The idea to establish Usi was pioneered by Radjamin Purba, SH as the Regent Simalungun and Djariaman Damanik SH. The idea of establishing the University of Simalungun stems from concerns figures Simelungun scholars about how difficult the sons and daughters of Simelungun higher education because of unfavorable economic conditions. Therefore, the founder of USI in 1963 initially was from the government, political leaders, community leaders, and the Regional Executive plus the two regions (Simalungun and Pematangsiantar). After establishing the foundation was completed, the next step is to apply to the central government c.q Ministry of Higher Education and Science (Depertip) in Jakarta to obtain permits held principles of higher education that begins with opening the Faculty of Law and Society Studies, Faculty of Economics, at the Merdeka.
