As a Solutions Architect/Technical Lead at Octo overseeing a wide range of technical capabilities and services in support of a Substance Abuse and Mental Health Services Administration (SAMHSA) application and development services contract. This role will be responsible for providing technical leadership across various platforms and workstreams including, but not limited to AWS, PaaS (Appian), .NET, and mobile. This includes consulting with various federal stakeholders and contract leads to provide technical and operational leadership for ongoing and new application development (O/M and DME) projects. This role will require a diverse technical skillset to support all workstreams providing senior advisory/development support to SAMHSA stakeholders.

  • Work with customers and team to recommend appropriate technology solutions to solve business objectives, leveraging existing technologies when possible.
  • Identify, recommend, coordinate, and deliver timely knowledge to support teams regarding technologies, processes or tools.
  • Provide architectural guidance to support Agile/DevOps software development solutions, modern architectures, system integrations, and cloud migration projects.
  • Apply deployment orchestration, automation, and security configuration management as needed.
  • Develop project scoping, gather requirements, and design solutions.
  • Develop conceptual and logical architecture solutions & associated diagrams & documentation.
  • Support strategic design and implementation decisions for new innovation projects emerging technologies such as ML, AI, and Natural Language processing (NLP).
  • Perform modeling and design reviews to assess security implications and requirements for introduction of new technologies.
  • Provide leadership and effectively communicates with all levels of management in areas related to solution architecture and future technical strategy.

This program manages and provides a full range of application support services for SAMHSA, a leading federal health agency, which entails the development, modernization, enhancement and maintenance of 20+ internal custom administrative and enterprise-wide applications. You’ll join a high performing team that embraces a culture that promotes innovation, measurement and continuous improvement, and high-quality support services that deliver business value and outcomes to our customers and partners.

Years of experience: Minimum of 8 years of experience in a Technical Lead or Solutions architecture and management experience required, including at least 3+ years in a solution architecture role using service and hosting solutions such as private/public cloud IaaS, and PaaS

Education: A Bachelor’s degree in computer science, electronics engineering or other engineering or technical discipline OR 8 years of additional relevant experience may be substituted for education. Master's preferred.

Location: Remote within the United States.

Clearance: Ability to obtain a Public Trust security clearance.



Required Technical and Professional Expertise
  • Must have experience leading diverse technical teams by architecting and designing technical solutions based on industry standards using AWS, PaaS (Appian) and SaaS capabilities.
  • Experience with enterprise applications (architecture, development, support, and troubleshooting).
  • Experience providing technical and data leadership to application development groups, IT and business users.
  • Hands-On experience in any of the following: O365, AWS, PaaS, .Net, Java and other
  • Hands on experience with data management solutions, processes, tools and best practices
  • Experience in engaging, educating and guiding business users and technical staff in adopting platform tools, frameworks and technologies.
  • Experience in using various data modeling techniques and their appropriate usage in data integration.
  • Excellent communication skills including verbal and written skills.
  • Excellent collaboration and partnership with business stakeholders, analysts, and modelers in promoting big data platform capabilities.
  • Strong interpersonal skills and ability to lead and work collaboratively in dynamic team environment.
  • Proven track record in demanding, customer service-oriented environment.
  • Ability to communicate clearly with all levels within an organization.
  • Excellent analytical skills, organizational abilities and problem-solving skills.
  • Staying abreast of new and developing technologies is a requirement of this position.


Preferred Technical and Professional Expertise
  • Experience with PaaS, LC/NC platforms. Experience with Appian a plus.
  • Experience with government contracting firms supporting the Federal government.
