The University of Pangasinan began its operation in 1925 as the Dagupan Institute, which offered elementary, secondary, and vocational education. Francisco Benitez founded it, then-dean of the University of the Philippines Dr. Apolinario de Los Santos, then-president of the University of Manila Dr. Sylvestre Pascual Dr. Blas F. Rayos, then-dean of the College of Education of the University of Manila who eventually became the president of the institute. Philippine Investment Management (PHINMA), the first Filipino-managed investment firm, was established in 1956 by businessmen Ramon V. del Rosario Sr., Filemon C. Rodriguez Ernesto Escaler as a response to the government's urge to transform the Philippines into an industrialized nation. Since its founding, PHINMA has been operating businesses in several industries all over the Philippines and turning these into leading manufacturers and service providers. Upon its establishment, PHINMA helped Bacnotan Cement Corporation (BCC), together with its subsidiary-sister plants, become the foremost producer of cement in 1957 under the brand name Union Cement. In 1971, PHINMA pursued the paper and packaging industry with United Pulp and Paper Company (UPPC), letting UPPC set an agreement with the Siam Cement Group, Thailand's largest industrial conglomerate, to create the biggest and most advanced paper manufacturing facility in the Philippines. PHINMA has had joint ventures with Trans-Asia Oil and Mineral Company for marine exploration, coal mining, and energy generation Bacnotan Consolidated Industries Incorporated for GI sheets manufacturing and Union Galvasteel Corporation for galvanizing. When it celebrated its golden anniversary in 2006 with the tagline "Life can be better," PHINMA focused its mission on building the nation through competitive and well-managed business enterprises that will enable Filipinos to attain a better quality of life. Since then, each of PHINMA's divisions, namely Property & Shelter, Education, Energy, Financial Services, Business Process Outsourcing, and Foundation, has sought to provide quality service at an affordable cost that every Filipino can avail of. The PHINMA Group's entry into the education sector began when it acquired Araullo University in Cabanatuan, Nueva Ecija, in 2004. This formed the PHINMA Education Network (PEN). Cagayan de Oro College followed the acquisition of Araullo University in the 2005 University of Pangasinan and the University of Iloilo in 2009. This makes PEN a network that stretches to the various parts of the Philippines. In each of its schools, PEN makes changes when they are most needed. Each institution undergoes faculty improvement and course development. PEN provides scholarships for its employees for master's and doctoral degrees and improves salary and benefit schemes. Systems and curricula are drafted and refined, considering the students' capacity to improve their academic performance. Besides, the buildings and facilities on campus are renovated to have up-to-date laboratories, classrooms, and IT infrastructure. The Pangasinan State University, through instruction, research, extension, and production, commits to developing highly principled, morally upright, innovative, and globally competent individuals capable of meeting the needs of industry, public service, and civil society. The Pangasinan State University's leadership adheres to the Filipino educational philosophy that education is geared towards better citizenship and livelihood and the United Nation's declaration that EDUCATION IS FOR ALL, giving ACCESS to quality education. The Pangasinan State University shall be recognized as an ASEAN premier state university that provides quality education and satisfactory service delivery through instruction, research, extension, and production. The Pangasinan State University was chartered through the issuance of Presidential Decree No. 1497 promulgated on June 11, 1978, and became operational on July 1, 1979. The University integrated the collegiate courses of five DECS supervised institutions in the province and all the programs of the then Central Luzon Teachers College (CLTC) and Western Pangasinan College of Agriculture (WPCA). Institutionally speaking, there were only two institutions integrated into the University system, namely, the then Central Luzon Teachers College (CLTC) in Bayambang and the Western Pangasinan College of Agriculture in Infanta. For the other institutions, namely, the Asian School of Arts and Trades (ASAT) in Asingan, Eastern Pangasinan Agriculture College (EPAC) in Sta. Maria, Pangasinan College of Fisheries (PCF) in Binmaley, Pangasinan School of Arts and Trades (PSAT) in Lingayen, and the Speaker Eugenio Perez National Agricultural School (SEPNAS) in San Carlos City, what were integrated into the system were their respective collegiate programs. These said schools are still operating under the Department of Education's administration and supervision (DepEd) and the Technical Education and Skills Development Authority (TESDA). Central Luzon Teachers College (CLTC) came into being first as the Bayambang Normal School in 1922. It offered them the ordinary secondary course which prepared much-needed teachers for the country. The school closed in 1935 due to inadequate funds but opened up in 1948 under a new name- Pangasinan Normal School, which offered the two-year collegiate teacher education program. In 1952-1953, the college, like any other regional regular school, began offering the four-year bachelor's degree program for elementary teachers. In 1953, the middle school with the elementary schools in the District of Bautista and the Bayambang National High School were merged to become the Philippine UNESCO National Community Training Center. It operated as a school division in Pangasinan. Republic Act 5705 converted the school into a chartered institution, the then Central Luzon Teachers College, on June 21, 1969. As provided in the college charter, the institution's primary functions are instruction, research, and extension service. The Western Pangasinan College of Agriculture (WPCA) in Infanta was created through the issuance of Presidential Decree No. 1494 during the same day on June 11, 1978, when the charter of the Pangasinan State University was signed into law through Presidential Decree No. 1497. As the University started its operations in June 1979, it had two Colleges of Agriculture located in Sta. Maria and San Carlos City two College of Arts and Trades in Lingayen and Asingan a College of Education in Bayambang and a College of Fisheries in Binmaley.The two campuses in Lingayen, fused in the late '80s and separated again in 1993, were reunited as one campus in 2001 as the PSU College of Arts, Sciences, and Technology (PSU-CAST). This merging is expected to result in leaner, more efficient, and cost-effective operations. On February 03, 2005, the PSU Board of Regents in its first regular meeting for CY 2005 held at the Office of the President, PSU Main, Lingayen, Pangasinan, passed Resolution No. 07, s. 2005 approving the areal integration of PSU Urdaneta, PSU, Sta. Maria and PSU Asingan into the PSU Eastern Cluster. However, the experiment on the cluster was terminated in May 2008. PSU BOR Resolution No. 13, dated May 28, 2008, dissolved the eastern cluster. The three campuses that composed the cluster reverted to their original status as autonomous campuses. In 2009, the Sangguniang Panglungsod of the City of Alaminos had favorably endorsed and approved the establishment of the Pangasinan State University Campus in the City of Alaminos Resolution No. 2007-84 adopted on November 16, 2007. PSU Alaminos City Campus was approved by the PSU Board of Regents sitting en banc on April 19, 2009, at the University Hotel, University of the Philippines, Diliman, Quezon, City as contained in its Resolution No. 04, series 2009. PSU Alaminos Campus was conceived with the principle that the National and Local Government have the responsibility of ensuring the happiness and well being as well as a stable life of the present generation brought about by a progressing economy and a well-developed society that exist within the broader context of the environment that requires the interaction among well educated and value-driven citizens. The mission of Pangasinan State University Library is to provide information resources and services to faculty, students, researchers, and administrative staff in support of the University instructional and scholarly inquiry that will promote liberal learning, education for services, training for careers, and development of lifelong learning skills.
