  1. No student shall be denied admission to the University System because of age, sex, nationality, religious belief, or political affiliation. Every applicant for admission shall undergo a thorough health examination. No person shall be admitted to this University if he is found by the University Health Service to be suffering from a dangerous, communicable or infectious disease or is physically unfit to take courses in any college of the University. Every student shall, upon admission, sign the following pledge: "In consideration of my admission to the University of the Philippines in Mindanao and of the privileges of a student in this institution, I at this moment promise and pledge to abide by and comply with all the rules and regulations laid down by competent authority in the University and in the college or school in which I am enrolled." Refusal to take this pledge or violation of its terms shall be sufficient cause for summary dismissal, or denial of admission.No person who has not duly matriculated may be admitted to the classes. In exceptional cases, the University Registrar may, on the Dean's recommendation, authorize the admission of a visitor to a class for not more than five sessions. The University of the Philippines-Center for Integrative and Development Studies (UP-CIDS) spans various perspectives, methodologies, and ideologies in its primary and policy-oriented research. The Center harnesses the University's multidisciplinary expertise in its studies on critical fields. Anthropology is a social science that explores society and humanity from a bio-cultural and cross-cultural approach. The program is designed to provide students with training, field experience, and hands-on exposure to methods of anthropological research and visual documentation of different cultural lifeways, both locally and globally. Career opportunities for BA Anthropology graduates include research analyst, educator, development worker, advertising consultant, human resource officer, policy researcher, evaluator, social auditor, cultural broker, social advocate, museum researcher, and other related fields. The BS Architecture program trains students to be professional architects. With a high sense of social and cultural awareness, that is the result of five years of study in construction and building technology, architectural history and critical theory, and urban and regional planning.BS Architecture graduates now work as professional design architects, heritage planners/conservators, museum curators, architectural critics, architectural photographers, renderers, AutoCAD specialists, cartographers, building development scientists, corporate consultants, environmental planners, and real estate project managers. The BA Communication Arts program trains students to be practical and savvy communication and media specialists who can critically, creatively, and imaginatively use their skills in the incisive analysis of social and cultural realities.BA Communication Arts graduates are employed as corporate communication executives, media production staff, public relations officers, business process outsourcing specialists, theater artists, video production staff, advertising executives, web designers, teachers, communications and market researchers, speechwriters, and print and broadcast journalists. The BA English program trains students to become critical and creative thinkers who are skilled not just in the production of creative works but also in the English language practice in the global setting. BA English graduates now work as lawyers, business process outsourcing specialists, medical transcribers, information officers, public relations writers, copywriters, teachers, scriptwriters, technical writers, journalists, marketing communication specialists, and authors or editors of books and magazines. Today's world of work is more complex and volatile than it was years back. Managerial problems, especially those faced by decision-makers at the highest administration levels, have become less structured than they were in the past. Increasingly, managers have to deal with more sophisticated technologies, more rapidly expanding and contracting markets. In adapting to these changes, organizations have become flatter, smaller, and more flexible in structure, more integrative in decision-making, and more global in operation. Given the dynamism of our present work environment, it becomes imperative for organizational leaders to develop the capability to assess a broad spectrum of interrelated issues and interpret a continuous stream of data vital to decision-making. Decision-makers ought to be humanistic because people are the carriers of today's most important resources (knowledge and information), and holistic because managerial problems and issues are interrelated. The Office of Student Affairs (OSA) is a service unit that complements the University's instructional program. It addresses itself to significant concerns, namely: Development, Assistance, and Control. The development consists of specific services which help students develop a well-balanced personality. By providing them with extra-curricular activities, the University helps develop students' abilities, skills, and potentials, which may not be directly responded to in the classroom. Efforts toward this include making the opportunities available to students to participate in civic, political, athletic, social, and cultural activities. Assistance consists of specific services provided to help students adjust to the challenges of university life. To