Are you ready to put your military plans expertise to work on complex projects in support of an exciting mission focused on the Indo-Pacific region? The ideal candidate will be a self-starter able to work across multiple staff sections to self-task and guide J35 activities in coordinating Department of War support to U.S. law-enforcement, interagency, and partner-nation counterdrug and counter-transnational organized crime activities in the Pacific.

 

Specific Responsibilities


  • Develop future operational concepts, contingency plans, and planning products in support of J35 efforts to counter drug-related transnational organized crime in the Pacific.
  • Analyze emerging threats, illicit-network trends, partner requirements, intelligence gaps, and operational opportunities to identify future planning requirements and recommended courses of action.
  • Lead or support operational planning teams and cross-functional planning efforts involving J2, J3, and other relevant staff elements.
  • Develop and compare courses of action, including objectives, effects, assumptions, risks, constraints, resource requirements, decision points, and recommended options for leadership consideration.
  • Draft and coordinate concepts of operations, operational approaches, branch plans, contingency plans, planning estimates, synchronization matrices, and other future-operations planning products.
  • Coordinate, as directed, with U.S. law-enforcement agencies, interagency partners, USPACOM and component-command counterparts, and approved partner organizations to integrate partner requirements and ensure plans are feasible and appropriately synchronized.
  • Apply joint planning doctrine, relevant Joint Publication standards, and organizational best practices to ensure plans are executable, assessable, sustainable, and consistent with applicable authorities and guidance.
  • Develop assessment frameworks for future operations, including proposed objectives, measures of performance, measures of effectiveness, milestones, decision criteria, and transition conditions.
  • Prepare planning-event agendas, read-aheads, decision papers, commander-update briefs, and other senior-leader products; capture planning decisions and actions; and coordinate transition of approved plans, requirements, and supporting products to J33 for execution.

 

Required Education/Experience


  • Demonstrable experience supporting joint, interagency, military, special operations, information-related capability, or operational planning activities, including development of concepts of operations, courses of action, contingency plans, or campaign-support products.
  • Working knowledge of joint planning doctrine, Joint Publication standards, operational design, course-of-action development, and staff coordination processes.
  • Experience developing operational plans, concepts of operations, synchronization products, planning estimates, or other decision-support products for military, joint, interagency, or partner organizations.
  • Experience coordinating planning activities across multiple staff sections and integrating intelligence, operations, assessment, partner engagement, and operational requirements into coherent planning
  • Effective organizational, analytical, planning, and time-management skills, including the ability to manage multiple planning efforts and changing priorities.
  • Ability to work independently, exercise initiative within established priorities and leadership intent, and respond promptly to requests for information.
  • Excellent written and verbal communication skills, including the ability to draft, proofread, edit, and finalize products for senior leaders, operational customers, and external organizations.
  • High proficiency with SharePoint, Microsoft Office applications, and data-sharing, collaboration, and operational planning tools; familiarity with systems such as Command and Control of the Information Environment (C2IE) and Maven Smart System (MSS) is required.
  • Valid US Passport
  • Active DoD TS security clearance with SCI eligibility

Preferred Experience


  • Experience supporting USPACOM, a combatant command, joint task force, component command, or relevant J2/J3/J35/J39 directorate; prior experience supporting DoD counterdrug, counter-transnational organized crime, law-enforcement support, or Indo-Pacific missions.
  • Previous experience supporting DoD, counter-drug, and law enforcement missions

Security Clearance Requirement:

An active Top Secret security clearance is required to apply, however, the selected candidate must be able to obtain a Top Secret SCI clearance prior to the start date.

Salary Range: $103,500.00 - $181,100.00
