Our customer, the Defense Information Systems Agency (DISA), provides, operates, and assures command and control of the Defense Information System Network (DISN) services to its customers, the department of Defense (DoD) and national security organizations. This position directly supports the DISA-provided capabilities and services. The Leidos Digital Modernization Sector/Global Solutions Management-Operations II (GSMO-II) contract has an opening for an Network Impact Assessment (NIA) Technician at Scott AFB, IL. As a Network Impact Assessment (NIA) Technician on the Global Solutions Management – Operations II (GSM-O II) contract, you will serve as a crucial link between network engineering and mission operations. Your primary role is to act as the operational safeguard for the Defense Information Systems Agency (DISA). Before a scheduled maintenance window occurs, or when an unexpected network event strikes the Defense Information Systems Network (DISN), you will evaluate the complex network topology to determine exactly which military missions, circuits, and customers will be impacted. You will translate complex network data into clear, actionable assessments for Government leadership, ensuring that the DoD is never blindsided by an outage. This position requires U.S. citizenship and an active Secret clearance. Primary Responsibilities: Analyze & Report: Evaluate Authorized Service Interruptions (ASIs) and unplanned network events by analyzing circuit paths and network topologies to determine the precise impact on customer missions. Mission Impact Assessment: Utilize network management and monitoring tools to assess and communicate real-time or forecasted mission impacts resulting from maintenance, unplanned outages, severe weather, or real-world events. Emergency Surge Support: Provide high-speed, high-accuracy impact assessments during emergency network outages (e.g., cut fiber, hardware failure) to support executive-level reporting and situational awareness. Mission Documentation: Ensure all impact findings and assessments are accurately logged, tracked, and updated across enterprise management systems, utilizing both ServiceNow and legacy toolsets. Basic Qualifications: On-Site Presence: Ability and willingness to work 100% on-site at Scott AFB, IL (No remote work possible). Experience: High School diploma and 1–3 years of prior experience in an IT Operations Center (ITOC), Network Operations Center (NOC), or telecommunications environment. Technical Baseline: A current and active DoD 8570 IAT Level II certification (Security+ CE) is required before your start date. Security Clearance: A current and active DoD Secret security clearance is required. Analytical Mindset: Demonstrated ability to trace network paths and understand the critical relationship between physical hardware and logical circuits. Communication: Strong written and verbal communication skills with the ability to translate technical findings into professional reports for Government oversight. Responsible for maintaining enforcing processes in the test and production environment. Develops solutions to complex technical issues and problems that impact multiple areas or disciplines. Communicate with internal team members across multiple areas and client team members. May communicate with parties external to the organization Review and sign timecards for accuracy. Inspect components and assembled parts IAW drawings. Review and approve assembly instructions. Approve Procurement requisitions. Read and understand Drawings and Technical data packages. Write Non-conformances and complete RCCA activities. To includes review of those completed by other Quality Engineers. Interfaces with Government and PM customer to ensure product compliance on delivery. Complete CDRL data requirements. Completion and verification of Certificates of Conformance IAW with contractual requirements. Other Duties as assigned by the Quality Program Manager. Basic Qualifications The Candidate must have BS degree and 8 – 12 years of prior relevant experience or Masters with 6 – 10 years of prior relevant experience. Must be able to solve complex problems, relate with other team members, and communicate with other levels of management. Must have knowledge and understanding when reading and interpreting drawings. Must have experience with electrical test environment and test equipment in the IFFP Program. Must have knowledge of how to efficiently use micrometers, height gages, gage blocks, radius gages, and calipers etc. Experience in an ISO9001/AS9100 manufacturing environment. Candidate must be able to populate handwritten or computer-generated inspection reports. Candidates must have Computer Skills and can use computer software such as Microsoft Excel, Microsoft Word, etc. Must be willing to travel to customer sites to perform quality inspections. Must be able to lift and carry up to 35 lbs. Candidate must be a resident of the North Alabama area or willing to relocate to the Huntsville - North Alabama, AL area at their own expense. Candidate must be a US Citizen and possess or be able to obtain