Collins Aerospace Power and Controls team has an exciting opportunity for a Principal Specialist, Global Trade Technology Manager.  We’re looking for a passionate professional to accept a high level of responsibility within a fast-paced, dynamic environment.  A Principal Specialist, GT Technology Management is a Jurisdiction & Classification (JC) and a Harmonized Tariff Schedule (HTS) Specialist. Familiar with both export and import regulations.  The position requires both a high-level understanding of the products and an intimate knowledge of the regulations surrounding their export and import.

*Position is remote; however, if you live within a reasonable commute of a Collins Power and Controls site with other colleagues you interact with, your manager will discuss whether there is a degree of onsite presence associated with this role.

Primary Responsibilities:

  • Working under/within the following U.S. Regulations; Export Administration Regulation (EAR), International Traffic in Arms Regulation (ITAR) and HTS
  • Perform most sophisticated JC analysis and validation (resolution of JC escalation, supplier issues, etc.)  
  • Perform HTS classifications.        
  • Support investigations and reviews of possible GT escapes and disclosures.
  • Determine root cause of escapes and implement corrective actions to support process improvement.
  • Analyze business needs (including technology needs) with respect to export authorization requirements
  • Prepare and submit Commodity Jurisdiction (CJ) and Commodity Classification Automated Tracking System (CCATS) to government agencies.
  • Support development and delivery of formal and informal J/C and HTS Focal training.
     

Qualifications/ Experience Needed:

  • Bachelor’s degree and 5 years of prior relevant experience OR Advanced Degree in a related field and minimum 3 years experience OR In absence of a degree, 9 years of relevant experience is required.
  • U.S. citizenship is required, as only U.S. citizens are authorized to access information under this program/contract.

Preferred Qualifications:

  • BS/MS Engineering or Business Administration
  • Engineering and/or technical background
  • Aerospace (program/technical) experience
  • Experience with classifications under the World Customs Organization (WCO) HTS
  • Experience with US Export (classification) Regulations; specifically the EAR and the Commerce Control List (CCL), ITAR and the United States Munitions List (USML)
  • 1 to 2 years working with GT and related export/HTS classification matters
  • Experience with Collins/RTX current trade compliance related processes (classifications, authorizations, logging, compliant transfer modes, record keeping, etc.) and Collins specific GT related systems (GTS, OCR, MKDenial, xClass, TEXPORT) is a plus.

The salary range for this role is 75,000 USD - 161,000 USD; however, RTX considers several factors when extending an offer, including but not limited to, the role and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
