Under the Oversight of Senior Manager Marine Operations and Fleet Training is responsible for, Deck Department Manning/Rotations, deck officers’ performance and development management.

Responsibilities:

  • Vessel manning & rotations of the deck department officers and crew including rank and ship assignment.
  • Ensuring a competent and qualified seagoing work force and ensures that all assigned personnel possess the proper licenses, training, and certificates prior to joining vessels in accordance with the regulatory and company rules and regulations.
  • Responsible for the Deck Crew, Officer, and Senior Officer Succession Planning Program/performance review process.
  • Maintenance and development of the deck officer’s appraisal process
  • Maintenance and execution of the promotion and hiring assessment program for deck officers. Support the review of the efficiency of the deck officers hirng process and develops new strategies and processes.

Responsible for the following areas:

  • Vessel manning & rotations of the deck department.
  • Ensuring a competent and qualified seagoing work force to include that all assigned personnel possess the proper licenses, training, and certificates prior to joining vessels.
  • Succession Planning Program/performance review process.
  • Maintenance and the update of the DCLTMS.
  • Maintenance and development of the deck officer’s appraisal process
  • Responsible for the Hiring, Planning, and promotion of Officers within deck department, Senior Officers recommendations are subject to Senior Manager Marine Operations and Fleet Training / the Executive Director Marine Operations and the Senior Vice President of the Global Marine and Technical Operations
  • Verification and management of the ship handling log program
  • Responsible for developing, in conjunction with Manager Fleet Training, the long-range professional training schedule for Deck officers.
  • Maintenance and execution of the promotion and hiring assessment program for deck officers.
  • Technical interviews for new hire deck officers.
  • Sails regularly on-board vessels providing support, consistency, and continuous review procedures for the deck department and deck crew/officers performances. 
  • Production and maintenance of the Deck Department DCL Talent Management system and Succession Plan Matrix.
  • Manage Deck crew and Officers development, including creating Individual Development Plans and Expectation Memos.
  • Develop the manning strategy for the new builds & vessel commissioning teams.
  • Develop procedures, means and correct execution of the deck officers’ recruitment.
  • Management of the Hiring process, Planning, and promotion of Officers within deck department
  • Identifying candidates for the Deck department Navigation Assessment program and to identify candidates and company representatives for the annual scheduling of the Navigation assessment.
  • Deck Department career progression guideline program and the maintenance of the Spark for the deck department
  • Develops and implement training programs for crew and deck officers to ensure necessary skills and knowledge including the deck department learning plans for the crew and deck officers.
  • Developing, in conjunction with Manager Fleet Training, the long-range professional training schedule for Deck officers.
  • Developing, maintaining, and upgrading the Marine Learning System.

SMS Responsibilities:

  • Implementation of the general safety management responsibilities
  • Implementing of policies and procedures relative to areas of responsibilities
  • Provides shore-based assistance for master’s and his Officers to maintain safe ship operations.
  • Assists in development of marine amendments to SMS policy and procedures for approval.
  • Assists and keeps informed of ongoing and planned matters relevant to issues and materials in the SMS.

Basic Qualifications:

  • Strategic planner with sound technical and people skills, analytical ability, sound judgment and operational focus.
  • Extensive working knowledge and depth of understanding of the maritime industry, ships training systems and operation.
  • Must have excellent communication skills and the ability to relate to employees at all levels of the organization including great analytics skills needed to correctly manage the marine resources operations and the strategic planning.
  • Excellent interpersonal skills to communicate in a multicultural environment with all levels of employees and management.
  • Must have ability to interface and maintain effective relationships with all departments and employees in a highly diverse environment.
  • Ability to execute operational imperatives in a swift and demanding environment.
  • High attention to detail.
  • Excellent working knowledge of Excel, Word, PowerPoint, and Microsoft Office.
  • Ability to manage day-to-day operations of the fleet training operations and short-term strategies for the development of the ships/islands and professional training program.
  • Excellent communication and people skill

Preferred qualifications:

  • Former Deck Senior Officer and/or working in a Maritime Training facility.
  • Exceptional knowledge of the ship’s operations and each deck department on board role. 
  • Deep business knowledge related to cruise operations.
  • Strong project management skills
  • Extensive working knowledge and depth of understanding fr Disney Cruise Line training systems and operation.

Education:

  • Bachelor’s degree or equivalent experience
