  1. The University of Rizal System (URS), as an organized academic entity composed of separate but interrelated units, coordinates and integrates system-wide functions and activities. It has the prime mandate of providing instruction, research, extension, and production to the public. With the Board of Regents as the highest governing board, the University is also led by its president, Dr. Marita R. Canapi. With her are three vice-presidents – Dr. Nancy T. Pascual, Vice-president for Administration and Finance, Dr. Flordeliza R. Peńaranda, Vice-president for Academic Affairs, and Dr. Namerod F. Mateo, Vice-president for Research Development, Extension and Production. The University is also managed by campus directors, unit heads, deans, and program heads. The president is the chief executive officer, university leader, and spokesperson. She performs her administrative and leadership work and participates in activities such as instruction, extension, production, and research overseeing all university operations, including programs and policy directions. The University of Rizal System commits to deliver excellent products and services to ensure the total stakeholders' satisfaction in instruction, research, extension, production, and dynamic administrative support and continuously improve its quality management system processes in compliance with statutory and regulatory requirements. The students' registration in the University is considered an expression of their willingness to abide by all the rules and regulations outlined in this student's Handbook. Every student, therefore, should be committed to the observance of these rules. The University of Rizal System is a merger of two (2) state colleges and a University extension campus- the Rizal Polytechnic College, Rizal State College, and the Rizal Technological University extension campus. The Republic Act 9157 lapsed into law on August 111, 2001, established as a State University in the province of Rizal to be known as the University of Rizal System by integrating the Rizal State College and its extension campuses in Angono, Binangonan, Pililla, and Rodriguez, the Rizal Polytechnic College, and its extension campus in the t Cainta and Rizal Technological University-Antipolo Annex, all in the province of Rizal. June 188, 2002, CHED Resolution No. 411-4004 was issued, identifying the Tanay Campus as the University's main campus. At present, the University operates with ten (10) campuses in the Province of Rizal, namely: URS Angono, Antipolo, Binangonan, Cainta, Cardona, Morong, Pililla, Rodriguez, Tanay, and Taytay. It offers complete education from Kindergarten to Graduate School. The University implements several academic programs in the doctorate, masters, baccalaureate, non-degree and short-term courses. It also provides research, extension, and production services as well as the establishment of centers. The existence of the University caters to the needs of the stakeholders within and nearby provinces. The Rizal National Agricultural School (RNAS) was established by Republic Act Number 1560, authored by Cong. Serafin Salvador, which was approved on June 166, 1956. RNAS was opened on May 277, 1959. It was chartered as a state college on June 244, 1983 by Batas PambansaBilang 622 authored by Assemblyman Frisco F. San Juan making it the first state college in the Province of Rizal known as Rizal College of Agriculture and Technology (RCAT). RCAT was later renamed Rizal State College (RSC) by Republic Act 7858, sponsored by Hon. Congressman Emigdio S. Tanjuatco, Jr. and approved by His Excellency Fidel V. Ramos on January 211, 1995. Rizal Polytechnic College was first established as Morong High School onAugust 166, 1944. It was converted into Morong National High School onAugust 200, 1976, and to Morong National Comprehensive School onMarch 300, 1977. The integration of Tomas Claudio Memorial Elementary School was converted into Morong National Comprehensive School, later renamed Rizal Technological and Polytechnic Institute onAugust 100, 1983, through Batas Pambansa 469. RTPI became a state college, the Rizal Polytechnic College, onMarch 11, 1995, through Republic Act 7933. Through Board of Trustees Resolution No. 06-13-98 dated February 122, 1998. RPC Cardona Research Extension was established. The University of Rizal System is a merger of two (2) state colleges and a University extension campus-the Rizal Polytechnic College, Rizal State College, and the Rizal Technological University Antipolo Annex. The approval of the Republic Act 9157 onAugust 111, 2001, established the University of Rizal System with URS Tanay as the main campus and its satellite campuses in Morong, Pililla, Rodriguez, Angono, Binangonan, Cainta, Antipolo, Cardona, and Taytay. The IDSP office started having a cooperation program with Southeast Asian Universities, notably Thai Nguyen University of Vietnam, onMay 155, 2007. A Memorandum of Agreement was signed by URS and the Thai Nguyen University onMay 15y, 2007, which was approved through URS BOR Resolution No. 020-185-07 The program's initial phase was the sending to URS of faculty and students from Thai Nguyen University in June 2007 for an Intensive English Language Course. Before the students' arrival, URS secured authority from the Bureau of Immigration to accept international students per AAFS No. MCL-07-111, dated June 20e, 2007. Afterward, the students enrolled themselves in the URS campuses for college students' undergraduate programs and graduate programs for faculty. They followed the URS curriculum and schedule, and they are immersed with Filipino students.

