A professional manager, Global Trade Technology Management is a Jurisdiction Classification (ECCN/USML) and a Harmonized Tariff Schedule (HTS) Specialist. Familiar with both export and import regulations.  The position requires both a high-level understanding of technology and an intimate knowledge of the regulations surrounding their export and import. The Avionics Technology Manager will support the Global Trade (GT) program and technology management activities across the business unit. These responsibilities include reviewing and implementing GT policies and procedures across Avionics.  This is an individual contributor role that drives change and results collaborating across multiple business and functions leaders, especially with the engineering function.

What You Will Do:

• Working under/within the following U.S. Regulations; Export Administration Regulation (EAR), International Traffic in Arms Regulation (ITAR) and HTS 
• Perform most sophisticated JC analysis and validation (resolution of JC escalation, supplier issues, etc.)  
• Perform HTS classifications.   
• Support investigations and reviews of possible GT escapes and disclosures. 
• Determine root cause of escapes and implement corrective actions to support process improvement. 
• Analyze business needs (including technology needs) with respect to export authorization requirements  
• Support Commodity Jurisdiction (CJ) and Commodity Classification Automated Tracking System (CCATS) to government agencies. 
• Support development and delivery of formal and informal J/C and HTS Focal training.  

Qualifications You Must Have:

• U.S. citizenship is required, as only U.S. citizens are authorized to access information under this program/contract
• Typically requires a University Degree and minimum 8 years prior relevant experience or an Advanced Degree in a related field and minimum 5 years of experience or in absence of a degree, 12 years of relevant experience

Qualifications We Prefer:

• BS/MS Engineering or Business Administration 
• Engineering and/or technical background 
• Aerospace (program/technical) experience 
• Experience with classifications under the World Customs Organization (WCO) HTS 
• Experience with US Export (classification) Regulations; specifically the EAR and the Commerce Control List (CCL), ITAR and the United States Munitions List (USML) 
• 1 to 2 years working with GT and related export/HTS classification matters 
• Experience with Collins/RTX current trade compliance related processes (classifications, authorizations, logging, compliant transfer modes, record keeping, etc.) and Collins specific GT related systems (GTS, OCR, MKDenial, xClass, TEXPORT) is a plus

Remote: Employees who are working in Remote roles will work primarily offsite (from home).  An employee may be expected to travel to the site location as needed.

The salary range for this role is 96,000 USD - 200,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
