Senior Principal Program Chief Engineer – STS Optronics (Onsite)
Description
The program chief engineer is the primary technical interface to the customer and has primary accountability for meeting technical requirements and scope for their programs including engineering costs and schedule commitments. The program chief engineer defines and maintains program plans, directs technical system-level trade studies, has design authority approval, ensures processes are adhered to by the engineering execution team, and liaises with value stream management and other leads to assure technical goals are achieved. The program chief engineer for programs is also accountable for ensuring consistency among the contributing organizations in execution of engineering activities and for ensuring program-level system integration between systems provided by different contributing organizations. The program chief engineer manages these requirements through engagement of the other contributing project engineers from each organizational area necessary to achieve successful compliance to the contract and to satisfy the customer.
The program chief engineer is responsible for working with the engineering managers to ensure the programs are staffed in accordance with the resource plan agreed with the project engineer(s). The engineering managers are accountable for staffing the programs.
The program chief engineer leads the full lifecycle of the engineering development activities. They’re accountable for ensuring all system requirements are met, and for managing the system component requirements on behalf of the IPT. The program chief engineer acts as the technical point of contact to the program, customer, partners and regulatory agencies. The person in this program chief engineer role is accountable to resolve technical conflicts and issues, and to ensure the development and maintenance of technical risk analysis methods and gap closure plans. The program chief engineer is also accountable for executing the programs such that cost, and schedule performance are successful. The VSL is accountable for the overall program risk management and use of management reserve, but this role has specific accountability to the technical risk.
The program chief engineer primarily interfaces with the VSL for program performance (cost, schedule and technical), customers for technical communication, managers for resource requirements, discipline chiefs for technical consistency, project engineers for performance against plan and domain/discipline lead for technical direction.
What You Will Do:
- Primary customer technical interface for the program
- Accountable for overall cost, schedule and risk management performance of the programs
- Accountable for technical success, including program metrics for the programs
- Accountable for overall program integration
- Accountable for providing technical direction to multiple integrated project / product line teams to execute program or product line plans
- Accountable for analyzing portfolio problems and to develop recommendations to modify project plans to mitigate and resolve issues.
- Accountable for complete and accurate decomposition of program requirements
- Accountable for overall product verification and certification, including required artifacts
- Accountable for achieving the Design to Cost (DTC) goals
- Responsible for supporting appropriate technical staffing and assignment
- Responsible for supporting market analysis documentation
- Responsible for adhering to budget, schedule and risk management
Qualifications You Must Have:
- Bachelor’s degree (typically in Science, Technology, Engineering or Mathematics (STEM)) and a minimum of 10 years of prior relevant experience unless prohibited by local laws/regulations OR Advanced Degree in a related field and minimum 7 years experience OR In absence of a degree, 14 years of relevant experience is required
- Must be a U.S. Citizen
- Must have or be capable of obtaining a US Department of Defense (DoD) security clearance. Candidate selected will be subject to a government security investigation/reinstatement and must meet eligibility requirements
- Previous experience as a Systems Lead, Engineering Manager, or Project Engineer
- Experience with project planning, pursuits and execution
- Show experience in building a network
- Able to travel up to 50% of time