ensure that opportunities for adjustment are brought within their reach, services in the form of counseling, testing, health, student housing, psychosocial sessions, financial assistance, and scholarship are made available. Control is one central area of concern that is viewed positively as normative and formative, as well as one concerned with efforts to create the right order of things. It includes supervision on discipline to ensure that responsible behavior is instilled in students' hearts and minds, and the attitude of respect for individuals' rights is developed. The overall effect should be an atmosphere conducive to learning. The OSA is a communication channel that communicates and interprets students' needs to the university officials. It is also expected to communicate and interpret the wishes of the University to the student.

The University of Science and Technology of Southern Philippines (USTP) is a state university established on August 16, 2016, under Republic Act 10919 through the amalgamation of the Mindanao University of Science and Technology (MUST) in Cagayan de Oro City, Misamis Oriental and the Misamis Oriental State College of Agriculture and Technology (MOST) in Claveria, Misamis Oriental. Both campuses are located in Northern Mindanao, the Gateway to Mindanao, which offers a strategic locational advantage for the institution to train and develop students from all the other Mindanao regions. It has maintained its Level IV Status as State University (Highest Distinction) as adjudged by the Commission on Higher Education (CHED) and the Department of Budget and Management (DBM). It continues to be one of the 19 leading state universities in the Philippines. USTP's mission is to bring the world of work (industry) into the actual higher education and training of students, offer entrepreneurs the opportunity to maximize their business potentials through a gamut of services from product conceptualization to commercialization, and contribute significantly to the National Development Goals of food security and energy sufficiency through technology solutions. The University boasts of a 7.3-hectare Cagayan de Oro campus with state-of-the-art infrastructure and facilities geared towards providing quality education. With its advanced laboratories and amenities, the conducive and inspiring learning environment complements its excellent academic instruction and boosts students' learning experience. Its Claveria campus boasts of a 101.37-hectare rich agricultural land. USTP's main campus will eventually be located at the institution's 295.14-hectare property in Alubijid, Misamis Oriental. The Admissions and Scholarships Office (AdScho) supports the University's overall operation and mission by recruiting and admitting qualified first-year and transfer students in appropriate numbers to maximize the use of the University's resources. Working with the administration also takes charge of administering the different scholarships/financial assistance to deserving but financially challenged students. USTP has been devoted to seeking partner scholarship sponsors to attain the University's goal of serving and assisting the Filipino students who are intellectually capable but financially handicapped. As part of its continuing mandate and program to serve, the University provides various scholarships and educational assistance/ grants. Research is one of the primary functions of the University. It serves several purposes: foremost is to produce a cumulative body of verifiable knowledge that enables man to explain, predict, and understand the phenomena of interest to him. Everyone believes that a substantial body of knowledge can be used to improve human conditions.USTP has developed a functional university research program, build-up its human resources and research facilities. Gradually, the Research Division office is developing the critical mass of researchers in the University. More faculty members and graduate students are getting interested in research activities. Consequently, the number of research outputs from various disciplines has increased significantly. The University was once recognized by the Commission of Higher Education (CHED), Manila, as the Zonal Research Center for Region 10 and CARAGA. In January 2007, the University was a recipient of the CHED award "Best Research Programs" in the Philippines, proving the University's track record in research. Research Priority Areas in Advance Science for basic and applied research in Chemistry, Physics, Mathematics, Engineering, Architecture, and Marine Aquatic ResearchResearches in these fields can be primary or applied, which are the appropriate take-off points for technology innovations and can improve human and environmental conditions. The Engineering and Architecture research foci are on the designs of systems that would increase economic productivity for the regional industries. Research Priority Areas in Environment, Life Science/Biology, Health, Nutrition, Food Safety, and Food SecurityThe researches for these fields contribute to the scientific knowledge base for the environment, food, and health, which focused primarily on applying fundamental principles from chemistry, biology, engineering, and social sciences. Research Priority Areas in Information Technology, Automation, and Control, Material Science, Computer Science, Nanotechnology, etc. This includes Information and Communications Technology (ICT), Electronics and Industrial Technology researches like signal processing, design of automated systems, product development, and enterprise incubation. Research Priority Areas in Education, Policy Studies, Socio-Economics, Demographics, Ethnographic, and Linguistics StudiesResearches focus on the systematic analysis and impact on higher education governance, efficiency, effectiveness, and quality in Philippine Higher Education. Studies include legislative and executive decisions made in order to effect better systems and operations in the bureaucracy. Research Priority Areas that address pressing problems in disaster risks, climate change, gender and development, poverty alleviation, etc. This involves research that infuses innovations necessary to achieve sustainable economic growth that improves competitiveness, expands job opportunities, and reduces society's vulnerability.
