Job Summary:

The Poland Energy Storage Assembly (ESA) – WZE - Poland Industrial Participation contract IPTL is responsible for technical, cost, schedule, risk management/mitigation, sustainment, and quality requirements of the ESA.

The on-site ESA -IPTL would report to the primary ESA sub-IPTL to help oversee the local technical staff and help manage a labor and material budget. The LTAMDS ESA is a key component within the LTAMDS Radar, which is the next generation air and missile defense radar for the U.S. Army. A 360-degree, Active Electronically Scanned Array radar, powered by Raytheon-manufactured Gallium Nitride.  LTAMDS provides dramatically more performance against the range of threats, from manned and unmanned aircraft to cruise missiles, ballistic missiles and hypersonics.

This role requires that the ESA on-site sub-IPTL essentially be an extension of the primary sub-IPTL, managing day-to-day local operations of the contract to balance cost and schedule, while delivering compliant product. This involves developing solutions which are the best fit for the overall program performance.

Specific responsibilities will include assistance to the primary sub-IPTL, local and primary Tech Lead / Hardware Engineer / SME, Mechanical Engineer, Test Engineer, Quality Engineer, and to corresponding personnel within WZE and their subcontractors, to facilitate the transfer of technology to WZE in the form of documentation, instrumentation, training, and other technical assistance. This also will include ensuring day-to-day aspects of the production contract execution, participation in all local and virtual meetings and reviews, and dealings with suppliers (especially mandated U.S. Suppliers). There also may be travel to local integration sites and subcontractor facilities. The goal is to enable WZE to independently procure, manufacture, integrate, test, and sustain ESAs for the life of the program, as well as ensure that WZE ESAs are mechanically and electrically equivalent to the U.S. version.

This is a 2 year international Assignment located in Warsaw, Poland with additional compensation emoluments.

Responsibilities to Anticipate:

  • To provide on-site assistance to the primary sub-IPTL in the following:
  • Execution of ESA production in accordance with contract requirements, to include all ESA activities, for both internal and external (Subcontractors) Production.
  • Budget, allocation, scope, and construction of a meaningful and executable IMS with product leads and peers.
  • Driving adherence to program plans and schedules, accurately measuring and reporting on progress, identifying potential problems in sufficient time for corrective action to be taken, and ensuring the delivery of contractual commitments.
  • Cost Account Management for cost and schedule for the ESA including EVMS and effective risk and opportunity management.
  • Close management of build capability while simultaneously balancing resulting performance with the ability to meet the customers critical schedule requirements.
  • Regular review of program status including tracking and review by both Engineering and Program Leadership.
  • Partnering with the technical leads to provide the most cost-effective technical solutions.
  • Frequent interaction with all levels of Raytheon Management.
  • Frequent interaction with the customer community stakeholders, the PMO, and technical leaders. The on-site ESA sub-IPTL will need to report program issues and status to the primary ESA sub-IPTL and in country Program Office.
  • Attendance at regular customer briefings in many internal and external forums.
  • Transition to production.
  • Providing leadership direction, flow down, and feedback to the technical leads.

Basic Qualifications:

  • Bachelor’s or Master’s Degree in Electrical Engineering or related Science, Technology, Engineering, or Mathematics (STEM) major.
  • 8+ years of hardware engineering experience.
  • Experience leading cross functional teams including members from Engineering, Operations, Global Supply Chain, and Quality through hardware development, production, and test.
  • Experience transitioning products to production and developing build capabilities.
  • Experience with earned value management and other program management skills (IMP, IMS, R&O, etc.).
  • Experience presenting challenging program and technical issues to senior leadership internally and externally.
  • Ability to option U.S. government issued security clearance. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.

Preferred Qualifications:

  • Ability to travel in support of the IPT and Program activities internationally.
  • 24-month commitment to living in Poland.
  • Advanced degree in Engineering discipline.
  • Experience working with customers to develop/negotiate SOW requirements and scope.
  • Proven ability to interface with customers and lead programmatic and technical discussions to closure.
  • Experience leading and 2 years participating in product production and test environments i.e. CCA, module build/assembly, and cable harnesses.
  • EV Certified or able to achieve EV certification within first year.
  • Strong interpersonal and communication skills; both verbal and written.
  • Collaborate in teams or independently, flexible, demonstrates initiative.
  • Experience leading and participating in design and development activities.
  • Experience working and leading both technical and cost proposals.
  • Prior international work experience

The salary range for this role is 96,000 USD - 200,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.

Hired applicants may be eligible for annual short-term and/or long-term incentive compensation programs depending on the level of the position and whether or not it is covered by a collective-bargaining agreement. Payments under these annual programs are not guaranteed and are dependent upon a variety of factors including, but not limited to, individual performance, business unit performance, and/or the company’s performance.

This role is a U.S.-based role. If the successful candidate resides in a U.S. territory, the appropriate pay structure and benefits will apply.
