- The formulation of the university's Vision is aligned and influenced by the 2015 ASEAN Integration and Higher Education Rationalization of HEIs and Programs, which is a component of the strategic plan of the Commission on Higher Education (CHED). The aligning of HEI programs with national development, Typology, and Amalgamation Programs are to be considered moving forward in order for the university to sustain its relevance and contribute to the overall societal goal in attaining inclusive growth and sustainable development. With the reality of ASEAN Integration, typology (CMO 46), and amalgamation (CHED's Strategic Plan) moves, restructuring programs are imperative for the university's development into a specialized institution. With Science and Technology as the central area of specialization, the university will focus and be recognized for such excellence according to a harmonized quality assurance (CMO 46) criteria in due time. Alongside this new Vision, the university shall maintain the current mandated and priority programs and deliver the mandated services in Instruction, Research, and Extension with Science and Technology application to attain the goal of human development and poverty reduction, inclusive growth, and sustainable development. The new Vision reflects a university with a specific area of specialization and aspires for an organization with attributes of a corporate university, a strategic tool designed to assist its parent organization in achieving its goals by conducting activities that foster individual and organizational learning and knowledge. It can also start and support change in the organization, get the most out of the investment in education, remain competitive in today's economy, and bring a common culture, loyalty, and sense of belongingness. The five (5) development goals are in alignment with the mandated services of the university (Instruction, Research, Extension, Production) and contribute to the attainment of the higher education sub-sector goals, to wit: the formation of high-level human resource and generation, adaptation, and transfer of knowledge and technology for national development and global competitiveness. Goal 1: Develop comprehensive curricula to produce Science and Technology leaders and professionals. Goal 2: Establish a culture of Science and Technology-based research. Goal 3: Facilitate the adoption of technology to communities and service areas. Goal 4: Intensify production capability. Goal 5: Establish a transparent, efficient, and effective Management System.
- A leading university of education and diverse disciplines attuned to local and global development needs. Our mission is "To produce top-performing professionals equipped to engage in knowledge and technology production so necessary to develop a sustainable society." The history of Leyte Normal University dates back to the pre-war years. It came into being in 1921 as the Provincial Normal School, a mere adjunct of the Leyte High School. It eventually outgrew its base, becoming a two-year collegiate training institution in 1938. It became a degree-granting four-year college complete with a training department in 1952. It was then known as Leyte Normal School. On June 14, 1976, it was converted into the Leyte State College by Presidential Decree No. 944, signed by then Pres. Ferdinand Marcos. In 1993, the late Cong. Cirilo Roy Montejo filed House Bill No. 22 in the House of Representatives proposing the college's conversion into a university. This bill was sponsored by former Sen. Letecia Ramos-Shahani in the Senate. On February 23, 1995, the college was converted into the Leyte Normal University through R.A. 7910. Sometime in April 1996, the university was proclaimed by the Commission on Higher Education (CHED) as the Center of Excellence for Teacher Education in Region VIII from 1996 to 2001. In August 2008, CHED again awarded LNU as the Center of Excellence for Teacher Education from 2008 - 2011. The Guidance Office is in- charge of screening and testing student-applicants to the university. It coordinates with the Vice- President for Academic Affairs and the Deans of the Programs concerning the classification, qualifications, testing, and section of student applicants to the university. It also assists the Dean of Student Affairs in the selection of scholarship beneficiaries. Information and Orientation Services provides vocational, educational, and personal- social information that will help the individual become the person he can become by helping him know and appreciate the real-life world of work he will/is expected to function. Information materials are also available at the Guidance Unit for students' use. An orientation program is held annually for all students. Students are oriented and updated on the university's policies and guidelines, programs, scholarships, and student services. LNU administrators, faculty, and personnel are also introduced. Scholarships and Financial Aids are made available to offer students financial assistance and help them financially in their studies. Scholarships offered may be academic, non-academic, government-funded, or privately funded. An individual inventory is a developmental and longitudinal process of collecting, recording, evaluating, and interpreting data to identify the characteristics of the potential of every client. The data can be used in proper diagnoses, predicting progress and behaviors, accurate placement, and program evaluation. However, the confidentiality of the information given by the individual is assured. Counseling is the heart of the guidance services, which helps students/clients attain optimum growth and development through self-understanding, sound decision-making, and self-direction. This is done through individual and group counseling. This may be done through walk-in, making an appointment, or through a referral. Follow- up is an integral part of the developmental process, which locates and assists students with academic deficiency cope with academic demands. Further, it helps determine the status of the person who received assistance and what other assistance must be rendered so that the service is complete and holistic. A referral is another integral part of the services offered by the Guidance Unit. It is art taken by persons within the institutions (e.g., teachers, administrators, parents, and other students) who see that a particular person needs counselor assistance. It also refers to helping clients find needed expert assistance that the referring authority cannot provide. Placement helps the individual bridge the gap which students face as they move from one educational ladder or from one role to another, progressing toward the stage of full occupational maturity. Students with special needs are given importance. They are being helped manage their deficiencies, reduce their effects, and recover/ accept it. Thus, they are given more priority about the services offered by the Guidance Office.
