The beginning of Catanduanes State University (CSU) dates back to June 18, 1961, when the enactment of the Republic Act 3398 called for the establishments of Virac National and Agricultural Trade School (VNATS). Ten years after that, Republic Act (R.A.) 6341 authored by Congressman Jose M. Alberto, converted VNATS into Catanduanes State Colleges (CSC) on June 19, 1971.
CSC started functioning as a tertiary educational institution on December 1, 1971, initially offering courses such as Associate in Business Education, Associate in Commerce, Bachelor of Science in Education, Master of Arts in Education, and Master of Arts in Commerce. Additional courses were offered on July 8, 1972, under R.A. 6590. On July 22, 1996, the Tenth Congress of the Republic of the Philippines enacted and approved Republic Act No. 8292, which provides for the uniform composition and powers of the governing board, the manner of appointment and term of office of the President of chartered state universities and colleges, and other purposes.
Under Special Provision No. 2 of the CHED, F.Y. 1999 Budget under the General Appropriations Act of 1999 (R.A8745 or the integration of CHED Supervised Institutions to State Universities and Colleges), the Catanduanes Agricultural and Industrial College (CAIC) was integrated into CSC on October 31, 1999. Subsequently, under Board Resolution No. 15, s. 2003 that called for implementing an approved Revised Organizational Structure, CSC-CAIC Annex was renamed as CSC Panganiban Campus.
The process of conversion of the CSC into a University began with former Congressman Leandro B. Verceles, Jr., then by the next Congressman, Joseph A. Santiago. But the conversion did not materialize during their respective terms of office. Finally, on March 29, 2011, during the First Regular Session of the 15th Congress of the Republic of the Philippines, House Bill No. 4170 entitled "An act converting the Catanduanes State Colleges in the province of Catanduanes, into a State University to be known as the Catanduanes State University, and appropriating funds therefor" was filed by Congressman Cesar V. Sarmiento and co-authored by Congressman Juan Edgardo M. Angara.
Over a year after that, President Benigno S. Aquino III signed on October 19, 2012, Republic Act No. 10299 converting Catanduanes State Colleges (CSC) (Virac/Main and Panganiban Campus) into Catanduanes State University. On July 14, 2011, Dr. Minerva I. Morales was elected as the sixth President of the CSC. When CSC was converted into a University, she was designated by CHED as Officer-In-Charge from December 12, 2012, to March 24, 2013, in consonance with the provision of R.A. 10229.
After topping the Search for Presidency evaluation, Dr. Morales was unanimous voted as the First President of CSU by the Board of Regents on March 25, 2013. The past Presidents of the CSC were: Mr. Pedro G. Tabuzo, 1971-1972 Dr. Jacinto A. Medallada, 1972-1986 Dr. Rodolfo V. Azanza,1986-1990 Dr. Adolfo S. Bagadiong, 1993-2003 and, Dr. Asuncion V. Asetre, 2003-2011. DECS Higher Education Division designated dr. Ernestina P. Averill as CSC OIC from 1990-1992. At present, CSU is enjoying the prestige of being the only comprehensive higher education institution in Catanduanes' island province as one of the dynamic SUCs in Bicol, offering a wide range of Academic Programs with its graduates topping various national licensure examinations.
The strategic plan of the Catanduanes State University is anchored on the Roadmap of Public Higher Education Reform grounded on the Philippine Government's Social Contract with the Filipino People as contained in the Philippine Development Plan 2011-2016 and guided by CHED Memorandum Orders aimed at attaining quality assurance to keep pace with international policies and standards. The plan proposes university-wide goals and actions that crosscut or transcend colleges, schools, and administrative units. It suggests that the university can take even more significant advantage of its distributed strengths while reinforcing those strengths and facilitating the "bottom-up" blossoming of innovation and creativity characteristic of the college and schools. The relationship of individual academic units to the university's central administration should involve an ongoing dynamic interchange towards achieving the institution's vision of "A green University Globally Engage in Island Research and Innovations for Societal Advance. The challenge and opportunities of the Catanduanes State University's changing environment suggest the need for enhanced institutional capacity to act as a unit, that is, to chart strategic directions and mobilize its resources toward those directions. The Catanduanes State University offer courses which reflects the mandate of the institution to primarily provide advanced education, higher technological, professional instruction and training in a trade, commerce, fishery, agriculture, arts and sciences, industrial technology, nursing, midwifery, education, engineering, public administration, information technology and other relevant fields of study.
The College of Arts and Sciences is one of the Colleges created in the Catanduanes State Colleges (CSC) when Congress passed Republic Act No. 6341 in 1971. R.A. 6341 converted the Virac National Agricultural and Trade School into Catanduanes State Colleges on June 19 1971. On November 17, 1971, the Board of Trustees of the CSC with Acting Secretary of Education Juan L. Manuel as Chairman approved Board Resolution No. 1, s. 1971, organizing the Board of Trustees of the Catanduanes State Colleges following Section 5 of Republic Act 6341, and Board Resolution No. 2, s. 1971, noting the Virac National Agricultural and Trade School's conversion in the Municipality of Virac, Catanduanes into a College to be known as the Catanduanes State Colleges under Section 1 of Republic Act 6341.