  3. The University of Southern Mindanao, formerly Mindanao Institute of Technology, is a university in the Southern Philippines. It provides instruction and professional training in the fields of science and technology, particularly agriculture and industry. The University was founded by Bai Hadja Fatima Matabay Planning, an educator and philanthropist. It formally opens on October 1, 1954, and achieved university status on March 13, 1978. Its 1,024-hectare main campus is located in Kabacan, Cotabato. The University of Southern Mindanao is one of the four State University and Colleges to achieve excellence in agricultural education and nine to hold Level IV status. Across its three campuses, USM holds a total of 5 129.97 hectares of land, mostly for agricultural teaching and research. The USM Undergraduate Degree is produced by Admission and Records Office. It was made through the different colleges' collective effort, particularly the deans, academic assistants, department chairs, vice-chairs, and secretaries. The Graduate School was established in June 1976 by Resolution N. 65 series Of 1975, which was approved by the Board of Trustees of the then Mindanao Institute of Technology (now University of Southern Mindanao) in December 1975. It aims to become the center of excellence in graduate education in this part of the country. It became a regular and full-pledged academic unit in 1981. After passing the 1st accreditation survey in 1997, the Graduate School was renamed Graduate College per Resolution No. 30, s 1997, approved by the Board of Regents. The College has four doctoral programs and twenty-three master's degree curricula. Of the graduate degree programs, four (4) passed Level II accreditation, and thirteen (13) have been re-accredited by AACCUP. In the first semester of SY 1976-1977, the Graduate Studies program of the University of Southern Mindanao started under Res. No. 65, series of 1975 approved on December 5, 1975, by the Board of Trustees of the then Mindanao Institute of Technology (now USM). This was during the presidency of Dr. Jaman S. Imlan (1975-19870. This program was under the Assistant to the President for Academic Affairs and Graduate Studies, the late Dr. Venancio G. Garagan, from 1976 to 1980. Program offerings were MS in Agronomy and Horticulture and MA in Education. Because of the growing enrolment, it became a regular academic unit of the University in 1981. The first Dean was Dr. Teofilo C. de la Cruz, with Dr. Lydia P. Oliva and Dr. Emerson D. Pascual as Associate Dean and Secretary. The GS office was first housed on the second floor of the College of Engineering building, then at the College of Arts and Sciences Building. It was transferred to the University Laboratory Building and then to its present location – the DD Clemente Building. New academic programs were opened. The MA in Science Education (MASE) program began in 1978 in cooperation with the Philippines' Science Foundation. In 1982, the Master of Professional Studies in Rural and Economic Development (MPS RED) was offered, followed later by the MPS curricula such as MPS - Public Affairs Management and MPS Educational Management, and MS in Agronomy, in Animal Science, in Soil Science, and Social Sciences, such as Agricultural Education and Extension Education. During the presidency of Dr. Kundo E. Pahm, specifically in SY 991-1992, the doctoral programs in Educational Management, Extension Education, and Agricultural Sciences with various major fields were instituted. To reach and serve more graduate students, the Graduate School Outreach Program (GSOP) was organized in 1983. It conducted graduate classes in five sites: the Summer Institute for Teachers if Agriculture in Jolo, Sulu – four summers in 1984 to 1987 with Dr. Teofilo C. de la Cruz as project coordinator, the weekend graduate classes in Cotabato Cty starting in 1989 with VPAA Dr. Kalinggalan B. Abdulsani taking over a project coordinator when Dr. de la Cruz retired in 1992 the training-seminar schedule of graduate classes in Mati, Davao Oriental in 1991-1992 with Dr. Florecita G. Tabora as project coordinator and the Fifth in Digos, Davao del Sur lanced in June 1995 upon the request of the Southern Mindanao Agricultural Project (SMAP) management to offer the MPS – Rural Extension and Development program for its field technicians. Two other graduate course offerings were MPS-PAM and MAEd. Dr. Rosa Fe D. Hondrade coordinated these projects. Moreover, the Graduate School embarked on varied extension projects. It adopted barangay schools to undertake improvement projects on infrastructure, classroom facilities and capability training, and rural communities to uplift socio-economic conditions through integrated development programs. USM faculty and staff's health conditions