Founded by Lomonosov Moscow State University, Ulyanovsk State University (from now on referred to as USU) as a multi-disciplinary, anchor regional higher educational institution and strategic center of education, science, culture, health saving, information and high technologies of Ulyanovsk Region, combining the traditions of classical and engineering education with the newest trends of Russian and global educational systems' development, education and research with innovative activities in the sphere of high technology, directing its potential and resources towards social and economic development of the region, ensures the development of moral, scientific, technological and cultural values of society through high-quality training of specialists in all spheres of vital activity determining prospects for further development of the main sectors of the economy and social infrastructure of the region. The choice of the priority guidelines of the university development is determined by the objectives of social and economic development of the Ulyanovsk region, the Volga Federal District and the country in general, by needs of the state for developing critical technologies and promising areas of science, requirements of society, enterprises, institutions and organizations of various forms of ownership for high-quality education, opportunities of effective use of the existing scientific and educational and innovative capacity of University, and also world tendencies of development in the field of economy, machinery, and social communications. Further development of research and innovative components demands systemic changes in the activity of the University. Ulyanovsk State Technical University (UlSTU, Ulyanovsk/RUSSIA) is a unique center for engineering education and science in Russia. UlSTU trains highly-qualified specialists in a wide range of technical and mathematical sciences, humanities, and economics. UlSTU is proud of its history, alumni, and high educational standards, comprising training, research, and creative activities. UlSTU is a leading establishment in intellectual property certificates obtained across Russia (more than 5090 patents on inventions, utility models, and other objects). Ulyanovsk State Technical University has more than 10 000 students in different fields of study, including international students from 30 countries. USTU is an academic, scientific, and industrial complex situated on an area of 87.3 hectares. It has a developed infrastructure. The total area of all of the buildings of the University makes up 143.8 thousand square meters. The area used for the educational buildings makes up 89218 square meters or 17.4 square meters per each student. The University and its structure subdivisions also make the additional training and improvement of professional skills of specialists from plants and institutions, carry out the direct preparation of specialists according to the orders of the enterprises and according to the agreements with physical persons, teaches the citizens new professions, presents other educational services. In addition to the technical specialties, the number of new humanitarian, socio-economic, and natural specialties of much demand was opened during the previous years. We pay much attention to the individual training of talented students. Since 1993 there exist some Russian-speaking groups where the teaching is conducting in English. Such kind of preparation enlarges the sphere of the future professional activity of university graduates. University takes part in the realization of the federal program on distance education in the Russian Federation. This realization is conducting in cooperation with Moscow State University of Economics, Statistics and Information Science. Within the bounds of the operating agreement, the regional center of distance education was founded, and there was begun the training on four specialties.
