Job Description

Behind this global footprint is a network that must continuously scale to meet exponential demand while maintaining the highest levels of reliability and cost efficiency.

We are seeking a highly motivated Backbone Network Business Developer with strong commercial and technical acumen to join our Asia Pacific (APAC) team within the Global Connectivity Infrastructure Development (GCID) organization. In this role, you will develop innovative solutions to scale and expand the AWS backbone network across the APAC region, operating at the intersection of network engineering, commercial strategy, and vendor management. You will be responsible for planning, sourcing, and delivering the network infrastructure that powers AWS operations and connects AWS to the rest of the world.

As a subject matter expert in the telecommunications marketplace, you will bring deep experience with vendors, physical network infrastructure, optical technologies, and backbone network engineering. You will drive end-to-end commercial and technical vendor strategy across the region, developing solutions for wavelengths, dark fiber, and submarine cable capacity. Partnering with capacity planners, network engineers, and finance teams, you will ensure the most efficient and cost-effective network topology is delivered on time and within budget. You will also track telecommunications market trends, evaluate emerging technologies, and apply a unique blend of industry and technical expertise to find creative solutions that meet AWS's ongoing growth needs.

Key job responsibilities
- Drive end-to-end supplier identification, evaluation, and contracting for backbone capacity, wavelengths, dark fiber, colocation, and submarine cable infrastructure across the APAC region.
- Develop and negotiate technical and commercial solutions that optimize total cost of ownership while ensuring long-term scalability, route diversity, and network resilience.
- Build strategic backbone network plans and investment business cases aligned with long-term capacity forecasts, and present actionable recommendations to senior stakeholders for approval.
- Organize, track, and coordinate across multiple suppliers and internal teams to deliver new backbone capacity on time, within budget, and in compliance with operational standards.
- Partner with capacity planners and network engineers to design the most efficient and cost-effective network topology across longhaul, metro, and subsea paths.
- Collaborate with finance partners on business case development, operational budget planning, and end-to-end financial tracking of projects and supplier commitments.
- Track telecommunications market trends, emerging technologies, supplier diversity, pricing benchmarks, and commercial frameworks to continuously inform sourcing strategy and surface new opportunities.

Basic Qualifications:

- Experience working in a network planning, network construction/implementation, or commercial implementation role at an ISP, telecoms operator, or Hyperscaler
- Experience using data and metrics to determine and drive improvements
- 3+ years of experience in the telecommunications or network infrastructure industry, with a focus on solving complex technical and commercial challenges
- Experience leading or contributing to the architecture, design, and deployment of large-scale network systems, with a focus on capacity scaling, reliability engineering, and operational readiness
- Experience developing financial models, business cases, and investment analyses that drive measurable business impact

Preferred Qualifications:

- Knowledge of IP networking fundamentals such as BGP, OSPF and other R&S technologies
- Experience working in large-scale backbone or long-haul networking environments, including terrestrial and subsea infrastructure
- Strong knowledge of optical transport technologies, DWDM systems, fiber optic cable types, and network test equipment
- Experience negotiating and managing contracts with telecommunications suppliers, including pricing structures, SLAs, and capacity agreements
- Knowledge of the APAC telecommunications landscape, including key carriers, submarine cable systems, and regulatory environments
- Strong analytical skills with the ability to model complex trade-offs across cost, capacity, route diversity, and risk
- Excellent written and verbal communication skills, with the ability to present recommendations to senior stakeholders and influence across organizational boundaries