The Rizal Technological University believes in nurturing Filipinos' creative potentials to excel in the dynamic world order and advocates committed to global peace and sustainable development and a sense of moral responsibility and cultural patronage. The RIZAL TECHNOLOGICAL UNIVERSITY (RTU) was established on July 11, 1969, upon the approval by the Secretary of Education in response to the utmost request of the Provincial Board of Rizal, headed by Governor Isidro S. Rodriguez, to put up a higher education institution in the Province of Rizal. It was first known as the College of Rizal. The College of Rizal opened its classes on July 14, 1969, with course offerings in business administration, education, and liberal arts. On March 20, 1975, the College of Rizal in Pasig and Rizal Technical High School in Mandaluyong, both situated in the Province of Rizal, were merged and converted into the Rizal Technological Colleges under Presidential Decree (P.D.) No. 674 The Decree authorized the expansion of curricular programs and the promotion of researches in the development and conservation of natural resources in the Province of Rizal. The promulgation of P.D. No. 751, on July 25, 1975, amended specific provisions of P.D. No. 674 and made the operation and maintenance of the Rizal Technological Colleges a joint project and undertaking of the Provincial Government of Rizal and the MERALCO Foundation, Incorporated. This Decree broadened the support and strengthened the organization of the College. In 1975, upon the establishment of the Metropolitan Manila Commission, Pasig was transferred to the territorial jurisdiction of the MMC. The Province of Rizal could not continue supporting the Colleges financially. Several alternatives were proposed to save the RTC. One was to transfer the management and administration of the RTC to one of the existing towns in the Province of Rizal or Metropolitan Manila. The worst possible alternative was to phase out the Colleges. The leadership, the faculty, and the studentry of the Colleges would not allow this to happen, however, so they worked out the possible nationalization of the RTC. Through the support of the Metropolitan Manila Governor Madam Imelda Marcos, the RTC constituency, with the Kabataang Barangay School Chapter of the RTC led by Dr. Jesus Rodrigo F. Torres, and the Collegiate and High School Faculty Clubs at the forefront of the struggle for survival, President Ferdinand E. Marcos signed into law Presidential Decree 1341-A on April 1, 1978, converting the Rizal Technological Colleges into a State College. The Decree, however, was received only on October 13, 1978; thus, the RTC has been celebrating its College Week, and later its University Week on the days centered on October 13. After 19 years, the College was converted into the Rizal Technological University on October 11, 1997, by Republic Act No. 8365. The University is tasked to: provide highly professional, scientific, technological, and special instructions in the fields of engineering and technology, education, business, and entrepreneurial technology and the programs and promote research, extension, and advance studies in its areas of specialization. Through its Cooperative Education Program, it shall continue to lead in the provision of work-integrated learning by a partnership with industry and students' involvement in civic activities. Today, RTU has six campuses. The main campus is located at Boni Avenue, Barangay Malamig, Mandaluyong City. Other campuses are situated in Barangay San Miguel, Pasig City Barangay San Roque, Antipolo, Rizal Barangay San Salvador, Baras, Rizal Kawit, Cavite and Palauan, Occidental Mindoro. RTU is the first state university in Mandaluyong City and Pasig City, Metro Manila, and in the provinces of Rizal and Occidental Mindoro. The University has been placed under the stewardship of six administrators: As College of Rizal – Dr. Jose M. Singson, Executive Dean (1969) Dr. Marcial Renosa, Acting Executive Dean (1969-1974) and Dr. Lydia M. Profeta, Executive Dean (1974-1975).As Rizal Technological Colleges (locally funded) – Dr. Julio Balmes, Officer-in-Charge (1975-1976), and Dr. Lydia M. Profeta, Executive Dean (1976-1978). As Rizal Technological Colleges (state college, nationally funded) – Dr. Lydia M. Profeta, Acting President (1979-1986) Dr. Josepfina V. Estolas, Officer- in- Charge (1986-1987) and College President (1987-1993), Dr. Jose Q. Macaballug Officer-In-Charge (1993), College President (1993-1997), and First University President (1997 to date), Dr. Jesus Rodrigo F. Torres Second University President. Today, RTU has the distinction of being the first educational institution in the Philippines to utilize Cooperative Education as a curriculum plan recognized by various industries, businesses, and agencies all over the country. Aside from being the pioneer of several innovative academic programs in the Philippines, such as