This position is for an Onboarding & Contracting Department Leader within the Test Solutions team in the Raytheon Hardware Engineering organization.  The Leader will be responsible for the day-to-day operations of a large, fast‑paced organization chartered to meet aggressive hiring and onboarding targets across multiple engineering and execution departments.


The department will centralize hiring, onboarding, foundational training, contracting, and deployment of new employees into execution teams.  The organization anticipates increased substantial onboarding activity in 2026 and in the years that follow, resulting in a consistently high‑volume operational environment for this role. 


This leader will drive cross-functional partnerships across Talent Acquisition, Staffing, Facilities, HR, Engineering Excellence, and execution organizations. They will establish and scale best practices, mentoring circles, ambassador programs, onboarding curricula, and employee deployment frameworks to ensure all new hires are productive, aligned, and integrated efficiently.


2027 hiring demands will require exceptional organizational discipline, adaptability, calm under pressure, and sustained delivery at scale.


This position will be seated in Tucson, AZ, but travel to multiple sites (Northeast, McKinney, Huntsville) is required with roughly 20% travel. On occasion, you may have the ability to work remotely during small portions of the work week, as schedule allows. However, this position is classified as 100% onsite.


What You Will Do


  • Lead leaders, including section managers, senior staff, onboarding coordinators, and training leads responsible for hiring operations, employee preparation, and deployment to multiple execution organizations across Raytheon
  • Drive an end-to-end onboarding pipeline that includes candidate intake, contracting workflows, new-hire readiness, onboarding training, functional alignment, and deployment into receiving departments
  • Develop and implement strategies that directly impact Engineering results by increasing speed, quality, and consistency of onboarding and employee ramp-up
  • Partner closely with Talent Acquisition, Staffing, Facilities, Security, and execution program leadership to forecast demand, plan onboarding cycles, and coordinate resource deployment
  • Develop and execute standard onboarding curricula, new-hire bootcamps, mentoring circles, ambassador programs, and continuous-improvement initiatives for employee readiness
  • Serve as the functional interface to Execution Directors/ Leaders, Talent Acquisition leadership, Engineering Excellence, and other strategic partners across multiple sites
  • Ensure timely contracting and onboarding flows to support high-volume engineering hiring against aggressive annual targets
  • Participate and lead programmatic and functional reviews, including hiring forecasts, onboarding throughput, cost and schedule reviews, issue resolution, and escalation management
  • Drive organizational resilience and operational excellence under high demand, rapid-change environments
  • Support and execute the vision of driving business growth through innovative onboarding solutions, flawless operational execution, and cultivation of engineering talent

 

Qualifications You Must Have


  • Bachelors degree in a STEM field, Human Resources, Management, Business, or related discipline
  • Minimum of eight (8) years of progressive experience in engineering operations, onboarding, staffing, or large-scale organizational leadership
  • Minimum of two (2) years experience managing high-volume hiring, onboarding, and/or workforce deployment pipelines
  • Experience with in-line management of large teams, driving performance, and managing through rapid change cycles
  • Prior leadership experience (e.g., Department Leader, Section Manager, Program Manager, Operational Manager, Staffing Manager)
  • Demonstrated experience preparing operational strategies, proposals, manpower models, and/or cost estimates

Preferred Qualifications


  • Masters degree in STEM, Human Resources, Management, Business, or related discipline
  • Experience in engineering or technical environments (DoD preferred)
  • Experience with effective communication and presentation skills required to influence and interface with senior and executive leadership, cross-functional stakeholders, including program managers and functional managers
  • Experience leading in high-pressure, high-volume environments with rapid decision-making and operational tempo
  • Operational background with experience managing multi-disciplinary teams, optimizing workflows, and driving continuous improvement
  • Experience developing standardized onboarding curricula, training programs, or employee development roadmaps

The salary range for this role is 157,200 USD - 298,800 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.

Specific benefits are dependent upon the specific business unit as well as whether or not the position is covered by a collective-bargaining agreement.

Payments under these annual programs are not guaranteed and are dependent upon a variety of factors including, but not limited to, individual performance, business unit performance, and/or the company’s performance.
