Job Description: 

As a Senior HR Data Measurement Analyst at Intel, your role is crucial in propelling our Organization and Talent Capability (OTC) forward. You will be responsible for crafting a comprehensive data strategy and effectively communicating the necessary data requirements to IT for the construction of a robust data pipeline and a Learning Record Store (LRS).

 This infrastructure will empower OTC stakeholders by providing them with insightful data products, offering a clear perspective on Learning and Development key performance indicators. Your expertise in developing these indicators and analyzing a wide array of data-including operational metrics, training outcomes, and talent feedback-will be central to enhancing our talent and L and D initiatives.

 In partnership with portfolio directors, product owners, and delivery teams, you will drive strategic decisions and ensure that data requirements are meticulously aligned with the needs of OTC stakeholders. Your ability to distill complex data into meaningful insights will be instrumental in formulating recommendations that maximize the impact and return on our talent and learning investments.

Key Responsibilities:

  • Collaborate with OTC stakeholders to understand and articulate the data requirements for a data pipeline that supports talent-related analytics and strategic decision-making.
  • Analyze a variety of data sources to identify trends, patterns, and insights related to talent and learning performance.
  • Communicate effectively with both HR and IT data departments to ensure alignment and integration of data strategies, to construct and sustain a LRS with a robust data pipeline.
  • Develop and implement measurement plans, utilizing best practices in analytics to identify root causes of business issues and measure the impact of OTC initiatives.
  • Serve as a subject matter expert in talent or learning measurement, providing guidance and collaborating with project teams to develop robust measurement solutions.
  • Foster a culture of measurement within OTC, ensuring consistency across programs and advancing the use of data for strategic decision-making.
  • Design and advocate for self-serve analytics solutions that empower stakeholders to make data-driven decisions.


 

Role Deliverables:

  • Data Strategy Development: Establish a comprehensive data strategy that supports the goals and initiatives of the Organization and Talent Capability (OTC).
  • Data Requirements Communication: Clearly communicate the data requirements to the IT department to facilitate the construction of an effective data pipeline and LRS.
  • Data Product Support: Provide OTC stakeholders with data products that offer visibility into Learning and Development key performance indicators (KPIs).
  • KPI Development: Develop and define key performance indicators for talent-related and Learning and Development initiatives to measure success and inform strategic decisions.
  • Data Analysis: Analyze a wide range of data sets, including operational metrics, training performance, and talent feedback, to uncover trends and insights.
  •  Insight Generation: Transform complex data into actionable insights that drive data-driven recommendations to enhance the effectiveness and ROI of talent and learning development efforts.
  •  Stakeholder Engagement: Engage with OTC stakeholders to ensure that data strategies and products are tailored to their needs and contribute to the overall success of the organization's talent strategy.

Knowledge and Skills:

  • Proficiency in research, analysis, and synthesis of complex data sets, with the ability to execute advanced statistical analyses.
  • A proactive approach to understanding diverse data sources and their application in addressing business questions.
  • Ability to transform data into clear insights and actionable recommendations for decision-making.
  • Familiarity with key learning design and development methodologies and how to capture performance, effectiveness, and efficiency metrics (xAPI).
  • Working knowledge of Azure cloud technologies and best practices, including- Azure ML, Databricks, PowerBI, or other cloud analytic platforms.
  • Proficiency in scripting languages such as R, Python, JMP, SQL for data extraction, transformation, analysis, and visualization.
  • Exceptional communication and consultation skills, with the ability to foster open dialogue and build trust.
  • Strong problem-solving abilities and the capacity to cope with change and ambiguity effectively.

    Qualifications:

    You must possess the below minimum qualifications to be initially considered for this position. Preferred qualifications are in addition to the minimum requirements and are considered a plus factor in identifying top candidates. This Position is not eligible for Intel immigration sponsorship.

    Minimum Qualifications

    • Bachelor's degree in one of the following fields: I/O Psychology, Organizational/Talent Development, Business, Education, Math, Statistics, Data Science, Economics, or Finance.
    • 5+ years of applied experience with Learning or Talent Analytics through one or more of the following areas:
      • Needs Assessment
      • Evaluation methods
      • Survey Design
      • Sampling Design
      • Data Governance and Standards
      • Experimental Design
      • Learning Analytics (assuming some background in statistics)
      • Azure Analytics Cloud Platforms
      • xAPI
         

    Preferred Qualifications:

                                                                                                                                

    • A Master's degree in one of the fields mentioned above is a plus

    Annual Salary Range for jobs which could be performed in

    US, California:$112,760.00-$169,240.00

    Salary range dependent on a number of factors including location and experience.

    Work Model for this Role

    This role will be eligible for our hybrid work model which allows employees to split their time between working on-site at their assigned Intel site and off-site. In certain circumstances the work model may change to accommodate business needs.