were a concern answered by medical services, especially for FBS, cholesterol, and anti-oxidant screening and bone scanning. Linkages with health service providers facilitated this. The Mothers for Peace Movement was launched to harness women's power in the quest for peace. Seminar-workshops further enhanced women's empowerment on gender and development. These issues were addressed because peace and development is part of the GS curriculum. The Graduate School established a partnership with the United Bangsamoro Movement for Peace and Development, Inc. (UBMPDI)- USM, the service provider for the GREAT CARE project, which caters to the educational needs of 500 officially enrolled out-of-school youth from 12 barangays in Pagalungan and Datu Montreal, both in Maguindanao Province. Furthermore, it also forged linkage with the Institute for Training and Development based in Amherst, Massachusetts, USA. This partnership led to an International Conference on Islamic Education in Contemporary Indonesia and the Philippines on December 11-18, 2006, at USM. Madrasah education was the focus of the conference. Another project undertaken by the Graduate School with Dr. Rogelio S. Tabora as Dean (November 2000-2005) was the consortium with Sulu State College per Res. No. 95, s. 1999, for the offering of EdD and MPS in Teaching Agriculture. The GS also forged linkage with the DepEd for the Third Elementary Education Project (TEEP) scholars. Elementary school teachers were enrolled in the Master of Arts in Teaching Basic Education program for Social Studies, Filipino, Science and Administration and Supervision. Another linkage was with the Department of Agriculture in which the Mindanao Rural Development Program supported scholars to acquire degrees in MS Rural Economic Development. In 2002, construction for the GC building expansion began with funding from local funds and savings from the Advanced Education Foundation. The building with three function rooms for the GC Dean, Secretary, and staff was inaugurated on December 20, 2003. In the First Semester of 2003-2004, a new academic program was offered – Ph.D. in Rural Development. This is under the Institute of Development Economics and Management management now, College of Business Development and Economic Management. To meet graduate school standards, accreditation was conducted by two agencies – the Evaluation of Graduate Education of the Philippines team, which evaluated these programs: EdD and MS in Education and Master of Public Affairs Managemen'’ and the Accrediting Agency for CharteredColleges and University of the Philippines (AACCUP) which conducts a periodic evaluation. In the first semester of SY 2005-2006, the Provincial Government of Cotabato, through the Hon. Gov. Emmanuel F. Piňol also started the scholarship program for 23 scholars enrolled in the Master of Science in Rural and Economic Development (MSRED). In the second semester of the same school year, the Local Government Unit of Kabacan, through the Honorable Mar Luzviminda J. Tan, funded 21 scholars for the MPA program. In 2006, two new curricular offerings were added: Master of Science in Plant Breeding and the Master of Arts in Islamic Studies, which had 14 students awarded with scholarships by the Harry Stine Grant of Iowa, USA. This grant was through the initiative of Dr. Abubabakar Murray, Dr. Carmat Amilbahar, and Mr. Rasul M. Busian. Another welcome development was the one-semester stint of visiting professor Dr. Sall Habana-Hafner of the University of Massachusetts in Amherst, Massachusetts, whose specialization is participatory Action Research. On September 11, 2006, the GS Policies, Rules, and Regulations were revised during a GS Council meeting. The Board of Regents confirmed approved revisions on December 23, 2006. For resource generation, the deteriorating wooden stage wall in the Function Room at the Ground Floor of the DDCBuilding was replaced with a concrete one. This function room is now being rented out for added income to the GS. In June 2006, provision for a Cyber Nook was established, making the GS area in the DDC Building Wi-Fi zone. Graduate students with laptop computers can access the Internet within the GraduateSchool area. Other USM students avail of internet services at the lowest rate. For online visibility of the GS and easy access to information, the GS Webpage was opened in November 2000. Newsletter and the bibliography of books n the GS library are presently available. The bibliography and the Handbook of Policies, Rules, and Regulations, and the GS Faculty Manual and Bulletin of Information. After over three decades, the GS continues to line up to its mission of producing competent, updated, and innovative professionals who excel in their area of specialization and contribute to the upliftment of the people's quality of life in the Southern Philippines.