Doctor of Technology Education, Master of Science in Engineering Education, Instrumentation and Control Engineering, Computer Engineering, and Instrumentation and Control Technology, the University has established itself as National Instrumentation and Control Center and Welding and Research Training Center. It also has been the pilot school of Technology Resource Center under the Ministry of Human Settlements and now a member of the school network implementing the Engineering and Science Education Program (ESEP) of the Philippines. The functions and services of RTU are not confined to instruction alone. It has shifted to full gear towards enhancing its research and development programs and continued to pursue the policy of sharing its expertise and resources with the community through its non-formal education programs and extension services. At present, RTU rises as a state university that will unceasingly fulfill its mission, vision, goals, and objectives.
  3. We have had another exciting year at José Rizal University. All students have grown in many ways during the past year. Many have succeeded academically and have been recognized for their efforts. This school year is a momentous year for JRU. At JRU, we like to say that we care about good education. JRU has already developed a well-deserved reputation for providing quality learning. We continue to maintain our ISO 9001-2008 rating. The College obtained its Level IV Re-Accreditation last year from the PACU Commission on Accreditation (PACUCOA). This is a rare recognition among Philippine colleges and universities. The Graduate School enjoys Level III accreditation, while the Law School continues to surpass the national average. The High School and the Elementary School enjoy Level III PACUCOA accreditation, another rare distinction. We continue to develop relevant programs. A Senior High school student who finishes Academic Track will have the competencies to prepare him for college programs such as engineering, business and accountancy, liberal arts and education, and allied programs in health and medicine. A student who finishes the TechVoc Track can exhibit the skills and attitudes necessary in animation, food and beverages, tour guiding, and computer system servicing. A student who finishes the Arts and Design Track can demonstrate and practice effective visual communication. A student who finishes the Sports Track can analyze game situations and apply sports management skills and behavior principles. JRU has also partnered with other universities to offer the Master of Arts in Education, Specialization in Educational Administration, Specialization in Guidance and Counselling, Specialization in Mathematics, and a Specialization in Special Education. We also have a Master in Business Administration in Entrepreneurship, in Organizational Development, in Retail Management and, in Supply Management. We are also offering a Masters program in Information Technology, in Community Studies and Extension Administration, and Business Education. Some of these are offered via a consortium with other universities. We have been working hard at making sure your learning here gets better and better. We want to discuss a few of our plans that we know will significantly impact you: good faculty, good facilities, and access to learning technologies. Central to a university's being is its faculty. We have among the best teachers, instructors, and professors for you. Our faculty body can be considered the best in the Philippines, based on several standards such as graduate degree composition and industry experts. We are confident that our faculty's continued achievements can only improve their competencies as teachers and as your partners in learning. Students will be the beneficiaries. In 2015, the late and former Manila Mayor Gemiliano "Mel" Campos Lopez Jr., (Bachelor of Commercial Science, 1957) funded a multi-purpose conference room on the second floor, Building A, or the GCL room. Last November 2016, the Board of Trustees approved the construction of an auditorium, strategically located in the middle of the University. With the growing number of our Senior High School students, we have added more learning spaces to the Tower Building, including rehabilitation of the garden in front of the Senior High School. Still dedicated to implementing the JRU master plan, we try to develop more areas to allow the Elementary, the High School, the College, the Graduate School, and the Law School to have their own learning spaces. The movement of the Elementary School to its location allows for the main campus to be primarily for the College, Graduate School, and Law School. Finally, we continue to embark on projects to bring technology closer to the student, inside and outside the classroom. We have been working to integrate technology into the learning experience of the teacher and the student. Technology has many advantages that students can benefit from, such as immediate access to information and faster feedback, and to make it more fun. It is this potential we hope to capture and give to students. Education is often likened to a journey of discovery. And like any discovery process, it is the explorer's willingness to learn about the things around her through active