The State University of Land Use Planning is one of Russia's oldest higher educational establishments. In May 2014, we celebrated its two hundred and thirty-fifth anniversary. The University was founded in 1779 to educate personnel in the maintenance of land reform in Russia, large-scale on land surveying along the grounds, and the organization of their rational use. During this period, it was realized that the correct utilization of land would have far-reaching political, social, and economic implications for the formation of the territory of the Russian state both in securing borders and in the establishment of property rights.
Historical traditions and today's vigorous activity allowed our University to have the status as the leading educational, methodological, and scientific center of land use planning and cadastre in Russia deservedly. As a result of long-term work, our University has established what we call our "University complex", which includes 26 education, research, and production institutions. This has allowed us to organize the educational process with the latest scientific and technological achievements and to successfully incorporate them into the educational process using the latest methods. The University is the coordinator of activities for 94 higher education institutions of Russia and other foreign countries entering as permanent and associative members of the Educational Methodological Association of Higher Education Institutions in land use planning and cadastre.
Our University is recognized as a higher education institution in Russia and abroad. The versatile and severe work of University has afforded us the ability to establish and maintain professional working with other universities from many countries worldwide. The University carries out the long-term international activity with extensive training and scientific centers in Europe, Asia, America, and all CIS countries. Our partners are such known universities as MTU (USA), CAU (China), LMU (Great Britain), INSA Strasbourg (France), HSA (Germany), Palermo University (Italy), UAS (Mexico), and many others. We are actively participating in many unique and exciting projects with these universities. "Napoleon's Medal" (2003, France), "European Grand Prix for Quality" (2012, Switzerland), and other prestigious international awards encourage us to reflect seriously on our role and situation in the educational process in the third millennium.
The world community requires spiritual solidarity so that local conflicts do not become global. Land, and the care thereof, is a means of communication between states and nations, social layers, and sections of the population around which it is possible to create constructive dialogue and plans for the future. This dialogue has been called upon to enhance the students' feelings, responsibility, and patriotism for one's native country and the planet and all its inhabitants. With this in mind, we have begun to work actively with UNESCO, FAO, FIG, and other international organizations. We hope that our co-operation will be fruitful. The educational process and the training of future specialists are being developed. Much attention is being directed to modern global problems, and a special place has been allocated to the issue of sustainable growth of land efficiency. Our University has been careful in maintaining its high national tradition by producing professional and highly qualified graduates and sincere servants of the Russian state patriots who consider their profession to be a spiritual calling, ever reminding them of their responsibilities before the future.
The total number of university employees makes about 800 people, about 30% - professors and teachers, scientific workers and technical personnel. The share of teachers with academic statuses makes about 70%, the average age of professors and teachers - 53 years. There are 30 higher education programs at the University, ten doctor's degree programs, and 15 professional development programs. Today at University, more than 7000 Russian and international students and trained persons are trained on all education forms.
The primary scientific researches of University staff are connected with the following priority directions corresponding to a training profile in the field of land management, land and city inventories, land economics, the land law, geodesy and cartography, architecture and construction: creation of the state inventory of real estate objects conducting land management and territorial planning in the conditions of formation of the new economic mechanism of managing information support of land management, land and city inventories, lands monitoring, inventory of real estate objects formation of the automated cartographical system of the state inventory of real estate objects protection of lands in zones of pollution of the industrial and agricultural enterprises land-use ecology management of land resources as bases of economic transformations in the country, regions and municipalities development of energy-efficient buildings and constructions formation of ecological and food security of the country improvement of the mechanism of functioning of uniform system of regulation of the land relations and land market legal support of economic and social policy in the Russian Federation.
Further improvement of a role of University as a scientific, methodical and training center of innovations in an agrarian and industrial complex, the initiator of strategic change of the directions of further development of a land and property complex of the country, based on the improvement of scientific and innovative activity is necessary. The University has to become the world leader and Russian school of sciences in land use planning, land management, and inventories.
