  1. The University's essential vision is to make the Cagayan State University a catalyst for change in improving individuals' and communities' lives by educating for the best. The one-liner vision succinctly captures the profound meaning and ultimate purpose of the University's collective efforts and educational directions. Cagayan State University is committed to transforming people's and communities' lives through high-quality instruction and innovative research development, production, and extension. The Cagayan State University, a credible and distinguished center of higher education in Northern Luzon, is committed to improving the lives of people and communities by providing advanced instruction in the arts, agriculture, and natural sciences as well as in technological and professional fields through its strong quality of instruction and innovations in research, resource mobilization, and extension. CSU contributes primarily to President Aquino's Social Contract to the Filipino people by providing quality education and training through instruction, research, extension, and production. Students shall not be denied admission to the University because of race, age, sex, socio-economic status, religion, political affiliation, or ideological conviction provided he is physically and mentally fit. Cross-registration shall be defined as simultaneous registration with a semester or summer in more than one college within the University, or another provided that for courses offered and accredited in the academic program of the student offered by the different colleges of the University, the permission of the Mother College to register shall be secured. Cross-registration in another college outside the University may be allowed. The other college is accredited within the University and subject to the University's prior permission through the Dean of the Mother College and the Registrar. Conditions for cross-registration are conflicted in schedule and non-offering of the subject. Non-graduating students are allowed to cross-register in colleges outside the University provided that cross-registration is limited to basic subjects only except for graduating students who may enroll insignificant subjects in accredited schools. While the University was formed from pre-existing institutions that were mainly agricultural and technical, its Charter, Presidential Decree No. 1436, made it exceedingly clear that it was the intendment of the law that the University was to provide "better service in professional and technical training in the arts, sciences, humanities, and technology and the conduct of scientific research and technological studies." Without a doubt, then and by express legislative mandate, the University would not be an agricultural, fisheries, or technological University. These remain vital and highly crucial concerns of CSU - a "comprehensive university," a university as that term is understood in the academic world. Academics of note were the first university officials, headed by Dr. Manuel Corpus from the University of the Philippines, and Dr. Joselito Jara. They did a doctorate in educational philosophy from the University of Maryland as Vice-President for Academic Affairs. The officials of the pre-existing colleges that were consolidated into the University were designated as "Campus Deans" and continued to supervise their respective campuses. It was a genuinely enlightened decision of the Board of Regents to authorize the opening of a College of Medicine - the very first in the Region, and an agreement with what was then the Cagayan Valley Regional Hospital (now the Cagayan Valley Medical Center) made the latter the training hospital of the College of Medicine. The first dean was a nationally recognized neurologist-psychologist, Dr. Gilberto Gamez of the Faculty of Medicine and Surgery of the University of Santo Tomas. Soon after, other professional courses followed: Medical Technology, Engineering, and Liberal Arts courses. Guided by what the National Economic and Development Authority (NEDA) has identified as priority courses of the Region, the University has always offered degree programs in the "hard sciences" - mathematics, physics, chemistry, biology - although, especially regarding chemistry and physics, these have not been popular programs at all. But CSU now has a competent and highly credible corps of professors in these very disciplines. Dr. Armando Cortes, then Campus Dean of the Aparri Campus, succeeded Dr. Manuel Corpus as University President. It was the Bureau of Higher Education under the Department of Education, Culture, and Sports, that superintended state universities and colleges. Prof. Monserrat Babaran was the Vice-President for Academic Affairs. Together, President Cortes and Prof. Babaran devised a classification and promotion scheme that would subsequently be adopted as a National Compensation Circular, to morph later into National Budget Circular No. 461. Fr. Ranhilio Aquino, who then just finished his term as Vice-Dean of the Graduate School of the University of Santo Tomas and was Executive Vice-President of the Lyceum of Aparri for several years, was designated Vice-President for Academic Affairs. He supervised the accreditation of different CSU programs with the Accrediting Agency of Chartered Colleges and Universities of the Philippines. He instituted a system for the re-training and "re-tooling" of professors of agriculture and fisheries who no longer had enough students to teach to enable them to teach subjects of their interest. Some programs of the University were awarded the Center of Excellence status, others, Center of Development, aside from higher levels of accreditation. The Board of Regents authorized the operation of a College of Law, offering the degree Bachelor of Laws, the second law school to open in Tuguegarao City - in fact, in Cagayan. After President Cortes, Dr. Eleuterio de Leon was designated by the Commission on Higher Education (CHED) Chair Esther Garcia as OIC, Office of the President, a position he held for three years. It was then that authority was bestowed on Campus Executive Officers who were tasked to manage their campuses on behalf of the Central Administration. The College of Medicine earned recognition as the 10th leading school of medicine in the Philippines owing to creditable performance in the licensure examination. It was quite a feat! Quality medical education was available in the province at the astoundingly low cost of hardly over twenty-five thousand per semester. The Graduate School was recognized and respected. Leaders and executives of higher education institutions in the Region trooped to CSU to earn their advanced degrees. Law flourished under the deanship of Attorney Leticia Aquino, who upped Bar passing levels and obtained authority from the Legal Education Board to offer the degree Juris Doctor. View full university

