Middle East Technical University is founded under the name of "Orta Doğu Yüksek Teknoloji Enstitüsü" (Middle East High Technology Institute) on November 15th, 1956, to contribute to the development of Turkey and Middle East countries and especially to train people to create a skilled workforce in the fields of natural and social sciences. "Arrangements and Procedures as for the Foundation of METU, Law No 6887" was enacted on January 29th, 1957. Finally, "Foundation Act No 7307", which sets forth the particular standing of METU and describes the conditions rendering METU as a juridical entity, was enacted on May 27th, 1959. Middle East Technical University's presence brought about new methods and introduced innovations to the Turkish higher education system, manifesting METU as a nationwide pioneer of modern education. In its earliest years, part of METU was located in a small building that belonged Social Security Office of Retirees at Kizilay's Müdafaa Street. The other section was located in the barracks behind the TBMM (Turkey's National Grand Assembly). In 1963, the University moved to its current campus location, the first university campus in Turkey. The Middle East Technical University's mission is to reach, produce, apply and promote knowledge, and educate individuals with that knowledge for the social, cultural, economic, scientific, and technological development of our society and humanity. In 1909, the General Assembly of the State of Tennessee moved "to provide for the improvement of the system of Public Education of the State of Tennessee, that is to say, to establish a General Education Fund." The major thrust of this "improvement" embodied in the legislative act that was to become known as the General Education Bill of 1909 was establishing three normals or teacher-training institutions. Following the act's intent that one was to be located in each of the grand divisions of the state, the State Board of Education assigned the middle Tennessee institution to Murfreesboro. Opening on September 11, 1911, with a two-year program for training teachers, Middle Tennessee State Normal School evolved into a four-year teachers college (Middle Tennessee State Teachers College) in 1925. Within the school’s written curriculum, the staff ensures that all of the Ministry of Education's Essential Learning Areas (ELA’s) are covered at the appropriate levels. A project-based curriculum treats the investigation of a topic as the basis for learning. The students complete eight projects each year. Within each topic, the staff identifies the areas of the national curriculum that need to be overtly taught within the ELA’s. Each year, the topics will encompass the full ELA requirements for that level. Within each set project, all of the Learning Areas are included and the students have the opportunity to direct their learning and work to a depth and breadth that is difficult to achieve within a traditional structure. Their learning skills (e.g. goal setting, planning, investigative research, presentation, computing, etc) are enhanced, as are their thinking skills (e.g. metacognition, evaluation, synthesizing information, etc). Their basic academic skills (reading, writing, mathematics) are in no way ignored but are enhanced and used as a building block for in-depth work. An I.B.P. is an Individual Base Plan. Traditionally, only students with “Special Needs” have received these. In recent years, the government has required schools to show that they cater for Gifted and Talented students also and IBPs have shifted to that end of the continuum.
