Tetsuji Morohashi, who is the first president of the university, codified our school philosophy. There is a song entitled Seiseishaga found in Lesser Court Hymns - part of the "Classic of Poetry" (or Shikyo, one of the Confucian scriptures). The preface refers to "a joy of training promising youths for society," which is one idea represented in the school philosophy.
Bunka is used in the name of Tsuru University (Japanese name) and means the "study of the humanities." The idea of students coming here from diverse places and learning about the "study of the humanities = an academic study of people" to contribute to the improvement of education, culture, and welfare of the community after graduating is consistent with our school's philosophy.
Due to the on-going globalization and computerization of our society, the expected role of our university as a center of academic knowledge is to train professionals and members of society, who have acquired not only specialized knowledge that helps them quickly adapt to the changing times, but who have become cultured with a broad education.
To meet these needs in society for personal training skills and developing abilities, we educate and research the spirit of the school philosophy of Seiga Ikusai. We attract excellent students from all over Japan and produce alumni who contribute to society nationwide. We use this unique role, take advantage of the school's superb natural setting, and build on the warm relationship with the people of the community we have had since our founding to ensure our university is a useful resource.
In globalization, the scholastic ability has been crossing over national borders. A shift has taken place where units at universities have been unified, and even professional qualifications are starting to be unified. It will not be extended even for Japan to start down that path. It may not just change with caregivers, but elementary, junior high school, and high school teachers may also include foreign citizens. In the world of education, global education is bringing about significant changes compared to the Meiji Restoration.
For 60 years, our university has embraced the idea of "Human exploration" to help foster young people connect with a society based on our school's philosophy: Seiga Ikusai.
The newly-built Department of Global Education received IB (International Baccalaureate) accreditation. As part of the introductory courses, the department offers investigation classes conducted in English. All students in the second half of their second year go abroad on an exchange program. The university already concluded an exchange program agreement with all education universities in Denmark. There is a plan in the works for both sides that provides students with teaching experience in English. In Scandinavian countries, English is spoken with fluency as a second language. The welfare state, which values every citizen, represents a society that is attractive to Japan, facing a decreasing population. Currently, the applications for the Department of Teacher Education are pending. These applications seek to add teacher's credentials for natural sciences and mathematics so that credential holder can teach in both elementary and junior high schools. Also, the Department of Community and Society was expanded to four courses, and a PBL (Project-based learning) approach is being integrated so that students can learn on a practical level based on classroom teaching. The Faculty of Liberal Arts will be set up with these two departments, which constitutes a tremendous change and reform in its 60-year history.
