Job Description:

Parsons is looking for an amazingly talented Transport & Mobility Engineer to join our team! In this role, you will contribute to and support a wide range of traffic engineering, corridor assessment, and mobility-improvement activities across Riyadh, using field observations, traffic data, analytical tools, and engineering judgment to identify practical and innovative transportation solutions.

You will work with experienced traffic engineers, transportation planners, civil engineers, ITS specialists, and RCRC counterparts to assess how the road network is performing, investigate the causes of congestion and safety concerns, and develop implementable improvement concepts. This is a strong development role for an engineer who wants hands-on exposure to large-city traffic management and operational improvement.

What You’ll Be Doing:

• Support traffic engineering and mobility assessments at intersections, corridors, highways, access points, public transport interfaces, and congestion hotspots across Riyadh.
• Review traffic counts, turning-movement data, travel times, queue observations, speed data, crash information, detector data, video, and other field information to identify operational deficiencies.
• Conduct field inspections and document existing traffic operations, geometric constraints, lane-use issues, pedestrian conditions, access conflicts, parking impacts, and other factors affecting network performance.
• Develop and review practical traffic-management and geometric improvement concepts such as lane-use changes, turn-lane modifications, access management, signing and marking improvements, signal-timing changes, intersection channelization, and localized capacity improvements.
• Support corridor assessments by identifying recurring bottlenecks, progression issues, queue spillback, operational conflicts, and opportunities for multimodal improvements.
• Prepare clear technical sketches, exhibits, maps, photographs, calculations, tables, and concise engineering narratives that explain observed issues and recommended treatments.
•  Support senior engineers with Synchro, GIS, spreadsheet, or other analytical tasks used to test and compare transportation improvement options.
• Support before-and-after evaluations and development of performance measures for implemented traffic improvements.
• Coordinate with roadway, signal, ITS, public transport, parking, safety, and construction specialists to ensure recommendations account for wider network impacts.
• Assist with preparation of assessment reports, corridor studies, presentations, technical memoranda, guidelines, and implementation recommendations.
• Participate in site meetings, technical workshops, and coordination sessions with RCRC and other project stakeholders.
• Maintain organized engineering records and ensure analysis inputs, assumptions, field observations, and recommendations are traceable.
• Apply current transportation-engineering practices while looking for innovative, data-driven solutions appropriate to Riyadh’s operating environment.
• Support implementation monitoring and field verification to determine whether completed improvements are functioning as intended.
• Develop technical capability through mentoring, structured review, and exposure to traffic operations, transportation planning, ITS, and roadway-design disciplines.

What Required Skills You’ll Bring:

• Bachelor’s degree in Civil Engineering, Transportation Engineering, Traffic Engineering, or a closely related field.
• 6-8 years of professional experience in traffic engineering, transportation planning, mobility analysis, roadway operations, or related transportation work.
• Working knowledge of traffic engineering principles including intersection operations, capacity, queues, lane utilization, traffic control, access management, and basic signal operations.
• Experience reviewing traffic data and translating field observations into clear engineering findings and potential improvement concepts.
• Ability and willingness to conduct field investigations in live urban traffic environments and document conditions accurately.
• Familiarity with traffic-analysis software such as Synchro/SimTraffic, Vissim, HCS, or comparable tools is desirable; demonstrated analytical aptitude is required.
• Working knowledge of AutoCAD and/or GIS tools for reviewing or preparing engineering exhibits is advantageous.
• Strong proficiency with Microsoft Excel, PowerPoint, and Word for analysis and technical reporting.
• Good written and verbal communication skills in English and the ability to prepare concise technical material.
• Ability to work effectively in multidisciplinary teams, accept technical direction, and manage multiple assignments with attention to quality and schedule.
• Bring international traffic operations and mobility best practice and adapt it to Riyadh’s operating environment.

What Desired Skills You’ll Bring:

• Previous experience in Saudi Arabia or the wider GCC on urban transportation or traffic-management projects.
• Exposure to corridor studies, traffic impact studies, signal timing, road-safety assessments, public transport priority, parking, or construction traffic management.
• Experience using GIS, Python, Power BI, traffic-video analytics, probe data, or other emerging mobility-data tools.
• Interest in smart mobility, ITS, data-driven traffic management, and innovative operational treatments.
• Engineer-in-Training or equivalent professional-development status is an advantage.
• Arabic language skills are desirable but not required.