Section 2 of Republic Act No. 4498 mandates that Central Mindanao University "shall provide programs of instruction at all levels in the arts, sciences, technical, professional, educational, and philosophical fields, and shall concern itself with "pure" and "applied" research in all branches of knowledge for the intellectual and professional growth of faculty members, for the advance instruction of students, and increasing knowledge and understanding." Part of sustaining and advancing excellence in instruction is the university's offering of 29 undergraduate professional degree programs through its nine colleges: Agriculture, Arts and Sciences, Commerce and Accountancy, Education, Engineering, Forestry, and Environmental Science, Home Economics, Nursing and Veterinary Medicine and 41 highly specialized Graduate Programs through the Graduate School. CMU has been providing its patrons the best through relevant and market-driven non-degree programs. A two-story wooden building was constructed behind the main building with Mrs. Pilar Duldulao as the head librarian. Under R.A. 3272, as approved by the President of the Philippines on June 17, 1961, the Zamboanga Normal School became the Zamboanga Normal College, as it opened a graduate course in Education. In 1969 it further transformed into the Zamboanga State College under Republic Act No. 5492. There was an increase in enrollment because of the other courses offered. These led to the construction of a library building at the cost of Php 312,706.00. It was completed and turned over to Mrs. Abundia E. Ortega and the library staff members on the morning of December 15, 1971. Transfer of the library properties from the old library building to the new one was made, and the students were able to use the new library after the Christmas vacation. The spacious and well-ventilated library is conducive to serious study and research by the students and faculty members. Nine years later, with the expansion of the curricular offerings on June 10, 1978, the ZSC was converted into the present Western Mindanao State University following President Degree No.1427 to meet the region's educational needs. As the University population expanded, the library became smaller. The library extension building was built at three (3) million to house the Periodical and Law Section, first floor, and the Graduate Library, second floor. It was completed and turned over to Mrs. Purification S. Pichel and the library staff on September 29, 1979. Although the extension was made because of convenience and accessibility for the Agriculture and Science students, a mini-library was provided in their respective buildings. As a developing University, the extension for all existing library facilities to the different Colleges, like the College of Engineering, College of Arts and Science, College of Education and other Colleges in the future, should have their libraries.   10. No student shall be denied admission to the University System because of age, sex, nationality, religious belief, or political affiliation. Every applicant for admission shall undergo a thorough health examination. No person shall be admitted to this University if he is found by the University Health Service to be suffering from a dangerous, communicable or infectious disease or is physically unfit to take courses in any college of the University. Every student shall, upon admission, sign the following pledge: "In consideration of my admission to the University of the Philippines in Mindanao and of the privileges of a student in this institution, I at this moment promise and pledge to abide by and comply with all the rules and regulations laid down by competent authority in the University and in the college or school in which I am enrolled." Refusal to take this pledge or violation of its terms shall be sufficient cause for summary dismissal, or denial of admission.No person who has not duly matriculated may be admitted to the classes. In exceptional cases, the University Registrar may, on the Dean's recommendation, authorize the admission of a visitor to a class for not more than five sessions. The BA English program trains students to become critical and creative thinkers who are skilled not just in the production of creative works but also in the English language practice in the global setting. BA English graduates now work as lawyers, business process outsourcing specialists, medical transcribers, information officers, public relations writers, copywriters, teachers, scriptwriters, technical writers, journalists, marketing communication specialists, and authors or editors of books and magazines. It addresses itself to significant concerns, namely: Development, Assistance, and Control. The development consists of specific services which help students develop a well-balanced personality. By providing them with extra-curricular activities, the University helps develop students' abilities, skills, and potentials, which may not be directly responded to in the classroom. Efforts toward this include making the opportunities available to students to participate in civic, political, athletic, social, and cultural activities. Assistance consists of specific services provided to help students adjust to the challenges of university life. To ensure that opportunities for adjustment are brought within their reach, services in the form of counseling, testing, health, student housing, psychosocial sessions, financial assistance, and scholarship are made available. Control is one central area of concern that is viewed positively as normative and formative, as well as one concerned with efforts to create the right order of things. It includes supervision on discipline to ensure that responsible behavior is instilled in students' hearts and minds, and the attitude of respect for individuals' rights is developed.   