    Bulacan State University (BulSU) is a state-funded institution of higher learning established in 1904 and converted into a university in 1993 under Republic Act 7665. The University is mandated to provide higher professional/technical and special instruction for a particular purpose and to promote research and extension services, advanced studies and extension services, advanced studies and progressive leadership in Engineering, Architecture, Education, Art and Science, Fine Arts, Information Technology, Technical courses, Commerce, Agriculture, Forestry, Medicine, Law, Public Administration, Fishery, Leather Technology and other courses as circumstance warrants. The University today offers degree programs in Engineering, Industrial Technology, Arts and Science, Education, Architecture, Fine Arts, Information Technology, Law, Business and Management, Public Administration, and Health care.
    The University has four campuses located in the province of Bulacan. Its seven-hectare main campus is located in the City of Malolos, the capital of Bulacan. The external campuses are Bustos Campus in Bustos, Sarmiento Campus in the City of San Jose Del Monte, Meneses Campus in Bulakan. BulSU has a human resources complement of 385 full-time permanent and temporary faculty, 420 part-time faculty, 92 regular academic support personnel, and 127 employees-by-job-order. As of the first semester of the school year 2009, 2010, the University has a total enrolled student of 24,069.
    Integral to delivering quality tertiary-level education service, BulSU conducts surveys and applied research and performs many public service functions through its research and extension programs and linkages with various stakeholders. Its Center for Local Governance is one of the most active governance skills resource centers in the country. The Department of Science and Technology (DOST) has selected the University as the Provincial Science and Technology Center. In partnership with DOST, BulSU operates a Food Testing Laboratory that serves the region's food processing industry. Recognizing the accomplishment of the region. Recognizing the University's accomplishments as a technology and teacher training institution, the Commission on Higher Education cited it as the Center of Development for Mechanical and Electrical Engineering. The University's Center for Bulacan Studies actively pursues research on the province's history and culture and promotes community-oriented projects.
    Bulacan State University is a progressive knowledge-generating institution globally recognized for excellent instruction, pioneering research, and responsive community engagements. Bulacan State University exists to produce highly competent, ethical, and service-oriented professionals that contribute to the nation's sustainable socio-economic growth and development.
    Playing a more significant role in regional development affairs is the logical consequence of the commitment of the University to expand the productive capacity of the citizenry. The University is the breeding ground of tomorrow's experts and the chief agency for human capital formation. Thus, BulSU envisions itself in the thick of regional efforts. Toward this end, the following imperatives were deemed exigent: actively informing regional development policies strengthening public-private partnerships strengthening research capability exposing students to overseas education, and capacitating external stakeholders.

Excellence in instruction, research, extension, and student life is encouraged. The University strives to offer learning, experiences, and opportunities designed to help students think effectively, develop the capacity to communicate, discriminate among values, and make relevant judgments.
    As the gateway to the University, the Admissions Office sees that thousands of applicants who wish to study in BulSU are appropriately screened and, when qualified for admission, enrolled in courses that match their academic performance and potential. The BulSU Admission Test that the Office administers ensures that qualifiers meet the stringent and admission standards of the University.
    The Admissions Office evaluates all applicants' credentials for admission to determine their qualifications to take the Univesity entrance examinations. It administers the Bulacan State University Admission Test (BSUAT) on all applicants for enrollment in different academic programs. It submits the list of qualified applicants to the president's Office for approval. The Admissions Office continually coordinates with the different academic units on all matters of student admissions. It likewise conducts information campaigns to inform the public of the curricular programs and offerings of the University.
    Student Welfare Services pertain to providing essential services and programs that guarantee relevant, efficient, and practical support and assistance to all students' well-being. Under the aegis of the Office of the Student Affairs and Services (OSAS), the Office of the Student Welfare (OSW) is responsible for the enrichment of the various programs on guidance and counseling, career development and student internship, scholarship and financial assistance, and student housing integral to the academic and community life of all students.
    The Bulacan State University Research Office endeavors to research knowledge generation focused on responding to the community's immediate needs. These studies are envisioned for academic instruction, extension projects, and bases for policymaking and blueprints for production. Researches are conducted in social justice and sustainable development to attain equity among a diverse population.
