strides towards achieving their ambitions and unveiling their uniqueness in different fields. The Saudi woman has emerged at the local level at the international level as well. We see examples of Saudi women in culture and specialized research, examples who are respected and acknowledged in international arenas and the various fields of science, proving their success and worthiness that rivals their peers in other advanced countries. PNU is one of the outcomes of the attention given to the higher education of women. This attention started early, when the General Presidency for the Education of Girls established the first college for women in 1390 AH, corresponding to 1970 C.E. The inauguration of more colleges followed, reaching 102, ranging from university colleges to intermediary colleges and community colleges. These were distributed over 72 Saudi cities and included 600,000 students. In Riyadh alone, there are six colleges, namely the College of Education for Liberal Arts Disciplines, the College of Education for Scientific Disciplines, the College of Education for the Development of Teachers, the College of Social Services, the College of Home Economics, and the College of Fine Arts. In 1427 AH, a royal order was issued to establish the first University for women in Riyadh, under the Ministry of Higher Education's supervision. This included the six colleges located in Riyadh and several new colleges established for women's education and development in the Kingdom. The University was inaugurated in 1428 AH with its first rector, H.H. Dr. Al-Jawhara bint Fahd Al-Saud. PNU, therefore, aspires to become a beacon for science, knowledge, and values. The Research Center is committed to ensuring the highest level of ethical conduct for research in Dar Al-Hekma. All researchers must adhere to the Saudi Intellectual Property Rights Laws and good ethical conduct. DAH is also obliged to protect its students, staff, faculty, and resources from any harm that may result from research activity. When DAH students engage in research exercises or projects as part of their course work that involves human participants, we require that they design and conduct research that is of 'low risk'. Students are required to get approval from their faculty advisor before starting any research projects. The Continuing Education Department (CED) offers a wide range of courses to both the student body and the local community. It supports the university's learning goals by offering a wide range of courses to meet the professional and personal developments of women in the local community. The CED also offers certificates in partnership with prominent institutions, such as Morgan International, Press Association, International Business Training Association (IBTA), and the British Council, which cater to working professionals' needs. The department also offers programs and provides space to local businesses and organizations for training activities. The CED is keen on employing local and international instructors with high qualifications to teach the programs offered.