The University of Cagayan Valley is committed to empowering individuals through quality education, intellectual and technological advancement, and values formation to make a difference in society. The University of Cagayan Valley (UCV), formerly known as the Cagayan Colleges Tuguegarao (CCT) and Cagayan Teachers College (CTC), was founded in April 1948, from the rubbles and devastating aftermath of World War II. The country was still in economic chaos. Most schools have been destroyed or burned and were being built and rehabilitated. There was a dearth of teachers all over the country, and people were getting over their travails and horrifying experiences during the war. The war did not spare Tuguegarao. The Japanese forces were everywhere. The Japanese Army had a large contingent quartered in the Old Selecta, a Ladies Dormitory owned and operated by the late Mrs. Caridad S. Ventura-Perez, located at the site now occupied by Dr. Matias Ponce Perez, Sr. Building. As a result of the bombings of American forces to destroy enemy installations, the Old Selecta and the whole "Centro" of Tuguegarao were reduced to ashes, and only a few buildings were left standing. It was during the long war years while on evacuation that Atty. Matias Ponce Perez Sr. concretized his life-long dream and promise to the Cagayan electorate in the early '30s of founding a school that can offer affordable higher education. At that time, there were no higher learning institutions in Tuguegarao, nor in nearby areas, that one had to go to Manila to obtain a college education. Atty. Perez had great foresight. He had foreseen that there would be a great need for more schools after the war for better trained and more qualified teachers. During that period, even teachers in the public school needed to grow professionally, as many were just high school or secondary familiar college graduates. Thus, in April 1948, with the help of his friends, relative, and some public school officials, and with the inspiration and guidance of his wife, Mrs. Caridad S. Ventura-Perez, the Cagayan Teachers College, now the University of Cagayan Valley, was born. The University of Cagayan Valley started modestly. Its course offering during its first year of academic operation was limited to Elementary Teacher's Certificate. Soon after, other courses were offered. Research is one of the thrusts of the Commission on Higher Education that every educational Institution must take with the utmost consideration. Research is the life-blood of an institution. Without it, the goals and objectives of the academe for its clientele will not be realized. Thus, all UCV family members must work hand in hand to attain quality research to produce highly competitive graduates. This Institution's Research, Planning, and Development Center is established to set in motion and stimulate the growth of the frontiers of knowledge across disciplines and help raise research efforts to sustain development programs. Research, Planning, and Development is an academic function that distinguishes higher education from primary education. The academe has traditionally been one of the significant sources of knowledge and innovations due to the faculty, personnel, and students' research activities. It is believed that the faculty's academic reputation and his/her standing among colleagues are mainly associated with the quality of his/her research and contribution to the world's fund of knowledge. The Center envisions assuming the lead role in the production and dissemination of development-oriented, innovative, and creative research that is locally responsive and globally comparable. The Center is committed to providing an environment for the ultimate expression of an individual's innovative and creative powers. It ensures that the academic environment nurtures a research culture that inspires and supports the faculty, personnel, and students' talents. The University of Cagayan Valley Research, Planning, and Development Center shall enhance the individual's capacity to identify, create, and distribute knowledge for reuse and conduct independent, relevant, and responsive studies. At present, hand in hand with the Institution's academic expansion, its physical facilities, and structures are also being improved and expanded. To accommodate the growing number of enrollees, the Institution maintains two campuses the College Avenue Campus (UCV Annex), where the Dr. Matias P. Perez Building is located, and the Balzan Campus, which is now the Main Campus with an area of some eight hectares where the other buildings of the Institution are located. The Dr. Matias P. Perez Building, complete with science laboratories and a simulated hospital, quarters the College of Health while the various buildings at the Main Campus (Balzan) house the College of Law, College of Marine Engineering, College of Marine Transportation, College of Computer, Engineering and Information Technology, College of Technology, College of Engineering, College of Hotel and Restaurant Management, School of Arts and Sciences and Teacher Education, School of Criminology and the School of Business Administration. It is also in the Balzan Campus, where the Computer Laboratories, Swimming Pool, Hotel, Mock Ship, Crime Laboratory, Chemistry Laboratory, Dark Room for Photography, Interrogation Room, and the Gymnasium are housed. The honorable commissioners recommended granting the university status to the Commission en banc who awarded the status to CCT through Resolution No. 186-2010 dated July 14, 2010, which changed the name Cagayan Colleges Tuguegarao to University of Cagayan Valley. On July 19, 2010, the First University Assembly attended by students, faculty, administration, personnel, alumni, CHED officials, religious groups, and friends of UCV was held to inform the stakeholders of the university status of the Institution.On