On January 15, 1981, through P.D. 1778, the Don Mariano Marcos Memorial State University (DMMMSU) was created to cater to the people's aspirations. The University has three (3) major campuses located in different towns of the province of La Union: the North La Union Campus in Bacnotan and the seat of the Central Administration the Mid La Union Campus and the DMMMSU Open University System in the City of San Fernando, and the South La Union Campus in Agoo with the Institute of Agriculture in Rosario and Institute of Fisheries in Sto. Tomas. The North La Union Campus (NLUC) of the Don Mariano Marcos Memorial State University (DMMMSU) evolved through a metamorphosis series from June 18, 1969, to the present. The Campus had its beginning as the La Union Agricultural School (LUAS) established through R.A. No. 2692 and signed on June 18, 1960. Then Congressman Francisco Ortega was among the prime movers in drafting the law that had established the LUAS. LUAS became operational in 1963 with the appointment of then Mr. Victor V. Luis as a school principal with a total enrollment of 139 students. The first curricular offerings were limited to secondary vocational agriculture for boys and secondary agricultural home-making for girls. On June 15, 1968, LUAS attained its college status through R.A. No. 5310. LUAS became Don Mariano Marcos Memorial College of Agriculture (DMCA), in honor of the illustrious father of the late President Ferdinand E. Marcos, the late Don Mariano Marcos. He died in Salincob, a barangay adjacent to the school site. The school's conversion into a College was attained through concerted efforts of Congressman Francisco Ortega, Senator Magnolia Antonio, La Union Governor Juvenal Guerrero, and Bacnotan Mayor Francisco Fontanilla. Six years later, DMMMCA became a chartered state college. It became the Don Mariano Marcos Memorial State College (DMMMSC) through P.D. No. 615 was signed on December 19, 1974. Dr. Crispin E. Cabanilla became the first DMMMSC President until his death on November 9, 1977. Dr. Bienvenido P. Agpaoa became the second President on February 7, 1978. He took over from then NEDA Region I Director Joseph Alabanza, who acted as Officer-In-Charge since Dr. Cabanilla's death. The University has 78 academic programs broken down into seven (7) Post Graduate courses in Philosophy and Doctor of Education 24 Graduate Courses in Masters Degrees, 36 Undergraduate Courses, nine(9) post-secondary non-degree programs, two(2) laboratory programs, and the Open University System offers two(2) Masters degrees and four(4) Certificate courses. Don Mariano Mariano Marcos Memorial State University has three academic programs that have been re-accredited to Level III status by the Accrediting Agency of Chartered Colleges and Universities of the Philippines. These are Graduate College, Teacher Education, and Agriculture. For the past several years, DMMMSU had produced topnotchers in national board examinations in Mechanical Engineering, Electrical Engineering, Agriculture, Agricultural Engineering, Veterinary Medicine, Forestry, Midwifery, Master Electrician, and Education. The University was ranked among the top ten higher education institutions in the Philippines, as surveyed by the Commission on Higher Education in 2001. It was ranked number seven among the more than a thousand private and public colleges and universities. Areas evaluated were faculty, student admission, library, and research. The DMMMSU Open University System or DOUS was established in 1996. It first began as a particular project under the supervision of then-University President, Dr. Manuel Corpus. The project was conceived by Dr. Corpus to give people in remote areas access to higher education. A task force was formed to prepare a comprehensive proposal on the offering of DOUS. This proposal was submitted to Speaker Jose De Venecia for approval and funding with the assistance of then-Congressman Victor Ortega. After its approval, faculty members in the program prepared modules and instructional materials and later became the first DOUS tutors. On October 21, 1996, the DOUS program was approved by the DMMMSU Board of Regents under BOR Resolution Number 96-064A. Then, on November 28, 1996, DOUS was formally launched by Speaker De Venecia, where a memorandum of agreement was signed between government agencies and DMMMSU to support DOUS. The Mariano Marcos State University (MMSU) is a comprehensive institution of higher learning in the Ilocos region established on January 06, 1978, by Presidential Decree (PD) 1279 and named after the father President Ferdinand E. Marcos. The decree merges two state colleges in the province of Ilocos Norte, the then Mariano Marcos Memorial College of Science and Technology (MCST) with campuses in Batac, Currimao, Paoay, and Dingras, and the Northern Luzon State College (NLSC) in Laoag City. It also transferred the Ilocos Norte College of Arts and Trades (INCAT) college departments in Laoag City and Ilocos Norte Agricultural College (INAC) in Pasuquin. The University is relatively young compared to other state universities in the Philippines. However, MMSU's root anchored deep, its foundation is strong, and its beginnings all proven historical turning points as far back as the early 1900s. To date, the University has ten academic units: Graduate School, College of Agriculture, Food and Sustainable Development, College of Aquatic Science and Applied Technology, College of Arts and Sciences, College of Business, Economics and Accountancy, College of Engineering, College of Health Sciences, College of Industrial Technology, College of Teacher Education and College of Law. The OSSD shall have an integrated student services development program ready to serve all MMSU campuses' needs. This program shall provide a healthy atmosphere in the University to develop a well-rounded personality to attain their success goals in life. The Student Services and Development aim to enrich students' experiences and supplement academic programs through educational, athletic, cultural, spiritual, civic, and social activities. Inaugurated on January 06, 1983. The University Main Library is strategically located at the heart of the Main Campus. It has a total space of 6,025 sq m. It houses extensive collections of undergraduate and graduates information resources in various formats such as books, serials, and other printed materials and audiovisual and electronic media materials. The Main Library is also a repository of historical, ethnic, cultural, and art materials not only about the Ilocos and the Philippines in general, but also about other countries such as the United States of America, United Kingdom, Israel, Japan, People's Republic of China, and Taiwan. The establishment of the University Library System (ULS) in 1980 has become one of the most significant achievements of the University's development programs. Since then, the ULS continuous to serve as a vital resource in the University. Guided by the "information access" and "multimedia" concepts, the ULS intends to deliver quality service to you in your use of the information needed to transform and improve your life. Thus, it is operated by professionally qualified and competent staff, maintains appropriate and extensive facilities, and collects and organizes relevant information resources in various formats. As of September 2014, the US has a total book collection of 42,241 titles and 66,988 volumes. Other library holdings include serials, theses/manuscripts, clipping/information files, brochures, pamphlets, art and museum materials, and audiovisual and electronic media materials (e.g., VCDs/DVDs, CD-ROMs/DVD-ROMs, audiobooks, e-books, online databases, and Internet resources). As a system, the libraries can share information and human resources and facilities with one another. Despite the largeness of the Main Library, branch/unit libraries have also been established because the various colleges/units are geographically situated far from each other and have different types of the population to cater to. While the Main Library lends most of the reading materials and some facilities, the reading centers are direct reading extensions maintained and operated by the units where these are located. The Business Directorate includes Food Service, Accommodation, and Agribusiness. Food Service includes the operation of the cafeteria, satellite canteens, and catering services. The Accommodation section includes the operation of dormitories, rental housing, mansion, and the hostel. Agribusiness includes meat processing and Iloko vinegar production, piggery, poultry (layers), rice and other dry season crops, pomology/vegetables, and university share. There are long-term projects which include water refilling station, small ruminants, cattle, fishponds, and floriculture. Rentals of properties like lands, fishponds, academic gowns, equipment, and University facilities contribute to income generation. In as much as academic and non-academic units are encouraged to participate in income-generation, projects undertaken by these units include uniform sewing, bookbinding, t-shirt printing, and ink-refilling.
