The Eastern Samar State University had its incipience on February 14, 1960 (as the Eastern Samar National Regional Agricultural School or ESNRAS) through R.A. 2434. Its pioneer classes started with 120 students holding sessions in a rented building in Borongan. Before the school year ended, the school site was relocated and established in Malbog, a far-flung barrio of Borongan, reachable only by climbing steep mountains and crossing creeks. In 1967, the school was resettled to its present site, approximately seven kilometers away from the capital town of Borongan. A synergistic multi-campus university is producing competent, value-laden, and globally competitive graduates who are proactive in promoting the country's economic prosperity. The University shall primarily provide advanced education, higher professional and technological instruction and training in the fields of agriculture, arts and sciences, business and industry, computer and information technology, education, engineering, environmental sciences, fishery, forestry, law and criminal justice, medicine and allied sciences, and other related fields of study. It shall intensify its research and extension and production functions and provide progressive leadership in its specialization area. The seal of the University is circular, which bears the inscription "Eastern Samar State University". The three bars at the center, forming a triangle, represent the mandated functions of the University, are Instruction, Research, and Extension. Every student has the right to enroll at the Eastern Samar State University, provided he/she meets the University's specific requirements and reasonable regulations. The student is expected to complete any course without prejudice to the right to transfer except for disciplinary cases and academic delinquencies. As a general rule, no application to the University shall be enrolled in any course unless proper credentials as prescribed are submitted before the end of the enrolment period. Samar State University is an educational landmark of vital importance to the province of Samar. The University shall primarily provide advanced instruction and professional training in the arts, philosophy, social sciences, agriculture and fishery, forestry, science and technology, engineering, education, law, and other related fields. It shall also undertake research and extension services and provide progressive leadership in its areas of specialization. The upper portion of the head of the logo is a half gear and a unified atom, representing the University's scientific and technological underpinnings. The arms and hands, outlined by white stretches, open a book encrypted with 1912, the year when the school was established as an educational institution and lighted by a beacon signifying the educational nature of its mission. The year 2004 indicates when the school was converted into a state university by RA 9313. In green, symbols of a fish and a plant can be found, which represent the curricular offering of agriculture and fishery of the University. In the red fields, symbols of G clef and a palette with paintbrushes can be found, which represents arts and philosophy curricular offerings of the University. In yellow, symbols of a graph and three human figures can be found, which represents education and engineering curricular offerings of the University. On the blue fields, symbols of a caduceus and a graduated cylinder can be found, which represents science and technology and nursing and health sciences curricular offerings of the University. At the center of the fields are a compass and a scale of justice. Encircling the whole symbols is the name of the University (Samar State University) and the country (Philippines) in white over sky blue background and outlined in gold, the University's official colors.
