The college was established in 1956 as the Southern Mindanao branch of the Philippine Institute of Fisheries Technology (PIFT), the U.P.'s predecessor in the Visayas - College of Fisheries. In 1965, the SMSF became the first fishery school under the Department of Education to attain college status by R.A. No. 3434 and was renamed Mindanao Regional School of Fisheries (MRSF).
In 1980, the MRSF was included as one of the eight project institutes of the Sixth Education Project of the Philippine government that were developed into Regional Institutes of Fisheries Technology (RIFTs) through a US$38 million loan package from the World Bank. In 1986, the college was granted its charter and the mandate to develop and implement courses in fisheries, maritime technology, marine sciences, development management, food technology, and computer science with the issuance of P.D. No. 2020 converting the then MRSF-RIFT into the Zamboanga State College of Marine Sciences and Technology (ZSCMST).
A learning institution that transforms individuals into globally competitive human capital in fisheries, maritime and information technology, pedagogy, and industries for the rational management of aquatic resources. Generate and manage knowledge in the institution's academic disciplines, produce ecologically–conscious professionals, provide leadership in the sustainable development of the aquatic ecosystems and improve the people's quality of life.
The college scholarship is open to all academically qualified applicants. As a general rule, a scholarship awardee must have passed the college admission test and the colleges' admission requirements where he/she intends to enroll. The scholarship awardee must show proof of personal integrity, good moral character, scholarship qualities, and civic consciousness in the form of certification.
A coordination effort with the barangay officials of two barangays (Lampang and victoria) where snap mangrove rehabilitation was conducted and yielded positive results that led to the forging of a memorandum of agreement establishment of aquasilviculture project in the area. A total of eight aquasilviculture units were successfully constructed from January to December 2015. Six additional units in barangay camping under the leadership of Mr. Salvador Arrieta and two units in barangay victoria under Mr. Edmond delante, president of their respective groups. Farm inputs like fertilizers, pesticides, and fry fingerlings were already issued to some completed units. Crab seed stock was still expecting to arrive for the project upon the availability of stock.
