Job Description:

Parsons is seeking an experienced Experimentation Analyst to support Department of Defense customers in evaluating emerging concepts, capabilities, and operational approaches. In this role, you will help design and assess realistic experiments, translate strategic guidance into executable objectives, and deliver decision-quality findings to senior military, civilian, and government leaders.

Your work will directly support future operational planning, capability development, training, and follow-on experimentation across the joint force.

What You'll Be Doing:

• Plan, design, execute, and assess Department of Defense experimentation activities addressing current and emerging operational challenges.

• Translate strategic guidance, operational objectives, and capability-development priorities into executable experiment objectives, scenarios, vignettes, mission threads, and assessment activities.

• Develop operationally realistic scenarios that incorporate threat conditions, intelligence inputs, force capabilities, mission requirements, technical capabilities, and operational constraints.

• Apply the Joint Operational Planning Process (JOPP) and other DoD planning methodologies to experimentation and operational-analysis activities.

• Conduct mission and operational analysis to identify capability gaps, vulnerabilities, operational risks, dependencies, and opportunities for improvement.

• Develop experiment plans, analytical frameworks, data-collection approaches, Measures of Effectiveness (MOEs), Measures of Performance (MOPs), and other evaluation criteria.

• Analyze experiment observations, quantitative and qualitative data, and participant feedback to assess operational utility, mission effectiveness, capability performance, and potential operational impacts.

• Integrate operational, intelligence, threat, and technical information into planning and analytical products.

• Support the development and refinement of Concepts of Operations (CONOPs), operational approaches, mission threads, workflows, and employment concepts based on experimentation results.

• Coordinate with operators, planners, engineers, analysts, intelligence professionals, capability developers, and other subject-matter experts.

• Facilitate experiment-planning sessions, working groups, tabletop activities, workshops, and after-action reviews.

• Coordinate experimentation activities across DoD organizations, Combatant Commands, military Services, interagency partners, and other government stakeholders.

• Prepare analytical reports, briefings, findings, recommendations, and other products that clearly communicate operational implications and capability gaps.

• Brief senior military, civilian, and government leaders on experimentation results, operational risks, capability gaps, and recommended next steps.

• Capture lessons learned and translate experimentation outcomes into recommendations for future capability development, operational planning, training, and experimentation.

Required Clearance:

• Must be U.S. citizen.

• Must have an active TS/SCI clearance.

What Required Skills You'll Bring:

• Bachelor’s degree in science, technology, engineering, mathematics, national security, military studies, operations research, public policy, or a related field. Additional years experience may be considered in lieu of a degree.

• 8+ years of relevant professional experience supporting military operations, joint planning, exercises, experimentation, operational analysis, capability development, or a related DoD mission area.

• Experience supporting complex DoD or joint operational-planning activities.

• Experience developing operational scenarios, vignettes, CONOPs, mission threads, operational approaches, or workflows.

• Knowledge of JOPP and joint or multi-domain operational concepts.

• Experience conducting operational assessments, capability-gap analysis, threat analysis, vulnerability analysis, or mission analysis.

• Experience developing and applying MOEs, MOPs, evaluation criteria, or other analytical frameworks.

• Ability to integrate operational, intelligence, threat, and technical information into planning and analytical products.

• Experience coordinating across multidisciplinary teams and multiple stakeholder organizations.

• Strong analytical, technical-writing, briefing, and communication skills.

• Experience presenting analytical findings and recommendations to senior military or civilian leaders.

• Ability to work effectively in a fast-paced environment with complex and evolving mission requirements.

What Desired Skills You'll Bring:

• Experience supporting Chairman of the Joint Chiefs of Staff-directed, Combatant Command, Service-level, or other major joint exercises or experimentation events.

• Experience with joint and multi-domain operations.

• Experience supporting Combatant Commands, the Joint Staff, the Office of the Secretary of Defense, military Services, or other DoD organizations.

• Experience evaluating emerging technologies or specialized capabilities in operationally representative environments.

• Experience supporting Countering Weapons of Mass Destruction (CWMD), advanced-threat, or other complex national-security mission areas.

• Experience coordinating with interagency, multinational, industry, laboratory, or technical partners.

• Familiarity with capability development, concept development, wargaming, modeling and simulation, or campaign-level experimentation.

• Experience developing and delivering executive-level briefings and decision-support products.

• Experience using structured analytical methods to evaluate operational risk, mission effectiveness, and capability performance.

Security Clearance Requirement:

An active Top Secret SCI security clearance is required for this position.​

Salary Range: $112,200.00 - $196,400.00
