Nueva is an independent Pre-K-12 school where gifted learners discover and develop their passions and learn to make choices that positively and profoundly impact the world. At Nueva, we know gifted learners. Gifted learners want to know how and why. They continuously wonder and ask and seemingly cannot quench their thirst for knowledge. They think big: they want to design, to build, and to test. They fall in love with topics and ideas and are driven to investigate. They experience the world in complex ways and often have sensitivities that run deep. They are all this and so much more. While they share some characteristics and behaviors, gifted learners defy categorization. When they arrive at Nueva, they learn quickly, no matter their age, that they can be themselves. Their gifts are embraced, their voices heard. They never have to quiet their questions or hide their passion for learning. We meet their specialized needs through our unique, dynamic educational model, based on more than 50 years of expertise serving gifted learners. Their education is not detached from life beyond the classroom is integral to understanding. Our hallmark features include distinctive inquiry-based, interdisciplinary studies, a constructivist project-based approach, pioneering curricula in Social-Emotional Learning, the first precollegiate Design Thinking program in the country, and our Social Justice, Equity & Inclusion program, now in its fourth year. The University of Nueva Caceres is dedicated to the pursuit of Truth, Wisdom, and Knowledge for the service of God, Country, and Humanity. Founded by Dr. Jaime Hernandez in 1948, it has grown to become one of the leading institutions of higher learning. The campus is centrally located in the City of Naga, Camarines Sur, Philippines. The University has one of the most significant student populations in the Bicol region and offers courses from Kinder to Graduate levels. The government recognizes all course offerings, and the Colleges of Arts and Sciences, Education, and Commerce are accredited by the Philippine Association of Colleges and Universities Commission on Accreditation (PACU-COA). Its College of Engineering and Architecture is now one of the few regional centers for technological education in the Philippines. Nueva Vizcaya State University is dedicated to academic excellence with a commitment to the individual and society's holistic development. Founded in 1961 under the provision of Republic Act (R.A.) 5363, NVSU is known for its excellence in science and technology and its passion for extensive research and community involvement. Our mission is "To develop an empowered, productive, and morally upright citizenry through high quality, innovative, and relevant instruction, research, extension, and entrepreneurship programs adhering to international standards." Higher learning institutions are potent and viable only when it can effectively and efficiently integrate and utilize its resources towards the development of well-rounded and productive learning individuals who will ultimately become dynamic leaders/citizens in their respective communities. NVSU offers excellent experience and life inside the campus. The University has a wide variety of clubs and organizations to discover different events and activities to keep the campus lively. The University encourages every student to express their creativity both in and out of the classroom. They can share their works in the university art galleries and a variety of exhibition spaces on campus. The student organizations here at NVSU provide educational and social functions that enable students to develop their management, leadership, communication, and social skills. Tasked in disseminating significant University events or achievements in research and extension, creative output of its constituents, and the academic and administrative activities. The Scholarship Financial Assistance (SFA) provides opportunities for access to higher education to financially handicapped but deserving students through government, private institutions, and philanthropists. It administers the scholarship program of the University. The Nueva Vizcaya State University offers fifty-four (54) accredited courses in the Bayombong and Bambang Campuses. The Bayombong Campus offers thirty-three (33) courses. The university courses are composed of two-year, four-year, fifth-year degree courses, including Masters and Doctorate degrees. The University will initiate and undertake projects and studies which will bear on the workforce needs, the industrial growth of Nueva Vizcaya, and other development projects, including those needed by the specific industries and environs. The NVSU researchers include faculty members, visiting scholars, post-doctoral fellows, and graduate and undergraduate students. They collaborate with colleagues across the University, at affiliated institutions, and other research institutions. Currently, for the advancement of the University, the researchers of the institute provide vast knowledge, insights, and solutions in the different major areas for research. Drawn from the University's different departments, the professors generate the knowledge and innovations in creating research for the University's sole development.NVSU has individual libraries, each with a world-class collection of books, journals, films, maps, databases. The Nueva Vizcaya State University is the result of the Nueva Vizcaya State Institute of Technology (NVSIT) and the Nueva Vizcaya State Polytechnic College (NVSPC). The two schools were the two most prominent state-run colleges in the province of Nueva Vizcaya. The NVSIT has a total area of 148.5 hectares situated at the foot of the scenic Bangan Hill in Bayombong, the capital town of the province, and the NVSPC, on the other hand, has an area of 14.21 hectares in Bambang, the center of trade and commerce of the province. The NVSIT started from a farm settlement school in 1916, offering only an intermediate curriculum. Two years later, a secondary curriculum was added to its former program, later renaming the school as the Bayombong Rural School, then as the Nueva Vizcaya Rural High School (NVRHS) 1930. However, school operations in the country were suddenly stopped because of the war with the Japanese forces in 1941. After the war, NVRHS resumed its operation in 1945. However, it was split into two entities: the NVRHS (now the NVSU) and the other as the Nueva Vizcaya High School (now the Nueva Vizcaya General Comprehensive High School). During the post-war years, businesses started to boom in Bambang, which paved the way for an educational institution to cater to the municipality's growing population. As a result, the Municipality Council of Bambang passed a resolution on July 11, 1946, to establish a Junior High