Project Finance Officer - Senior

We are seeking a Project Finance Officer to join our Government and Public Sector Project Management Office (GPS PMO) at EY's Caribbean practice. Reporting directly to the GPS PMO Manager, this role will manage and support all finance-related activities for both pipeline and in-progress projects in the Caribbean region. Your responsibilities will extend through the entire project lifecycle, encompassing risk management, budget preparation, financial reporting, and additional finance-related tasks as needed. You will ensure full compliance with EY and industry-specific financial guidelines, and you'll be utilizing EY’s ERP solution – Mercury (i.e. SAP), among other tools.

Brief Job Description:

 

Financial Management of Opportunities in the Pipeline

  • Participate in preparing new GPS bids/proposals, focusing on fee structure, cost forecasting, staffing needs, cash flow, budget, pricing plan, and financial proposals.
  • Perform engagement risk management activities such as Creating Opportunities, Maintaining Pipeline, Engagement Acceptance, Vendor Relationship Evaluation, Independence Memos.
  • Assist in contract negotiations as needed.
  • Make approved price adjustments and opportunity updates in SAP.
  • Update opportunities in SAP for risk and budget/pricing management.

 

Financial Management of Project/Engagement Delivery

  •     Support the PMO lead and staff with general finance and accounting tasks.
  •     Execute budget cycle tasks including planning, preparation, revisions, and execution.
  •     Monitor compliance with finance regulations and best practices.
  •     Create and issue invoices in SAP, overseeing their processing and dispatch.
  •     Conduct engagement Estimates-to-Complete (i.e. forecasts) in SAP at designated intervals.
  •     Advise on taxation considerations for various Caribbean territories.
  •     Provide timely progress reports, financial advice, and forecasts.
  •     Proactively identify and manage/mitigate risks.
  •     Monitor project receivables and assist with collections.
  •     Prepare financial reports and execute budget revisions as required.
  •     Maintain financial records per EY requirements.

 

Other Duties

  •     Draft clear finance and risk procedure manuals.
  •     Engage peers for knowledge transfer and coaching in project finance and risk.
  •     Conduct regular Service Quality (SQ) Health Checks.
  •     Participate in records archiving at project completion.
  •     Undertake other accounting/finance duties as assigned.

Qualifications:

  • Bachelor’s degree or higher in Finance, Accounting, Business Management or related field, or ACCA Level II certification
  • ​​​​​​​​​​​​​​Certification in Project Management would be an asset

 

Experience

  •     Minimum three years of relevant experience in financial management of projects, including budget cycle management.
  •     Expertise in preparing project budgets, pricing plans, and financial forecasts.
  •     Experience with project invoicing and billing.
  •     Ability to liaise effectively with all professional stakeholder levels.

Skills and Competencies

  • Proficient in project financial management and financial modelling.
  • Knowledge of accounting software.
  • Skills in data analysis, research, problem-solving, and reporting.
  • Capability to present technical content to non-technical stakeholders.
  • Expertise in financial costing, analysis, and benchmarking.
  • Proficiency in Microsoft Office Suite, including Excel, Word, and PowerPoint.
