As a Senior Business Analyst at Octo, you will develop a deep understanding of your assigned application and related business process.

The candidate will be a motivated and energetic BA that takes initiative, enjoys finding solutions to a varying number of challenges, is detail-oriented, and takes extreme pride in their work. The BA will demonstrate subject matter expertise in Federal Acquisition, and will work closely with Customer Leadership, Users, stakeholders, and product owners as well as the Program Manager, Leadership, Senior Developers, and Lead Architect to deliver an outstanding final product and drive user adoption of the system. The candidate is preferred to have experience and/or accredited Agile Certification, such as a Certified Scrum Master or a Certified Agile Practitioner (CAP) and have expertise in requirements analysis, testing, training, operations and maintenance, post-production user support, acquisition, contracts management, and contracts financials management.

Program Mission…

Our customer has acquired an integrated commercial solution requiring a moderate level of customization that will support the contract acquisition lifecycle and provide a unified set of tools to make its enterprise acquisition process more simple, modern and efficient. The vision is to enhance acquisitions and operational excellence by delivering a modern, efficient enterprise solution. We provide the end-to-end acquisition management solution that supports the functionality identified in the process flows and accomplishes the requirements set forth in a Requirements Traceability Matrix. It is seeking our team to meet evolving requirements, leveraging COTS and configuration over customization, and where appropriate, use agile best practices in software delivery and development including, but not limited to, human-centered design. The project seeks to continue transitioning users from legacy acquisition systems to fulfill our customer’s goals of modernizing and consolidating it’s IT acquisition footprint and realizing cost savings from sunsetting legacy systems.

Years of Experience:

8+ years of experience with focus on team / project management, business process analysis, enterprise architecture, data migration and analysis, requirements/testing and acquisition solutions, quality delivery, and effective requirements, and testing (system and User Acceptance).

Education: Bachelor’s degree and/or relevant experience

Required Technical and Professional Expertise

• Demonstrated experience in an Agile environment and serving as a SCRUM Master
• Working knowledge and experience with tools; JIRA, Confluence, Google Suite, etc.
• Have ability in refining and meeting business requirements timely and to the satisfaction of the users; this includes a heavy focus on data analysis, data migration, and COTS configuration and analysis.
• Perform business process analysis, requirements (epics/user stories) definition, and backlog grooming
• Create and define user stories in Jira
• Analyze and identify COTS configuration solutions to customer requirements
• Perform COTS configuration implementations
• Document business and configuration processes, and production release notes
• Conduct and document application testing of system solution
• Manage and support user acceptance testing (UAT)
• Demonstrate acquisition and procurement knowledge
• Conduct analysis of data usage and migration requirements and coordinate migration with user onboarding
• Analyze vastly different data sources, types and formats and provide direction for streamlining and manipulating data to adhere to system structure
• Provide support to the development team for data capture, management, cleansing, and validation of data to be migrated for organizations/systems as needed and provide leadership and work guidance to less experienced personnel
• Perform requirements and gaps analysis of legacy systems data against system functionality to determine migration timeline
• Effective and efficient communication skills with customers in various positions including executive level and project level personnel
• Provide necessary demos, updates, and presentations to program management as requested

• Ability to develop and maintain client relationships and meet regularly with individuals as needed
• Ability to drive for strategic directions of the program
• Maintain detailed tracking of all data sets in migration plan
• Excellent communication skills to interact with team members, customers, and support personnel and be able to resolve issues with the customer in a timely manner.
• Ability to analyze stakeholder needs to determine functional and cross-functional requirements in a COTS setting.
• Strong analytical and problem-solving skills to resolve functional and technical requirements.
• Accredited Agile certification, such as Certified Scrum master or Certified Agile Practitioner.
