Position Summary

The Senior Program Manager is responsible for leading the successful delivery of complex capital programs and strategic initiatives within defined scope, schedule, and budget parameters. This role partners closely with Program Sponsors and cross-functional stakeholders to define program objectives, develop execution strategies, manage budgets, mitigate risks, and drive projects from concept through completion.

Senior Program Managers typically oversee programs with capital investments ranging from $1M to $50M and provide leadership to teams of Program Managers, Program Coordinators, and external contractors. The role serves as a trusted advisor to business partners while ensuring consistent execution, operational excellence, and alignment with organizational goals.

This position reports to the Director of Construction Program Management.

Key Responsibilities

Program Leadership & Execution (25%)

  • Lead the full lifecycle management of capital programs and initiatives from planning through execution and closeout.
  • Translate sponsor requirements into actionable project plans and communicate expectations across internal stakeholders, field teams, and third-party vendors.
  • Ensure successful delivery of projects within established scope, budget, schedule, and quality standards.
  • Identify, assess, and mitigate program risks while driving timely issue resolution.

People Leadership (25%)

  • Lead, develop, and manage a team of Program Managers, Program Coordinators, and contract resources.
  • Provide coaching, performance feedback, talent development, and career growth opportunities.
  • Conduct performance evaluations and foster a culture of accountability, collaboration, and continuous improvement.

Stakeholder Management (20%)

  • Build and maintain strong relationships with Program Sponsors and key business partners.
  • Serve as a trusted advisor, managing expectations and providing transparent communication regarding program status, risks, and outcomes.
  • Influence stakeholders at all levels to drive alignment, decision-making, and successful project execution.

Program Controls & Governance (15%)

  • Utilize CVS Health project management and capital planning systems to manage project portfolios, budgets, schedules, and reporting.
  • Establish program milestones, performance metrics, and governance processes to ensure compliance with organizational standards.
  • Monitor program performance and provide actionable insights to leadership.

Strategic Planning & Financial Management (15%)

  • Define program scope, develop project execution plans, create and manage budgets, and oversee resource planning.
  • Coordinate day-to-day communications among sponsors, stakeholders, and project teams.
  • Drive continuous improvement opportunities that enhance operational efficiency and program outcomes.

Required Qualifications

  • 7+ years of program or project management experience, preferably within construction, facilities, retail development, or capital project environments.
  • Strong knowledge of program and project management methodologies, tools, and best practices.
  • Experience managing capital projects and complex, multi-stakeholder initiatives.
  • Demonstrated leadership experience managing direct reports, contractors, or cross-functional teams.
  • Strong understanding of design, construction, and project delivery processes.
  • Proven ability to influence and collaborate with stakeholders at all organizational levels.
  • Ability to thrive in a fast-paced environment while managing multiple priorities and competing deadlines.
  • Exceptional written, verbal, presentation, and interpersonal communication skills.
  • Advanced proficiency in Microsoft Office Suite, including Excel, PowerPoint, Project, and Teams.

Preferred Qualifications

  • Experience managing capital programs within a retail, healthcare, or corporate facilities environment.
  • Advanced proficiency with: IBM TRIRIGA SAP Ariba PeopleSoft
  • PMP (Project Management Professional) certification preferred.
  • Experience with portfolio management, capital planning, and construction management systems.

Education

Bachelor's degree in:

  • Architecture
  • Engineering (Civil, Mechanical, Electrical, or related discipline)
  • Construction Management
  • Business Management
  • Or equivalent combination of education and relevant professional experience

Pay Range

The typical pay range for this role is:

$75,400.00 - $182,549.00


This pay range represents the base hourly rate or base annual full-time salary for all positions in the job grade within which this position falls.  The actual base salary offer will depend on a variety of factors including experience, education, geography and other relevant factors.  This position is eligible for a CVS Health bonus, commission or short-term incentive program in addition to the base pay range listed above.  This position also includes an award target in the company’s equity award program.
