UK HSSE Lead (Markets, Capital Markets and CRE)

The Corporate HSSE Lead will be responsible for developing and delivering a health, safety and environmental risk management strategy that enables growth in our UK businesses while driving compliance with JLL, client and statutory requirements in respective local operations.


The role will be the HSSE Lead for UK Corporate Real Estate as well as the Markets Advisory and Capital Markets businesses. It will also have a key coordination role with other HSSE Business Leads in the UK. This will include:


•    Acting as Adviser to the Executive Boards across UK.
•    Overseeing the implementation of JLL’s health, safety and environment management systems across CRE, Markets Advisory and Capital Markets in UK
•    Assuring compliance to all relevant legislation and other statutory requirements. The role will require professional judgement to identify where local requirements are more stringent than global minimum requirement and ensure that these requirements are being met.
•    Cascading direction from the Boards to all Business lines where appropriate
•    Corporate HSSE lead will oversee and report on implementation.
•    Business Unit HSSE Leads will be responsible and Accountable for implementation (or demonstration of at least equivalency) as necessary.
•    Advising Boards of risks and opportunities per requirements of ‘Management Review’ Clauses
•    Business Unit HSSE Leads to advise accordingly
•    Communicating the requirements of Global Standards and, where necessary, any higher Standards
•    Implementation of requirements is responsibility of Business Unit HSSE Leads
•    Chairing UK HSSE Governance meetings in order to fulfil the requirements above.
•    Setting policy for JLL UK Corporate Offices and serving as the JLL Corporate HSSE Client for JLL CRE.
•    Acting as arbiter where serious accidents have a multi-business unit span.
•    Seeking to identify opportunities for standardisation of programmes, harmonisation of contracts, systems, etc where beneficial to all Business Units
•    Auditing the in-scope UK Business Lines at any time to test compliance.
•    Overseeing and managing 3rd party relationships with external occupational health service providers in the region.
•    Line management of local corporate HSSE leads where appropriate.
•    Dual reporting into UK Executive leadership to reflect statutory requirement, and into global JLL HSSE leadership to align on global approach

What this job involves

This is both a strategic and hands-on operational role requiring you to drive continual performance improvement. In this role you will need to inspire and motivate people from diverse business groups, to demonstrate best practice in the real estate sector through collaboration, innovative strategies, technology and your values-led influencing skills to achieve objectives.

This is a Lead role so the experience we require is in line with the level. You will currently be operating at a manager / senior manager level within a corporate environment, facilities management or service industry sector. Whatever your background you’ll need a solid understanding of leading corporate safety within a large organisation and influencing senior stakeholders.

You will report to the Regional HSSE Lead for EMEA but will work closely with the Senior Leadership Teams in UK, Operations Leads, Client stakeholders, JLL employees, Finance and Procurement, Quality and Environmental Solutions Development and Transitions teams, as well as JLL’s supply chain representatives.

Main duties to include the following but are not limited to as other duties may be assigned:

  • As the Competent Person, provide guidance and advice on HSSE management for the in-scope businesses across UK.
  • Oversee the implementation of JLL’s HSSE management system across the in-scope business lines.
  • Provide guidance on how to complete competent assessments of HSSE risks and report on the control of that risk.
  • Assist with, and ensure, the completion of appropriate HSSE documentation including statutory documentation and documentation required by JLL’s Global HSSE Standards, etc.
  • Ensure that all documentation and records of compliance are maintained in accordance with UK legislative requirements, JLL Global HSSE Standards and client HSSE requirements.
  • Manage a program of site audits and reports for the in-scope business lines.
  • Analyse the results of HSSE performance and make regular reports to the UK Leadership Teams on risk management performance.
  • Implement initiatives to embed HSSE values, helping to drive the ‘One Team Safer Together’ culture across UK.
  • Chair UK HSSE Governance Committees, ensuring meetings are held at a regular cadence and ensuring minutes are taken and circulated.
  • Arrange Safety Champions for Corporate Offices in the region.
  • Collate and review accident reports, investigate accidents and make recommendation to prevent reoccurrence.
  • Liaison with the Local Enforcing Authorities as necessary.
  • Provide monthly reports on performance including any accident statistics.
  • Assist the procurement team in accrediting services and goods supply contractors for work in client properties.
  • Liaise with HSSE professionals elsewhere in JLL to ensure common standards of best practice are achieved throughout the business.
  • Provide regular updates and training on key legislative changes that impact the business across UK.
  • Secure the development of a positive, proactive HSSE culture at all levels throughout the organization.
  • Support in-scope teams to achieve operational HSSE compliance including developing corporate solutions and initiatives which benefit all in-scope business lines across UK.
  • Establish effective relationships and work closely and co-operatively with all stakeholders in the region.
  • Manage recruitment processes for HSSE professionals to ensure adequate governance arrangements are maintained for the HSSE function.
  • Maintain required HSSE certifications and accreditations e.g. Constructionline
  • Leadership, team management and development for all direct reports.
  • Drive technology/innovation enabled efficiencies and service level improvements.
  • Any other duties deemed appropriate to the role as determined by the UK Leadership Teams and/or the JLL HSSE Leadership Team.

Critical Competencies:

  • Results orientated with a strong focus on the delivery of objectives.
  • Good communication skills, both verbal and written, with ability to deal with all people at all organisational levels, internally and externally.
  • Ability to demonstrate initiative and show foresight in relation to existing and potential problems.
  • Ability to research and produce management information and specialist reports making recommendations as appropriate.
  • Good organisational skills with the ability to balance competing demands and to meet deadlines.
  • Ability to identify trends and identify the root causes of any problems.
  • Ability to carry out an audit and gather objective evidence through observation, interview and sampling of documents and records.
  • Computer literate with a knowledge of commonly used software programmes, including Microsoft Office applications.

Essential Criteria:

  • A recognised higher degree or post graduate certificate in Occupational health and safety and minimum of 5 years’ experience.
  • Proven history of implementation of environmental, health and safety systems and processes (design and implementation of management systems through to external accreditation).
  • Relevant HSSE experience in a similar environment (Facilities/Project Management, Corporate Real Estate, HSSE Consultancy or other large organisations with multiple business units).
  • Must be willing and able to travel as deemed necessary to fulfil the role.
  • The ability to communicate effectively in English

Desirable Criteria

  • HSSE Auditor Qualifications.
  • Membership of Health and Safety Organisations (e.g. GradIOSH, CMIOSH, IIRSM).
  • Previous experience of working in a country role.
  • Additional language(s).
