Responsible for providing strategic procurement and project leadership for Collins Aerospace Singapore Operations, with primary focus over the next 24 months as the Procurement Focal and key member of the Project Management Team (PMT) for the Seletar Relocation Program, while supporting other RTX and Collins Aerospace strategic projects and initiatives.

The role will lead procurement strategy and execution for major projects, including acquisition planning, strategic sourcing, contracting, supplier management, commercial negotiations, cost and risk management, and operational readiness. During this period, the role will also provide leadership, coaching and guidance to the Indirect (Non-Product) Procurement team, ensuring appropriate governance, capability development and continuity of procurement support to Singapore Operations.

As procurement activities associated with the Seletar relocation reduce, the role is expected to progressively transition its primary focus toward the overall leadership and strategic direction of Indirect (Non-Product) Procurement, driving procurement excellence, organizational capability, supplier performance, cost optimization, governance and continuous improvement across Singapore Operations.

Roles and Responsibilities

•

Serve as the Procurement Focal and key member of the Seletar Relocation Project Management Team (PMT), leading procurement strategies, plans and deliverables to achieve project cost, schedule, site-readiness and operational-transition objectives.

•

Lead end-to-end procurement activities for the Seletar Relocation Program and other RTX/Collins Aerospace strategic projects and initiatives, including acquisition planning, strategic sourcing, supplier selection, commercial negotiations, contracting, supplier performance and risk management.

•

Partner with Project Management, Operations, Engineering, Facilities, Finance, Quality, EH&S, Legal and other stakeholders to align procurement requirements, manage project dependencies and risks, resolve commercial and supplier issues, and ensure procurement strategies are established early to support successful project execution.

•

Drive commercial and supplier performance for assigned projects through strategic sourcing, negotiation, contract management, cost optimization, supplier relationship management and risk mitigation, while collaborating with

RTX/Collins Aerospace procurement organizations to leverage enterprise agreements, global sourcing opportunities and procurement synergies.

•

Provide strategic and tactical leadership and coaching to the Indirect (Non-Product) Procurement team, ensuring timely, cost-effective and reliable procurement support to Singapore Operations while developing team capability and maintaining effective operational procurement performance.

•

Provide governance and strategic oversight of procurement strategies, policies, processes and compliance, ensuring alignment with RTX requirements covering ethics, global trade, EH&S, supplier governance, internal controls and other applicable corporate requirements.

•

Provide oversight of procurement performance, strategic suppliers and supply-chain risks, including cost savings, supplier performance and procurement efficiency; guide major commercial negotiations, supplier issues, contingency planning and business-continuity actions.

As Seletar relocation procurement activities progressively reduce, transition primary focus toward overall leadership of Indirect (Non-Product) Procurement, driving procurement strategy, organizational capability, strategic sourcing, supplier performance, cost optimization, continuous improvement and other RTX/Collins strategic initiatives across Singapore Operations.

Qualification and Education Requirements (Education and Work experience that a candidate should have when applying for position)

Minimum Education required (specific field or equivalent):

•

Bachelor’s degree in Supply Chain Management, Business Administration, Engineering, Operations Management or related discipline from an accredited university.

•

Professional certifications such as CPSM, PMP, APICS CPIM, CSCP or equivalent are preferred.

Minimum years of experience in role:

•

Minimum 10 years of progressive experience in Procurement, Supply Chain, Strategic Sourcing, Materials Management or Project Management within a manufacturing environment.

•

Minimum 5 years of leadership experience managing procurement teams, strategic sourcing initiatives, suppliers and/or complex cross-functional projects.

•

Demonstrated experience in people leadership and organizational capability development, including coaching, performance management and development of procurement professionals.

•

Experience leading or supporting major capital projects, facility relocation, site transition, start-up or other complex transformation programs is preferred.

•

Experience supporting aerospace, defense, industrial manufacturing, semiconductor, electronics or other highly regulated manufacturing environments is preferred.

What will you do

  • Provide strategic and tactical leadership for the procurement of non-product goods and services from local and overseas sources, ensuring timely, cost-effective, and reliable supply to support manufacturing operations, business objectives, and long-term site requirements.
  • Develop, review, update, and implement procurement strategies, policies, procedures, and processes in alignment with RTX corporate requirements, business needs, regulatory changes, and the evolving operating environment. Ensure effective governance, compliance, and internal controls across procurement activities.
  • Ensure the Procurement team and purchasing activities comply with RTX policies and procedures, including ethics, global trade, EH&S, supplier governance, and other applicable corporate supplements and governing requirements.
  • Lead the identification, assessment, and mitigation of procurement and supply chain risks. Identify business-critical suppliers, products, and services and establish appropriate contingency, risk mitigation, and business continuity plans to protect manufacturing operations and business performance.
  • Own key procurement functional metrics and deliverables, including on-time delivery, cost effectiveness, cost savings, supplier performance, and procurement efficiency. Drive a sustainable long-term cost management culture through strategic sourcing, negotiation, demand management, and value optimization.
  • Establish and maintain effective relationships with strategic suppliers and service providers. Lead supplier performance reviews, commercial negotiations, issue resolution, and improvement initiatives to ensure competitive cost, quality, delivery, service, and contractual performance.
  • Lead strategic procurement initiatives, including major capital projects, facility development, automation, digital transformation, sustainability, and other business programs, ensuring procurement strategies are established early and deliver the required commercial, operational, and risk outcomes.
  • Collaborate with RTX/Collins Aerospace procurement organizations and global supply chain partners to leverage enterprise agreements, global sourcing opportunities, best practices, supplier capabilities, and procurement synergies while maintaining alignment with Singapore Operations requirements.

 Qualifications You Must Have


  • Bachelor’s degree in Business Management, Supply Chain or related discipline from an accredited university.
  • At least 8 years of relevant experience in Procurement / Supply Chain / Materials Management (preferred in a manufacturing environment) inclusive of at least 3 years of experience in a people-leader supervisory role.

Qualifications We Prefer


  • Comprehensive knowledge of procurement principles and strategic sourcing practices, including researching markets, sourcing and evaluating suppliers, analyzing quotations and bids, negotiating commercial terms and conditions, preparing sourcing specifications, and managing procurement projects.
  • Strong working knowledge of SAP and Microsoft Office applications, particularly Excel, Word, Access, and PowerPoint. Experience with procurement systems, spend analytics, and e-sourcing tools would be an advantage.
  • Strong communication and interpersonal skills, with the ability to communicate clearly and effectively with all levels of the organization, as well as external customers, suppliers, and business partners.
  • Strong analytical, problem-solving, and decision-making skills, with the ability to evaluate complex situations and make timely, effective, and fact-based decisions.
  • Strong negotiation, stakeholder management, and influencing skills, with the ability to build effective supplier relationships and drive favorable commercial outcomes.
  • Good understanding of procurement governance, contract management, supplier performance management, and supply chain risk mitigation.
