Job Description

At EY, we're all in to shape your future with confidence.

We'll help you succeed in a globally connected powerhouse of diverse teams and take your career wherever you want it to go.

Join EY and help to build a better working world.

The opportunity

Our EU Institutions team in Luxembourg is growing. We work with EU institutions, agencies and bodies on management consulting, digital transformation, governance and programme delivery, often through multi-year framework contracts.

We are looking for a Manager to help run delivery under these frameworks, support implementation, build strong client relationships and develop new business. You will work closely with partners and senior managers and act as a day-to-day contact for clients. You will also lead multidisciplinary teams across several assignments and jurisdictions at once.

Your key responsibilities

  • Manage the delivery of several assignments under EU framework contracts, keeping them on scope, on time, on budget and to the expected quality
  • Set up and run framework governance, including steering arrangements, reporting, performance monitoring, and risk and issue management
  • Act as a trusted contact for senior client stakeholders, handling prioritisation, escalation and alignment between the client and EY teams
  • Plan and coordinate resources across concurrent workstreams, matching the right profiles to each request for services
  • Lead project and programme management activities using recognised methods such as PM², PMP and PRINCE2, plus Agile approaches where relevant
  • Support clients with PMO set-up, operating model design, process improvement, IT governance and digital transformation
  • Lead tenders and proposals, including methodology, work plans, team composition, staffing and pricing inputs
  • Coach and develop consultants and analysts, and help build the team and its capabilities

Skills and attributes for success

  • Strong project and programme management skills, with a track record of delivering several initiatives in parallel
  • Excellent understanding of how EU institutions and agencies work, including governance, procurement and framework contract mechanics
  • Confidence working with senior stakeholders and handling complex, multi-party settings
  • A structured, hands-on approach to governance, risk management and quality assurance
  • Clear written and spoken communication, with the ability to produce high-quality deliverables and reports
  • A collaborative leadership style and an interest in developing others

Ideally, you'll also have

  • Direct experience working with or for EU agencies or institutions
  • Experience in operating model design, BPMN process mapping or IT governance
  • Exposure to AI-related or digital transformation initiatives in a public sector context
  • Lean Six Sigma or similar continuous improvement certification

What we look for

  • A Master's degree in business administration, management, economics, international relations or a related field
  • At least 5 years of professional experience in consulting, project and programme management or transformation, including at least 2 years working with EU or international public sector settings
  • PMP or PM² certification is a strong advantage.
  • Fluent English. Working knowledge of French or another EU language is an asset.
  • Business development experience, including contributing to public tenders
  • Willingness to work from Luxembourg and travel to client sites when needed
