We have an exciting new opportunity for an Engineering Business Operations Leader for Trusted Mission Processing and Integrated Solutions. This position supports daily operations and leads strategic improvement initiatives for the TMPIS engineering directorate. TMPIS includes multiple geographically dispersed teams led by managers and/or supervisors across engineering functions. Selected candidate will possess the ability to work closely with programs to build team cohesion and understand how to influence teams to make value added changes and develop a positive culture of continuous improvement, as well as the business acumen to effectively communicate and influence executive leadership. You will own the establishment and execution of short- to medium-term operational plans (e.g., less than 1 year to 1-2 years) for the organization.

This position is eligible for relocation.

Primary Responsibilities:

  • Work closely with programs to define, establish and execute tactical and operational plans across engineering functions, inclusive of analyzing demand and supply to support future business needs.
  • Lead the establishment of objectives for an execution of mapping and modeling of key engineering business process flows to optimize efficiency and meet program / customer needs.
  • Partner with divisional senior executive leadership, key stakeholders, process owners, and subject matter experts to identify engineering processes, systems, tools, and meaningful metrics which can be standardized.
  • Lead in the definition and execution of engineering policies and procedures that bring value to programs and insight to leadership.
  • Mentor programs on the implementation of robust control and reporting systems to monitor the progress of programs and the organization against plans, Earned Value Management targets, and other metrics.
  • Identify and structure improvement opportunities and projects. Advise on and help drive the business operations agenda.
  • Lead indirect reporting cross discipline teams. Engage across disciplines to bring focus to strategic projects and add value and velocity to engineering.
  • Build and maintain relationships with key stakeholders across departments and business units.
  • Recommend, establish, and execute strategic projects. Implement process improvements, new processes and systems in support of engineering continuous improvement. Direct system enhancements in alignment with engineering strategy.
  • Understand and promote key analytical projects that assist and influence the business. Ensure alignment with the customer program objectives.
  • Be a resource for policy knowledge and provide strategic guidance on related issues to leadership.
  • Coordinate the budgeting and scheduling of engineering directorate and activities.
  • Responsible for review of metrics and reports on performance and measures of improvements for engineering. Work with programs to understand root causes of issues, provide recommendations to address issues and improve execution, and work with programs to facilitate execution of improvements. Responsible for coordinating with programs and Mission Assurance as needed to ensure operational compliance for engineering systems, programs, and facilities.

Qualifications/Experience Needed:

  • Typically requires a degree in Science, Technology, Engineering or Mathematics (STEM) unless prohibited by local laws/regulations and minimum 12 years prior relevant experience or an Advanced Degree in a related field and minimum 10 years of experience or in absence of a degree, 16 years of relevant experience.
  • Experience with creating and maintaining directorate or organizational metrics.
  • Experience with establishing or modifying business processes and procedures to drive positive results.
  • Familiarity with Earned Value Management best practices and experience in execution
  • An active and in-scope Secret U.S. security clearance required day 1 of employment

Security Clearance:

  • Active and transferable U.S. government issued security clearance is required prior to start date
  • U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance
  • Must have or be capable of obtaining a US Department of Defense (DoD) security clearance.  Candidate selected will be subject to a government security investigation/reinstatement and must meet eligibility requirements

Preferred Qualifications:

  • Accreditation in CORE for driving improvement activities.
  • Experience with cost accounting structure and financial systems
  • Knowledge of Mission Processing and/or Cryptology
  • Knowledge of DoD/FAR compliance and regulations
  • Experience with DevSecOps Software Factory, Software pipeline
  • Experience with Model-Based Systems Engineering (MBSE) and related tools (SysML, MagicDraw, Cameo, Rhapsody)
  • Experience with Cyber Security and good cyber hygiene practices for secure systems
  • Current Top Secret/SCI clearance is preferred

The salary range for this role is 152,000 USD - 304,000 USD; however, RTX considers several factors when extending an offer, including but not limited to, the role and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