participation that makes the difference between an average trip and one remembered for a lifetime. Your time at JRU is like a journey. We hope you treat it as such. José Rizal University makes sure that the community will stay fit and healthy. The University promotes wellness and engages its students through the different fitness activities that the University provides. Being a member of the National Collegiate Athletic Association (NCAA), José Rizal University continues to hone its athletic skills. Among its activities are the Annual Intramurals of the different divisions. José Rizal University makes sure that its students enjoy their stay by having different events and activities. On March 20, 1975, the College of Rizal in Pasig and Rizal Technical High School in Mandaluyong, both situated in the Province of Rizal, were merged and converted into the Rizal Technological Colleges under Presidential Decree (P.D.) No. 674 The Decree authorized the expansion of curricular programs and the promotion of researches in the development and conservation of natural resources in the Province of Rizal. The promulgation of P.D. No. 751, on July 25, 1975, amended specific provisions of P.D. No. 674 and made the operation and maintenance of the Rizal Technological Colleges a joint project and undertaking of the Provincial Government of Rizal and the MERALCO Foundation, Incorporated. This Decree broadened the support and strengthened the organization of the College. In 1975, upon the establishment of the Metropolitan Manila Commission, Pasig was transferred to the territorial jurisdiction of the MMC. The Province of Rizal could not continue supporting the Colleges financially. Several alternatives were proposed to save the RTC. One was to transfer the management and administration of the RTC to one of the existing towns in the Province of Rizal or Metropolitan Manila. The worst possible alternative was to phase out the Colleges. The leadership, the faculty, and the studentry of the Colleges would not allow this to happen, however, so they worked out the possible nationalization of the RTC. Through the support of the Metropolitan Manila Governor Madam Imelda Marcos, the RTC constituency, with the Kabataang Barangay School Chapter of the RTC led by Dr. Jesus Rodrigo F. Torres, and the Collegiate and High School Faculty Clubs at the forefront of the struggle for survival, President Ferdinand E. Marcos signed into law Presidential Decree 1341-A on April 1, 1978, converting the Rizal Technological Colleges into a State College. The Decree, however, was received only on October 13, 1978; thus, the RTC has been celebrating its College Week, and later its University Week on the days centered on October 13. After 19 years, the College was converted into the Rizal Technological University on October 11, 1997, by Republic Act No. 8365. The University is tasked to: provide highly professional, scientific, technological, and special instructions in the fields of engineering and technology, education, business, and entrepreneurial technology and the programs and promote research, extension, and advance studies in its areas of specialization. Through its Cooperative Education Program, it shall continue to lead in the provision of work-integrated learning by a partnership with industry and students' involvement in civic activities. Today, RTU has six campuses. The main campus is located at Boni Avenue, Barangay Malamig, Mandaluyong City. Other campuses are situated in Barangay San Miguel, Pasig City Barangay San Roque, Antipolo, Rizal Barangay San Salvador, Baras, Rizal Kawit, Cavite and Palauan, Occidental Mindoro. RTU is the first state university in Mandaluyong City and Pasig City, Metro Manila, and in the provinces of Rizal and Occidental Mindoro. The University has been placed under the stewardship of six administrators: As College of Rizal – Dr. Jose M. Singson, Executive Dean (1969) Dr. Marcial Renosa, Acting Executive Dean (1969-1974) and Dr. Lydia M. Profeta, Executive Dean (1974-1975).As Rizal Technological Colleges (locally funded) – Dr. Julio Balmes, Officer-in-Charge (1975-1976), and Dr. Lydia M. Profeta, Executive Dean (1976-1978). As Rizal Technological Colleges (state college, nationally funded) – Dr. Lydia M. Profeta, Acting President (1979-1986) Dr. Josepfina V. Estolas, Officer- in- Charge (1986-1987) and College President (1987-1993), Dr. Jose Q. Macaballug Officer-In-Charge (1993), College President (1993-1997), and First University President (1997 to date), Dr. Jesus Rodrigo F. Torres Second University President. Today, RTU has the distinction of being the first educational institution in the Philippines to utilize Cooperative Education as a curriculum plan recognized by various industries, businesses, and agencies all over the country. Aside from being the pioneer of several innovative academic programs in the Philippines, such as Doctor of Technology Education, Master of Science in Engineering Education, Instrumentation and Control Engineering, Computer Engineering, and Instrumentation and Control Technology, the University has established itself as National Instrumentation and Control Center and Welding and Research Training Center. It also has been the pilot school of Technology Resource Center under the Ministry of Human Settlements and now a member of the school network implementing the Engineering and Science Education Program (ESEP) of the Philippines. The functions and services of RTU are not confined to instruction alone. It has shifted to full gear towards enhancing its research and development programs and continued to pursue the policy of sharing its expertise and resources with the community through its non-formal education programs and extension services.   