Job Description:
Parsons is seeking a Senior Experimentation Analyst to support high-impact Department of Defense experimentation and operational assessment activities. In this role, you will help government and military leaders evaluate operational concepts, emerging capabilities, force readiness, and potential solutions to complex mission challenges.
You will lead the planning, execution, and assessment of experiments, exercises, demonstrations, workshops, and related activities. Working across operational, technical, analytical, and program-management teams, you will translate strategic guidance and mission requirements into executable experimentation plans; develop assessment methodologies; analyze findings; identify capability gaps and operational risks; and deliver recommendations that inform senior DoD decision-making.
What You'll Be Doing:
Lead and support the planning, coordination, execution, and assessment of DoD experimentation events, exercises, demonstrations, workshops, and related activities.
Translate strategic guidance, operational requirements, and experimentation priorities into clearly defined objectives, plans, schedules, milestones, scenarios, and analytical activities.
Develop operationally relevant experimentation scenarios, mission threads, use cases, and vignettes that reflect realistic threats, operational constraints, force capabilities, and mission requirements.
Develop experiment plans and assessment frameworks, including Measures of Effectiveness (MOEs), Measures of Performance (MOPs), evaluation criteria, data requirements, and collection methodologies.
Conduct qualitative and quantitative analysis of experimentation results to evaluate operational effectiveness, readiness impacts, capability performance, and mission utility.
Analyze operational data and observations to identify capability gaps, risks, constraints, dependencies, and opportunities for improvement.
Evaluate emerging concepts, processes, technologies, and capabilities against operational requirements and mission needs.
Lead and facilitate cross-functional working groups involving DoD organizations, military Services, operational units, technical teams, contractors, and other government stakeholders.
Coordinate experimentation requirements, resources, schedules, deliverables, and dependencies across multiple organizations.
Track experimentation milestones, actions, risks, and issues to ensure activities remain aligned with program and mission objectives.
Support experiment execution and real-time assessment activities, including observation, data collection, issue identification, and coordination with participating organizations.
Lead after-action reviews and lessons-learned activities and translate findings into actionable recommendations for future experimentation, capability development, training, and operational planning.
Develop analytical reports, executive summaries, decision papers, briefings, roadmaps, and other products communicating experimentation findings and recommendations.
Brief GO/FO/SES and other senior government leaders on experimentation outcomes, operational risks, capability gaps, and recommended courses of action.
Provide senior-level analytical guidance and mentorship to junior analysts and contribute to the continuous improvement of experimentation and assessment processes.
Required Clearance:
Must be a U.S. Citizen.
Must have an active TS/SCI clearance.
What Required Skills You'll Bring:
Bachelor's Degree in a STEM (Science, Technology, Engineering, Mathematics) or related field and 10+ years of related professional experience. Additional years experience may be considered in lieu of a degree.
12+ years of relevant experience in DoD operations, military planning, experimentation, exercises, operational analysis, readiness, capability development, or a related national security field.
Demonstrated experience planning, coordinating, or executing complex military operations, exercises, training events, experimentation activities, or operational assessments.
Experience developing operational objectives, plans, schedules, scenarios, assessment criteria, and supporting documentation.
Demonstrated ability to analyze operational data, identify capability or readiness gaps, assess risk, and develop actionable recommendations.
Experience developing or applying analytical frameworks, performance measures, assessment methodologies, or other evaluation criteria.
Experience coordinating across multiple DoD, military, government, and contractor organizations.
Demonstrated ability to lead cross-functional working groups and manage competing requirements, milestones, and deliverables.
Strong understanding of joint or Service-level military operations, readiness, operational planning, and mission requirements.
Experience conducting after-action analysis and translating lessons learned into improvements to operational plans, processes, training, or capabilities.
Exceptional written and verbal communication skills, including experience developing executive-level briefings, decision papers, analytical reports, and recommendations.
Demonstrated experience briefing and advising senior military and civilian leaders.
Ability to work independently in a fast-paced, multi-organizational environment.
Ability to travel CONUS and OCONUS as required.
What Desired Skills You'll Bring:
Special Operations Forces (SOF) operational or planning experience.
Experience supporting OSD, Joint Staff, Combatant Commands, military Services, National Guard Bureau, or other senior DoD organizations.
Experience supporting operational readiness or force readiness initiatives.
Experience evaluating emerging capabilities, technologies, concepts, or operational approaches.
Experience with mission assurance, command-and-control, or other complex operational capability areas.
Experience developing senior-leader risk frameworks, decision products, or resource recommendations.
Experience with large-scale DoD programs involving multiple organizations and geographically distributed stakeholders.
Experience leading multidisciplinary teams composed of operational, technical, analytical, and program-management personnel.