Secret Clearance. Preferred Qualifications Experience with Government contract and SOW interpretation. Primary Responsibilities. • Leadership & Team Development • Lead the IFPC program quality team, ensuring compliance with AS9100, ISO, and Army quality standards. • Provide hands-on leadership to the IFPC quality team, mentoring and developing quality engineers and inspectors to ensure efficient operational support and continuous improvement. • Coach, train, and guide program quality staff to align with the corporate Quality Management System and Defense Systems Sector requirements. • Foster a program quality strategy and culture committed to excellence and Leidos values, enabling rapid manufacturing scaling. Quality Program Management & Compliance • Maintain close coordination with the Leidos site quality team to ensure consistent process control, product acceptance, and effective execution of corrective actions. • Oversee inspection and test documentation, ensuring compliance with customer requirements and configuration baselines. • Support production readiness reviews, configuration audits, and fulfillment of contractual deliverables related to quality data and acceptance. Customer & Supplier Interface • Serve as the primary interface with external quality stakeholders, including the U.S. Army Program Office, SHIELD IFPC Project Office, and DCMA. • Maintain oversight of supplier quality performance, ensuring supplier metrics, audits, and corrective actions align with program standards. Metrics, Analysis & Improvement • Establish, monitor, and analyze quality metrics (yield, rework, NCR rates, escape rates) and targeted KPIs to drive performance visibility, process health, improvement, and compliance. • Analyze KPI trends and inspection data to proactively identify systemic issues, drive root cause investigations, and implement corrective and preventive actions. • Drive continual improvement initiatives to enhance product conformity, reduce rework, and strengthen mission assurance. Process & Issue Management • Develop, implement, and oversee inspection strategies, including statistically valid sampling plans aligned with customer, regulatory, and corporate standards. • Drive Material Review Boards (MRB), Failure Review Boards (FRB), and ensure timely closure of root cause and corrective actions across all program areas. • Ensure timely and sustained resolution of internal and external audit findings and requirement escapes by conducting root cause analysis and implementing corrective and preventive measures. • Effectively address escalated quality issues in a timely manner. Business Lifecycle & Reporting • Serve as a stakeholder for quality throughout the business lifecycle, including new business capture, procurement, program execution. • Partner with engineering, manufacturing, and supply chain teams to achieve first-pass yield and product reliability objectives. • Report regularly to senior leadership on inspection results, KPI performance, audit outcomes, and quality improvement progress. Basic Qualifications. • Bachelor’s degree in Engineering, Quality Management, or related discipline with 5+ years of experience, including prior leadership of quality or mission assurance teams in defense/aerospace production. In lieu of degree, 10+ years’ experience in a low-rate/ high- rate Manufacturing and Quality production environment. OR Master's degree in Engineering, Quality Management, or related discipline with 3+ years of experience, including prior leadership of quality or mission assurance teams in defense/aerospace production. • Proven experience in AS9100/ISO9001 systems, configuration management, and corrective action systems. • Strong background in production quality management for complex defense hardware or weapon systems. • Demonstrated ability to lead customer interactions with Army quality offices and DCMA. • U.S. Citizenship required; must have or be eligible for a Secret clearance. • Excellent leadership, communication, and interpersonal skills. • Relevant experience with all aspects of quality in a defense and space-focused manufacturing environment. • Demonstrated expertise in root cause analysis and continual improvement. • Prior experience with implementing AS9100. • Strong analytical and problem-solving skills. • Must be a US Citizen, possess a DoD secret clearance or able to obtain and maintain an active secret clearance. • Must be able to obtain and maintain credentials to access government installations. • Must be proficient in utilizing Microsoft Office products. • Must have exceptional verbal and written communication skills. Preferred Qualifications. • Certified Quality Engineer (CQE) or Six Sigma Black Belt. • Experience with Earned Value Management (EVM) and metrics-based quality reporting. • Familiarity with IBCS integration and Army missile system production. • Experience with Deltek Costpoint, Windchill, Oracle Agile, or Solumina MES systems. • Experience in medium-volume/high-mix production environments. • Experience in both component fabrication and assembly/integration production environments.