11. The University of Southern Mindanao, formerly Mindanao Institute of Technology, is a university in the Southern Philippines. It provides instruction and professional training in the fields of science and technology, particularly agriculture and industry. The University was founded by Bai Hadja Fatima Matabay Planning, an educator and philanthropist. It formally opens on October 1, 1954, and achieved university status on March 13, 1978. Its 1,024-hectare main campus is located in Kabacan, Cotabato. The University of Southern Mindanao is one of the four State University and Colleges to achieve excellence in agricultural education and nine to hold Level IV status. Across its three campuses, USM holds a total of 5 129.97 hectares of land, mostly for agricultural teaching and research. The USM Undergraduate Degree is produced by Admission and Records Office. It was made through the different colleges' collective effort, particularly the deans, academic assistants, department chairs, vice-chairs, and secretaries. The Graduate School was established in June 1976 by Resolution N. 65 series Of 1975, which was approved by the Board of Trustees of the then Mindanao Institute of Technology (now University of Southern Mindanao) in December 1975. It aims to become the center of excellence in graduate education in this part of the country. It became a regular and full-pledged academic unit in 1981. After passing the 1st accreditation survey in 1997, the Graduate School was renamed Graduate College per Resolution No. 30, s 1997, approved by the Board of Regents. The College has four doctoral programs and twenty-three master's degree curricula. Of the graduate degree programs, four (4) passed Level II accreditation, and thirteen (13) have been re-accredited by AACCUP. In the first semester of SY 1976-1977, the Graduate Studies program of the University of Southern Mindanao started under Res. No. 65, series of 1975 approved on December 5, 1975, by the Board of Trustees of the then Mindanao Institute of Technology (now USM). This was during the presidency of Dr. Jaman S. Imlan (1975-19870. This program was under the Assistant to the President for Academic Affairs and Graduate Studies, the late Dr. Venancio G. Garagan, from 1976 to 1980. Program offerings were MS in Agronomy and Horticulture and MA in Education. Because of the growing enrolment, it became a regular academic unit of the University in 1981. The first Dean was Dr. Teofilo C. de la Cruz, with Dr. Lydia P. Oliva and Dr. Emerson D. Pascual as Associate Dean and Secretary. The GS office was first housed on the second floor of the College of Engineering building, then at the College of Arts and Sciences Building. It was transferred to the University Laboratory Building and then to its present location – the DD Clemente Building. New academic programs were opened. The MA in Science Education (MASE) program began in 1978 in cooperation with the Philippines' Science Foundation. In 1982, the Master of Professional Studies in Rural and Economic Development (MPS RED) was offered, followed later by the MPS curricula such as MPS - Public Affairs Management and MPS Educational Management, and MS in Agronomy, in Animal Science, in Soil Science, and Social Sciences, such as Agricultural Education and Extension Education. During the presidency of Dr. Kundo E. Pahm, specifically in SY 991-1992, the doctoral programs in Educational Management, Extension Education, and Agricultural Sciences with various major fields were instituted. To reach and serve more graduate students, the Graduate School Outreach Program (GSOP) was organized in 1983. It conducted graduate classes in five sites: the Summer Institute for Teachers if Agriculture in Jolo, Sulu – four summers in 1984 to 1987 with Dr. Teofilo C. de la Cruz as project coordinator, the weekend graduate classes in Cotabato Cty starting in 1989 with VPAA Dr. Kalinggalan B. Abdulsani taking over a project coordinator when Dr. de la Cruz retired in 1992 the training-seminar schedule of graduate classes in Mati, Davao Oriental in 1991-1992 with Dr. Florecita G. Tabora as project coordinator and the Fifth in Digos, Davao del Sur lanced in June 1995 upon the request of the Southern Mindanao Agricultural Project (SMAP) management to offer the MPS – Rural Extension and Development program for its field technicians. Two other graduate course offerings were MPS-PAM and MAEd. Dr. Rosa Fe D. Hondrade coordinated these projects. Moreover, the Graduate School embarked on varied extension projects. It adopted barangay schools to undertake improvement projects on infrastructure, classroom facilities and capability training, and rural communities to uplift socio-economic conditions through integrated development programs. USM faculty and staff's health conditions were a concern answered by medical services, especially for FBS, cholesterol, and anti-oxidant screening and bone scanning. Linkages with health service providers facilitated this. The Mothers for Peace Movement was launched to harness women's power in the quest for peace. Seminar-workshops further enhanced women's empowerment on gender and development. These issues were addressed because peace and development is part of the GS curriculum. The Graduate School established a partnership with the United Bangsamoro Movement for Peace and Development, Inc. (UBMPDI)- USM, the service provider for the GREAT CARE project, which caters to the educational needs of 500 officially enrolled out-of-school youth from 12 barangays in Pagalungan and Datu Montreal, both in Maguindanao Province. Furthermore, it also forged linkage with the Institute for Training and Development based in Amherst, Massachusetts, USA. This partnership led to an International Conference on Islamic Education in Contemporary Indonesia and the Philippines on December 11-18, 2006, at USM. Madrasah education was the focus of the conference. Another project undertaken by the Graduate School with Dr. Rogelio S. Tabora