Collins Aerospace is looking for a Senior Manager of Subcontracts. In this role as a Subcontracts department manager you will have the opportunity to lead a high performing team bringing new products from development into reality while supporting mission critical solutions being delivered to our customers.

In this position you will be responsible for the leadership and management of the overall planning, development, and execution of major supply chain initiatives to support organizational goals, objectives, and expected financial results. Key attributes of this position include the ability to push frontiers achieving breakthrough results in supplier material availability, asset management, competitive total cost of ownership, and customer satisfaction levels.  You must possess analytical and systemic thinking skills that will drive the supply chain organization to define true root cause and corrective actions driving higher levels of performance. To be successful in this role, you will also have a solid track record of demonstrated leadership skills, being results oriented and ability to communicate effectively to all levels within the organization.

This is an ONSITE position located in Richardson, TX. This role may be eligible for relocation.  

Primary Responsibilities:     

  • Shares accountability for the planning, development and execution of major supply chain initiatives and industrial procurements throughout the global organization consistent with the related prime contract, business plan or annual operating plan, meeting aggressive affordability goals for continuous cost reductions.
  • Strategically manage the supply chain function of the organization.
  • Ensures supply chain support organization strategies through continual focus on the reduction of total cost of ownership.
  • Ensure that the supply chain function has ownership of creating supply chain strategy for key pursuits and throughout program life cycle.
  • Oversees supply chain program/project cost, schedule, and risk management of programs.
  • Maintain a strong emphasis on performance-based supplier relationships.
  • Present program status at program reviews and to senior leadership, communicating with all levels of the organization.
  • Establish and implement consistent supply chain policies and procedures organizationally.
  • Ensure compliance with all import and export rules and regulations.
  • Provide interpretation and leadership to ensure good business practices consistent with government and Enterprise policies, procedures, compliance requirements and ethics.
  • Lead the creation of the strategic financial and annual operating plans, establishes departmental objectives, and manages the department budget.
  • Oversee subcontract activities, such as analysis and approval of bid and proposal requests; evaluation supplier proposals; source selection decisions, use of cost evaluations to develop pre-negotiation strategies; overseeing negotiating modifications to subcontracts leading team negotiations; approval of subcontract documentation and compliance.
  • Responsible for interfacing with the program management leadership, as well as customer and government teams, as needed.
  • Interface with program and functional management teams and other functional organizations, including procurement, engineering, supplier quality and business management team members.
  • Ensure contract awards are completed on time, in a consistent format, and meet all DOA requirements.
  • Provide leadership, guidance, and training to supply chain employees. Communicates organizational goals and responds to assistance requests from assigned regional supply chain locations.
  • Create optimal staffing plans and ensure the proper balance of skill sets exist to effectively support internal customers.
  • Identifies and develops leadership within the team. Selects, develops, and manages the performance of the team members.

Basic Qualifications:

  • Typically requires University Degree and minimum 10 years prior relevant experience or an Advanced Degree in a related field and minimum 7 years of experience or in absence of a degree, 14 years of relevant experience
  • Applicant must be capable of obtaining a US Department of Defense (DoD) security clearance.  US Citizenship is required. 
  • U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance
  • Experience managing subcontracts projects using Earned Value Management (EVM) methodology and Cost Account Management (CAM) activities
  • Knowledge of acquisition policies and procedures, Proficient in Truth in Negotiations Act (TINA)
  • Demonstrated Risk Management experience

The salary range for this role is 118,000 USD - 246,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