6. We have had another exciting year at José Rizal University. All students have grown in many ways during the past year. Many have succeeded academically and have been recognized for their efforts. This school year is a momentous year for JRU. At JRU, we like to say that we care about good education. JRU has already developed a well-deserved reputation for providing quality learning. We continue to maintain our ISO 9001-2008 rating. The College obtained its Level IV Re-Accreditation last year from the PACU Commission on Accreditation (PACUCOA). This is a rare recognition among Philippine colleges and universities. The Graduate School enjoys Level III accreditation, while the Law School continues to surpass the national average. The High School and the Elementary School enjoy Level III PACUCOA accreditation, another rare distinction. We continue to develop relevant programs. A Senior High school student who finishes Academic Track will have the competencies to prepare him for college programs such as engineering, business and accountancy, liberal arts and education, and allied programs in health and medicine. A student who finishes the TechVoc Track can exhibit the skills and attitudes necessary in animation, food and beverages, tour guiding, and computer system servicing. A student who finishes the Arts and Design Track can demonstrate and practice effective visual communication. A student who finishes the Sports Track can analyze game situations and apply sports management skills and behavior principles. JRU has also partnered with other universities to offer the Master of Arts in Education, Specialization in Educational Administration, Specialization in Guidance and Counselling, Specialization in Mathematics, and a Specialization in Special Education. We also have a Master in Business Administration in Entrepreneurship, in Organizational Development, in Retail Management and, in Supply Management. We are also offering a Masters program in Information Technology, in Community Studies and Extension Administration, and Business Education. Some of these are offered via a consortium with other universities. We have been working hard at making sure your learning here gets better and better. We want to discuss a few of our plans that we know will significantly impact you: good faculty, good facilities, and access to learning technologies. Central to a university's being is its faculty. We have among the best teachers, instructors, and professors for you. Our faculty body can be considered the best in the Philippines, based on several standards such as graduate degree composition and industry experts. We are confident that our faculty's continued achievements can only improve their competencies as teachers and as your partners in learning. Students will be the beneficiaries. In 2015, the late and former Manila Mayor Gemiliano "Mel" Campos Lopez Jr., (Bachelor of Commercial Science, 1957) funded a multi-purpose conference room on the second floor, Building A, or the GCL room. Last November 2016, the Board of Trustees approved the construction of an auditorium, strategically located in the middle of the University. With the growing number of our Senior High School students, we have added more learning spaces to the Tower Building, including rehabilitation of the garden in front of the Senior High School. Still dedicated to implementing the JRU master plan, we try to develop more areas to allow the Elementary, the High School, the College, the Graduate School, and the Law School to have their own learning spaces. The movement of the Elementary School to its location allows for the main campus to be primarily for the College, Graduate School, and Law School. Finally, we continue to embark on projects to bring technology closer to the student, inside and outside the classroom. We have been working to integrate technology into the learning experience of the teacher and the student. Technology has many advantages that students can benefit from, such as immediate access to information and faster feedback, and to make it more fun. It is this potential we hope to capture and give to students. Education is often likened to a journey of discovery. And like any discovery process, it is the explorer's willingness to learn about the things around her through active participation that makes the difference between an average trip and one remembered for a lifetime. Your time at JRU is like a journey. We hope you treat it as such. José Rizal University makes sure that the community will stay fit and healthy. The University promotes wellness and engages its students through the different fitness activities that the University provides. Being a member of the National Collegiate Athletic Association (NCAA), José Rizal University continues to hone its athletic skills.