School in the southern part of the province. With the intensified campaigns of raising funds for the proposed school, the amount of P19,720.00 was accumulated and initiated the realization for a JHS. In the same month, the Southern Nueva Vizcaya Junior High School (VHS) formally started its operation and a year after it was renamed as the Bambang High School (BHS). Both NVRHS and BHS had undergone remarkable transformations geared toward betterment, responsive to a dynamic civilization. Development in terms of physical facilities, workforce, and system of education was given top considerations. With the strong support of political leaders of the province led by then-Congressman Leonardo Perez, the upgrading of its respective district's different sectors, especially the educational component, was realized. The NVRHS was converted into Nueva Vizcaya National Agricultural School (NVNAS) in 1956, made possible under Republic Act 1580 sponsored by Cong. Perez. In 1964, another conversion occurred when the NVNAS was changed into Nueva Vizcaya Agricultural College (NVAC) through the legislation of R.A. 4055, also authored by Cong. Perez. As envisioned by the Legislative Branch of our National Government, Republic Act No. 9485, otherwise known as the Anti-Red Tape Act of 2007, should bring about the highest degree of efficiency and effectiveness in the delivery of public service. As a higher education institution and state university for that matter, the Nueva Ecija University of Science and Technology has long since committed itself to become a dynamic social system. It has steadfastly embraced the commitment to be a market place of ideas being home to scholars, theorists, and practitioners in various fields of human endeavors. It never rests lengthily upon a specific comfort zone but preferably continuously contemplates reengineering or reinventing its operational system. This Citizen's Charter, as a legal provision of R.A. No. 0485 is just proof of NEUST's capability, willingness, and readiness to adopt relevant operational systems and procedures to improve further the delivery of services for the benefit of its clientele, which is the ultimate goal of the Anti-Red Tape Act of 2007. As indicated earlier, we are always open to all comments and suggestions that will further enhance our duties and functions as public servants. Consequently, this makes this Citizen's Charter always ready for further enhancement. The Nueva Ecija University of Science and Technology (NEUST) started in June 1908 as a vocational course at the Wright Institute in San Isidro, Nueva Ecija, where young Filipinos were trained woodworking and basic telegraphy. Said vocational course lasted until SY 1927-1928 when the public secondary School was transferred to Cabanatuan City. Our mission is "To develop new knowledge and technologies and transform human resources into productive citizenry to bring about development impact to local and international communities." NEUST is a locally responsive and internationally relevant and recognized University of Science and Technology. However, on June 9, 1929, the School continued its operation in San Isidro, under a new name, Nueva Ecija Trade School (NETS), with woodworking as the vocational course offered and the existing secondary curriculum inherited from the Wright Institute. To meet the increasing demand for vocational education in the whole province, the trade school was transferred on June 7, 1931, to Cabanatuan City. Enrolment increased; however, the program was interrupted in December 1941 by the outbreak of the Second World War in the Pacific. Immediately after the war, the trade school was reopened on September 6, 1945. A rehabilitation program took place. The trade school continued with its mission of meeting students' vocational and workforce needs coming from both Nueva Ecija and the nearby provinces. On June 8, 1948, a dressmaking course was opened, and female students were admitted to the School. A few years later, food trades and cosmetology courses were also offered. Immediately after the war, the trade school was reopened on September 6, 1945. A rehabilitation program took place. The trade school continued with its mission of meeting students' vocational and workforce needs coming from both Nueva Ecija and the nearby provinces. On June 8, 1948, a dressmaking course was opened, and female students were admitted to the School. A few years later, food trades and cosmetology courses were also offered. On May 8, 1953, the NETS was converted into the Central Luzon School of Arts and Trades (CLSAT) under Republic Act No. 845. CLSAT was recognized as a center of workforce/vocational training for both youths and adults in the province and the whole of Region III. The Series of developments continued until the CLSAT was converted into the Central Luzon Polytechnic College (CLPC) by Republic Act No. 3998, signed on June 18, 1964, by then-President Diosdado Macapagal. Thirty-four years later, the CLPC, under the leadership of President Gemiliano C. Calling, was converted into a specialized university, the Nueva Ecija University of Science and Technology, under the Republic Act. No 8612. The Bill converting CLPC into NEUST was signed on February 19, 1998, by Speaker Jose de Venecia. It was forwarded to President Fidel V. Ramos on February 24, 1998, and lapsed into law on March 27, 1998. The University, therefore, ensures that the requirements of business, industry, services, and other sectors, as well as the needs of the local, regional and national development for high-quality professionals and highly skilled middle-level workforce, are addressed. Dr. Calling's leadership as the first University President ended up when he died on July 5, 2006. The baton of leadership was turned over to Dr. Hilario C. Ortiz as Acting President. Finally, he was formally sworn into office on August 5, 2007, as the Second University President. On August 4, 2011, Atty. Hilario C. Ortiz, Ph. D., was again given another four-year term as University President.Dr. Feliciana P. Jacoba was appointed as the third University President on February 10, 2016. Dr. Jacoba already made a mark on the history of NEUST as the First Woman President of the University. The Library is the heart of every institution. Educational Advancement depends on its resources. The fundamental role of the Library is educational. It is not a mere storehouse of books and other materials but as a dynamic instrument of education. It should feed the students and other clientele' intellectual needs and encourage them in their investigation and research. Thus, quality education is impossible without a quality library. The NEUST Library renders services primarily to all bonafide students of the University and all administration, faculty, and staff members.