September 15, 2010, Dr. Victor V. It has a flat and lean administrative structure, making governance and management responsive, practical, and action-oriented. The University has stood the test of time through a strong, dynamic, and competent leadership at the helm. Upholding the philanthropic vision to serve the educational need of the common man, Atty. Rodolfo N. Pelaez and his wife Elsa P. Pelaez founded this post-liberation institution in 1955. Succeeding Atty. Rodolfo N. Pelaez, who served as Director of Liceo de Cagayan, Dr. Jose Ma. R. Golez, was installed as the first University President in 1997, with a five-year term of office. In 2002, Dr. Rafaelita P. While the University was formed from pre-existing institutions that were mainly agricultural and technical, its Charter, Presidential Decree No. 1436, made it exceedingly clear that it was the intendment of the law that the University was to provide "better service in professional and technical training in the arts, sciences, humanities, and technology and the conduct of scientific research and technological studies." Without a doubt, then and by express legislative mandate, the University would not be an agricultural, fisheries, or technological University. These remain vital and highly crucial concerns of CSU - a "comprehensive university," a university as that term is understood in the academic world. Academics of note were the first university officials, headed by Dr. Manuel Corpus from the University of the Philippines, and Dr. Joselito Jara. They did a doctorate in educational philosophy from the University of Maryland as Vice-President for Academic Affairs. The officials of the pre-existing colleges that were consolidated into the University were designated as "Campus Deans" and continued to supervise their respective campuses. It was a genuinely enlightened decision of the Board of Regents to authorize the opening of a College of Medicine - the very first in the Region, and an agreement with what was then the Cagayan Valley Regional Hospital (now the Cagayan Valley Medical Center) made the latter the training hospital of the College of Medicine. The first dean was a nationally recognized neurologist-psychologist, Dr. Gilberto Gamez of the Faculty of Medicine and Surgery of the University of Santo Tomas. Soon after, other professional courses followed: Medical Technology, Engineering, and Liberal Arts courses. Guided by what the National Economic and Development Authority (NEDA) has identified as priority courses of the Region, the University has always offered degree programs in the "hard sciences" - mathematics, physics, chemistry, biology - although, especially regarding chemistry and physics, these have not been popular programs at all. But CSU now has a competent and highly credible corps of professors in these very disciplines. Dr. Armando Cortes, then Campus Dean of the Aparri Campus, succeeded Dr. Manuel Corpus as University President. It was the Bureau of Higher Education under the Department of Education, Culture, and Sports, that superintended state universities and colleges. Prof. Monserrat Babaran was the Vice-President for Academic Affairs. Together, President Cortes and Prof. Babaran devised a classification and promotion scheme that would subsequently be adopted as a National Compensation Circular, to morph later into National Budget Circular No. 461. Fr. Ranhilio Aquino, who then just finished his term as Vice-Dean of the Graduate School of the University of Santo Tomas and was Executive Vice-President of the Lyceum of Aparri for several years, was designated Vice-President for Academic Affairs. He supervised the accreditation of different CSU programs with the Accrediting Agency of Chartered Colleges and Universities of the Philippines. He instituted a system for the re-training and "re-tooling" of professors of agriculture and fisheries who no longer had enough students to teach to enable them to teach subjects of their interest. Some programs of the University were awarded the Center of Excellence status, others, Center of Development, aside from higher levels of accreditation. The Board of Regents authorized the operation of a College of Law, offering the degree Bachelor of Laws, the second law school to open in Tuguegarao City - in fact, in Cagayan. After President Cortes, Dr. Eleuterio de Leon was designated by the Commission on Higher Education (CHED) Chair Esther Garcia as OIC, Office of the President, a position he held for three years. It was then that authority was bestowed on Campus Executive Officers who were tasked to manage their campuses on behalf of the Central Administration. The College of Medicine earned recognition as the 10th leading school of medicine in the Philippines owing to creditable performance in the licensure examination. It was quite a feat! Quality medical education was available in the province at the astoundingly low cost of hardly over twenty-five thousand per semester. The Graduate School was recognized and respected. Leaders and executives of higher education institutions in the Region trooped to CSU to earn their advanced degrees. Law flourished under the deanship of Attorney Leticia Aquino, who upped Bar passing levels and obtained authority from the Legal Education Board to offer the degree Juris Doctor.
  7. As a close family corporation, Liceo de Cagayan University is headed by a president who is appointed by a board of directors. It has a flat and lean administrative structure, making governance and management responsive, practical, and action-oriented. The University has stood the test of time through a strong, dynamic, and competent leadership at the helm. Upholding the philanthropic vision to serve the educational need of the common man, Atty. Rodolfo N. Pelaez and his wife Elsa P. Pelaez founded this post-liberation institution in 1955. Succeeding Atty. Rodolfo N. Pelaez, who served as Director of Liceo de Cagayan, Dr. Jose Ma. R. Golez, was installed as the first University President in 1997, with a five-year term of office. In 2002, Dr. Rafaelita P. Pelaez was installed as the second University President and continued to pursue tirelessly the ideals and aspirations of the University’s reason for being. After five years, Dr. Mariano M. Lerin, CPA, was installed in 2007 as the third University president. He is the concurrent University President as of this writing.
