Job Summary:

The Specter Portfolio of programs is seeking to hire a Project Manager located in Tucson, Arizona.  The Project Manager is responsible for overseeing and managing the lifecycle and operational aspects of projects, and liaises between project management and planning, IPT and cross product leads, and program teams.

The Project Manager will serve as a key driver of Specter cross portfolio efforts on various tasks, including working independently on special assignments, managing Risk and Opportunities, leading CORE projects, Control Account Manager (CAM) for multiple disciplines within the PMO on our existing and future contracts, running daily program critical chain, and helping with day-to-day program execution tasks. This will also advocate Program Management (PM) plans, processes, and business objectives; and the implementation of PM best practices.

This position is an onsite role in Tucson, Arizona.

Responsibilities to Anticipate:

  • Creating and executing plans with ability to manage those initiatives throughout the full execution, including wide ranging, and in-depth experiences and agilities in production

  • Experience leading teams directly supporting program objectives; managing cost, schedule, EAC management, risk & opportunity and technical performance

  • Manages the flow of technical communications, PDM, emails, meetings, and including direct interaction (in-person or remote) with IPTLs, as necessary

  • Manage daily critical chain for all contracts

  • Lead proposals efforts in accordance with Raytheon’s procedures

  • Develops a relationship with the various Production/Sustainment teams in order to manage the work that is being executed to provide familiarity with BOMs, scheduling and sell-off process/requirements, shipping processes/requirements

  • Develops program-enhancing partnerships with internal functional organizations; including but not limited to Engineering, Contracts, Finance, Supply chain, Logistics, Manufacturing/Operations, Quality Management, PMO, Data Management (CDRL support), and administrative functions.

  • Conveys to customer, program status and performance. Additionally, anticipates and fulfills customer needs to ensure their satisfaction and continued business

  • Manages the program risk and opportunity, in accordance with specific financial goals and obligations.

  • Lead for CORE projects

  • Execute daily program cadence i.e., risk review boards, customer reviews, and program milestone meetings

  • Control Account Manager (CAMs) for portions of the Program Management Office

  • Identify and implement key program assessments and metrics to lead development of situational awareness charts and performance assessments that enable program success drivers by program leadership teams

Required Qualifications:

  • Typically requires A University Degree and minimum 8 years prior relevant experience, or An Advanced Degree in a related field and minimum 5 years experience

  • Active and transferable U.S. government issued security clearance is required prior to start date.  

  • U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.

Preferred Qualifications:

  • Innovative skillset to implement creative solutions while achieving internal and external customer collaboration.

  • Experience and understanding of Raytheon IPDS and Gating Process.

  • Experience creating Basis of Estimating (BOEs) to support labor and material proposals.

  • Demonstrated ability to work across business areas, manage diverse tasks, requirements and commitments and interface successfully with numerous disciplines Leadership and management of execution.

  • EVMS certification.

  • Ability to operate independently to navigate organizational complexities and to obtain resources (through influence) to move initiatives forward.

  • Demonstrated experience with Risk and Opportunity Management.

  • Prior experience supporting production and/or sustainment programs, preferably in the aerospace and defense industry.

  • Experience supporting programs and executing responsibilities in an Agile environment.

  • Experience developing and reviewing cost proposals and synthesizing business review material for Management review and approval.
