Job Description

General

  • Provide facility engineering services realted to all electromechanical installations for the site.
  • Assume Responsibility for sustaining existing facility assets at the best level of performance and productivity.
  • Review and determine applicable standards to ensure compliance with all local, state, and federal laws and regulations regarding operation and maintenance of facilities equipment
  • Manage and deliver site and building facilities augmentation/retrofit projects required to support engineering operations.
  • Manage the coordination of plans and estimates associated with site augmentation or modifications to customer requirements and corporate standards
  • Review and determine applicable standards and methods for maintainability, serviceability cleanability and layout
  • Interface with all outside equipment suppliers and contractors as required to assure that all requirements are being met
  • Liaison with local authorities for electrical and statutory compliance.
  • Drive energy initiatives to reduce costs. Support environmentment initiatives per management guidelines.

Safety

  • Promote , lead and ensure safe work practices realted to following safety elements.
    • Fall Hazard – design, site inspection, recommendations
    • Confined space management
    • Proper lockout procedures
    • Review contractor and Facilities maintenance staff safety plans
    • Lead and participate in scheduled health and safety tours and Risk assessments
  • Ensure that GM Safety requirements are clearly defined and documented for all facilities engineering activities and contracts
  • Ensure Facilities personnel and contractor compliance to GM safety process standards
  • Participate in and lead as required, appropriate working committees for Safety.

People

  • Continually reinforce the Facilities vision of customer service with direct reports, contractors and service providers.
  • Identify and manage the development and delivery of training for contractor coordinators to identify their capabilities and optimise their performance through auditing so that safety, quality and work targets are met

Quality

  • Technical Resource to Facilities team – Keep current on facility technologies and process to provide Subject Matter Expertise.
  • Lead the utilisation of tools for product, process, and system improvement and problem solving such as:
    • Statistical Process Control / Data Feedback Process
    • MAXIMO (Computerised Maintenance Management System)
  • Lead the implementation uprades and assist facilities maintenance personnel with the operation of facilities and plant-wide systems. Programs for Bill of Service items such as:
    • Buildings and building related works – HVAC, Lighting – Interior Exterior, Emergency
    • Fire Pumps, Fire protection plant and services
    • Powerhouse Operations
    • Tank Farm – Operation and Spill prevention
    • Power Distribution including Plantwide Buss System and Facilities supported equipment
    • Security Systems – Cameras, card access, fire and watch
    • Non Process power backup systems – UPS, diesel Generators
    • Evacuation Sirens
    • Facility Related Control Systems and building management systems (BMS)
  • Maintain all necessary files and records in accordance with corporate ILM requirements
  • Participate in Process Risk Management (PRM) process and drive resolution of all compliance issues for department

Responsiveness

  • Track and ensure closure of facility related technical issues from internal customers. Drive tracking through facility management tool referred as MyFacility.
  • Interact with internal customers for equipment, systems, and layout for current and future projects
  • Support maintenance and process personnel with interpretation and application of engineering criteria to maintain original design intent of equipment
    • Correct selection and installation of equipment
    • Provide proper set points on controls of facilities equipment
    • Assist in diagnosing repairs
    • Prepare engineering calculations as required
  • Manage and coordinate Industrial Risk Assessments, recommend improvements, and follow up of action to improve industrial risk at site in line with auditors finding

Cost

  • Provide input to the establishment of M&E related budget and efficiency goals and utilises analytical tools to improve throughput and system efficiency
  • Manage capital and operational expenses at or below budget
  • Determines the most cost effective approach for maintenance and projects
  • Review, implement and submit Best Practices and Best under GM (BuGM) initiatives where appropriate
  • Implement common systems to improve efficiencies and reduce redundancies.
  • Continually implement changes which result in improved performance and reduced cost
  • Assist management in investigations in effective changes which also result in reduced costs
  • Manages projects and maintenance priorities to minimize overtime requirements

Environment

  • Drive and support preventive maintenance programs involving environmental abatement equipment.
  • Work with Environmental Engineer to develop plans and operating requirements for the ongoing implementation of an Environmental Management Plan, in accordance with Covernment Authorities and with GM corporate policies

Additional Job Description

Knowledge: 

  • Knowledge and understanding of complex building systems and infrastructure in an office, manufacturing or industrial environment
  • Knowledge and understanding of quality management systems & standards preferred.
  • Demonstrated professional technical interest & expertise in building/infrastructure management and business systems

Skills:

  • Analytical skills sufficient for the evaluation and resolution of problems while working independently
  • Ability to manage projects within budget and across multiple suppliers or contractors
  • Willingness to interact cross functionally and ability to effectively communicate to all levels within the organization

Experience

  • Proven experience (3-5years) in providing engineering expertise with electro mechanical maintenance management, retrofit projects, power distributions and maintenance contracts.
  • Proven experience in preparation of specifications and the tendering for commercial contract services highly desirable

Education / Qualifications

  • Bachelor of Engineering or equivalent in Mechanical Engineering
  • Membership or eligible to be member of the Institute of Engineers or Equivalent.
  • Relevant post graduate qualification highly regarded
