Job Description:

Accountabilities:

  • Implement, maintain and continually improve the HSE Management System on the Project in compliance with International Standards, Company GBMS, and Local Procedures;
  • Ensure activities are in compliance with HSE Policies, HSE Legislative requirements , HSE Customer Requirements and the HSE Management System;
  • Conduct HSE hazard identification, risk assessment and determination of necessary controls measures;
  • Implement the HSE Programs that achieve the planned HSE Objectives and Targets;
  • Ensure HSE Local Communication, Participation and Consultation;
  • Prepare for and support response to emergency situations;
  • Ensure monitoring, reporting and communication of HSE performance and provide recommendations and solutions where opportunities for improvement exist;
  • Ensure that all HSE accidents and incidents are reported, investigated and analyzed;
  • Ensure that nonconformities are identified and corrective/preventive actions are taken;
  • Ensure that the site is inspected on a daily basis and those inspections adequately completed in client and Hitachi Rail Electronic Recordkeeping Systems
  • Participate in the annual management review meetings.
  • Attend relevant task force, safety committee, and subcontractor governance meetings

Ability to work an 8-hour shift between the hours of 0400 and 2400 as assigned based on project schedule. Flexibility to support 3rd Shift, weekend work, and overtime work as needed.

Required Skills and Experience:

  • Have a minimum of 5 years of Health and Safety experience in construction field in similar size and scope project.
  • OSHA 30 Construction within the last 5 years
  • Be certified as Work Zone Safety Supervisor by the American Traffic Safety Service Association or other firm’s certification program approved by HART.
  • Provide documentation showing completion of the 30-hour OSHA Construction Outreach Course or equivalent (preferably conducted within the past 3 years).
  • Have attended Competent Person Level training in fall protection, excavation and trenching, confined space, rigging and hand signaling for cranes (preferably conducted within the past 5 years).
  • Provide documentation showing current certification in Cardiopulmonary Resuscitation (CPR) and Standard First Aid.
  • Communication, presentation and training Development and Delivery Experience
  • Experience engaging stakeholders from across all disciplines in the HSE Program
  • Experience developing and implementing site safety programs
  • Demonstrated ability to inspect and evaluate workplace environments, equipment, and practices for compliance with corporate and legislative requirements, standards, and regulations.
  • Highly developed interpersonal skills to establish and maintain effective working relationships and promote a harmonious safety environment.
  • Ability to complete written reports and electronic communications expeditiously and with a high degree of accuracy and professionalism while in the field.
  • Demonstrated ability to identify and take action on safety-related issues, conduct root cause incident investigations and handle both uncomfortable and sensitive situations.
  • Computer proficiency with a strong knowledge of PCs and software applications related to the work, such as MS Office, Word, Excel, Access, SharePoint, etc.
  • A valid non-probationary Driver’s License.

Desired Skills & Experience

  • 5+ Years of Rail Experience
  • Transit Safety and Security Program (TSSP)
  • Public Transportation Safety Certificate Training Program (PTSCTP)
  • Bachelor’s Degree or Master’s Degree in Occupational Health and Safety or engineering related field
  • Background with Safety Plan Development
  • Experience implementing programs and policies within ISO 14001 and 45001 Certified Organizations
  • Certification as any or all of the following: Board of Certified Safety Professionals (BCSP) Certified Safety Professional (CSP), Associate Safety Professional (ASP), or Construction Health and Safety Technician (CHST).
