The University's highest priority is to educate broad-minded, cultured individuals capable of independent scientific and philosophical accomplishments. University staff is actively developing modern approaches and techniques in all areas of activity, faithful to their predecessors' traditions and enhancing the University's status in the contemporary Russian and international scientific and educational environment.

Tomsk State University has received many awards for its achievements in establishing and developing the nation's science, education, and culture. In 1998, by Presidential decree, TSU was included in the State Code of Particularly Valuable Objects of Cultural Heritage of the Russian Federation's Peoples. In 2010 TSU was awarded the status of a National Research University.

Tomsk State University, as a university of the research type, sees its mission as preserving and enhancing spiritual values of humanity in the production and dissemination of advanced knowledge and information, and in the advanced training of the intellectual leaders of society based on the integration of the educational process with fundamental scientific research and innovative approaches. The priority objectives of the University are:

• To serve the interests of Russia, to promote the development of its intellectual potential through the production of new knowledge and advanced training of the scientific and pedagogical, managerial, and cultural leaders of the society
• To improve the educational process by active use of innovative approaches and information technology in the service of combining the harmonious development of an individual with advanced training of specialists who are leadership-oriented in their fields
• To adequately represent the universities of Russia in the international scientific and educational arena, to integrate the University's academic, intellectual, and informational potential with that of the leading Russian and international centers of higher education, science, and high technology
• To successfully develop scientific and pedagogical schools that are historically established and recognized by the international community in the humanities and the physical, mathematical, and natural sciences through integration with the academic sector of science
• To provide science, education, and society with information services through the creation and functioning of a unified information science and learning environment
• To establish a coordinating role in the system of higher education for implementation of significant projects in the field of education at various levels, in science, and innovation
• To participate in the development of the economy based on innovation, including the provision of staff support for high technology

The universities of the 5-100 Programme were proposed with a new ideology of development. It is based on determining the fundamental directions and carrying out the education activity following the research. The ideology led to establishing so-called strategic Academic units (Straus). We have established 4 Straus at TSU. They correspond to the fundamental challenges the humanity faces today on a global scale". The Rector pointed out that humanity will go through significant transformations shortly. These transformations will be connected with changes in the quality of life – quality of the environment, the humans, the society, and the technologies. The units are the Institute of Biomedicine Institute of Smart Materials and Technology, Siberian Institute of Future (TSSW), and Institute of the Human of the Digital Era. He emphasized: "Global economy is going through drastic changes now. It was observed at the recent Forum in Davos where major trends of the fourth industrial revolution were discussed. A new type of economy focuses on quality of life. That is why our strategic units will deal with four key spheres of changing: the human, the society, physical reality, and the environment".

The University has been an educational center and a center for the dissemination of culture and progressive ideas in society, where students can express themselves through different cultural and public activities, clubs, and volunteer movements.

TSU is one of the first Russian higher education institutions that chose the path of innovative activity. TSU's opportunities in scientific and educational spheres attract partners from all over the globe. The University is firmly integrated into the global educational environment through the implementation of joint training and research programs with leading universities and research centers in the world because of the implementation of projects in the most prestigious grants from the largest funds and participation in TEMPUS TACIS international programs (17 projects), etc.

Tomsk State University is based on a solid foundation of mutual penetration of the scientific and educational process created during its operation. The University's unique advantage is the harmonious development of the whole range of humanitarian, physical, mathematical, and natural sciences, which allows for expanding interdisciplinary research and the seeking of synergies in solving the most complex of theoretical and applied problems of modern economic and public life.
