Romblon State University

The Transparency Seal, depicted by a pearl shining out of an open shell, symbolizes a policy shift towards openness in access to government information. On the one hand, it hopes to inspire Filipinos in the civil service to be more open to citizen engagement; on the other, to invite the Filipino citizenry to exercise their right to participate in governance. This initiative is envisioned as a step in the right direction towards solidifying the Philippines' position as the Pearl of the Orient – a shining example of democratic virtue in the region.

The University shall be committed to providing advanced education, higher technological and professional instruction and training in agriculture and fishery, forestry, science and technology, education, arts and sciences, and other relevant fields of study. It shall undertake research and extension services and provide progressive leadership in its areas of specialization. Romblon State University a premier institution of higher education in the MIMAROPA Region for a globally competitive province of Romblon.

This CITIZEN's CHARTER is a product of collaborative efforts of the University's Key Officials, Deans, Directors, and Heads of Units. It describes the step-by-step procedures in availing the University's critical services in commitment to provide efficient and highest quality services to the clients. It ensures transparency and the right to information. We hope that the clients would respond and reciprocate positively on their part because we believe RSU is pushing aggressively to make a difference.

We, the members of the Faculty and Staff of the Romblon State University, do at this moment pledge and commit to:

• Responsibly and willingly do our best to provide quality education to the youth of this country
• Sincerely ensure strict compliance to rules, regulations, and ethical standards in the implementation of the programs, projects, and activities with transparency and fairness and
• Unselfishly and unanimously take responsibility for the accomplishment of the University's goals for the people's welfare.