as Dean (November 2000-2005) was the consortium with Sulu State College per Res. No. 95, s. 1999, for the offering of EdD and MPS in Teaching Agriculture. The GS also forged linkage with the DepEd for the Third Elementary Education Project (TEEP) scholars. Elementary school teachers were enrolled in the Master of Arts in Teaching Basic Education program for Social Studies, Filipino, Science and Administration and Supervision. Another linkage was with the Department of Agriculture in which the Mindanao Rural Development Program supported scholars to acquire degrees in MS Rural Economic Development. In 2002, construction for the GC building expansion began with funding from local funds and savings from the Advanced Education Foundation. The building with three function rooms for the GC Dean, Secretary, and staff was inaugurated on December 20, 2003. In the First Semester of 2003-2004, a new academic program was offered – Ph.D. in Rural Development. This is under the Institute of Development Economics and Management management now, College of Business Development and Economic Management. To meet graduate school standards, accreditation was conducted by two agencies – the Evaluation of Graduate Education of the Philippines team, which evaluated these programs: EdD and MS in Education and Master of Public Affairs Managemen'’ and the Accrediting Agency for CharteredColleges and University of the Philippines (AACCUP) which conducts a periodic evaluation. In the first semester of SY 2005-2006, the Provincial Government of Cotabato, through the Hon. Gov. Emmanuel F. Piňol also started the scholarship program for 23 scholars enrolled in the Master of Science in Rural and Economic Development (MSRED). In the second semester of the same school year, the Local Government Unit of Kabacan, through the Honorable Mar Luzviminda J. Tan, funded 21 scholars for the MPA program. In 2006, two new curricular offerings were added: Master of Science in Plant Breeding and the Master of Arts in Islamic Studies, which had 14 students awarded with scholarships by the Harry Stine Grant of Iowa, USA. This grant was through the initiative of Dr. Abubabakar Murray, Dr. Carmat Amilbahar, and Mr. Rasul M. Busian. Another welcome development was the one-semester stint of visiting professor Dr. Sall Habana-Hafner of the University of Massachusetts in Amherst, Massachusetts, whose specialization is participatory Action Research. On September 11, 2006, the GS Policies, Rules, and Regulations were revised during a GS Council meeting. The Board of Regents confirmed approved revisions on December 23, 2006. For resource generation, the deteriorating wooden stage wall in the Function Room at the Ground Floor of the DDCBuilding was replaced with a concrete one. This function room is now being rented out for added income to the GS. In June 2006, provision for a Cyber Nook was established, making the GS area in the DDC Building Wi-Fi zone. Graduate students with laptop computers can access the Internet within the GraduateSchool area. Other USM students avail of internet services at the lowest rate. For online visibility of the GS and easy access to information, the GS Webpage was opened in November 2000. Newsletter and the bibliography of books n the GS library are presently available. It is a non-sectarian school offering the most number of academic programs in this part of the country. It is located in Davao City.   15. Mindanao State University (MSU) was established on September 1, 1961. Through RA 1387, as amended, was the brainchild of the late Senator Domocao A. Alonto, as one of the government's responses to the so-called "Mindanao Problem." The original mission of the university was anchored on instruction, research, and extension. The 1954 Congressional Committee conceptualized it as a social laboratory for national integration. Central Mindanao University utilizes and sustains its resources through proper management to augment its university operation budget. Hence, organizational reforms in the Business Management and Resources Development Office (BMRDO) for optimum resource utilization and efficient and effective delivery of services were done. On June 16, 2012, the Board of Regents (BOR) approved the Operations Manual, whereby BMRDO was renamed into the University Income Generation Program (UIGP). The UIGP envisions a sustainable income generation for the development of CMU. It shall pursue practices in the development, utilization, and commercialization of the natural resources and other economic assets in support of the university's instruction, research, and extension. The formulation and review of policies relevant to the efficiency, effectiveness, and productivity of the income generation function was vested in the University Income Generation Council (UIGC) composed of 11 members: University President as Chairperson Vice President for UIGP as Vice-Chairperson Vice President for Administration Dean, College of Agriculture Dean, College of Home Economics University Finance Management Officer Director of General Services Director of Instruction Director of Research, and the Director of Extension. All applicants for admission are required to take the CMUCAT except for first-year students entering the non-degree programs. Eligible to take the CMUCAT are: High school seniors who expect to graduate by the end of the school year High school graduates who have not taken the CMU Transferees Non-degree course graduates intending to get a degree The CMU covers the areas of English, Science, and Mathematics, and Non-Verbal.
