The strategic goal of the IKBFU is to increase and secure competitiveness in the national and global markets of university education and R&D through developing competencies in new areas and activities in line with the breakthrough achievements in the field of biomedical, neuro-, nanotechnology as well as in social sciences and the humanities.

The University's mission is to develop into a national leader in three interdisciplinary areas based on breakthrough achievements in biotechnologies and neurotechnologies materials science and nanotechnology information and communication technologies to become a trendsetter in technology to train internationally competitive professionals. There are several interdisciplinary priorities within the three major research areas:

• Neurotechnologies
• Genetic engineering
• Marine microbiology
• Nanomaterials
• Applied engineering technologies
• Fundamental mathematics and informatics
• Information security.

The three interdisciplinary areas make it possible to integrate all competitive areas developing at the IKBFU as a classical university. Innovative results have been achieved in these areas. The University's mission is to represent and transfer best Russian practices of education, research, and culture to Europe and increase the Kaliningrad region's international competitiveness by building up intellectual, scientific, and technological capacity to transform its economic and social life. To carry out this mission, the University will become a center of world-class education and research, a source of innovations for the Russian Federation and Baltic macroregion. This strategic goal breaks down into several key objectives:

• To preserve and develop traditional values of global and Russian cultures in unique geopolitical and civilizational situation of the region
• To ensure a high level of research in the selected priority areas
• To train professionals competitive at the national and international job markets.

Is the University named after Immanuel Kant to honor the great philosopher and to shape the prism? The University is named after Immanuel Kant, not only as an honor to the great philosopher but also shaping the prism through which we look at the world. The research priorities we have selected reflect the Kantian humanist ideals and touch upon the essential life spheres.

• Intellectual and spiritual culture: geographically and historically, the Kaliningrad region is a melting pot of national, religious, intellectual traditions. By maintaining this civilizational dialogue, we can understand both ourselves and the Other, so studying all aspects of cultural, social, and intellectual communication between Russia and Europe is a priority for the University.
• Culture of health: the Kaliningrad region has significant recreational potential. Thus the development and implementation of biomedical technologies and other technologically advanced forms of healthcare correspond to regional development strategy. Since both social and technological spin in healthcare and maintaining the quality of life and increasing life expectancy are a priority, the University focuses on healthcare contents and organization.
• Material culture: Additive technologies and new materials, and independent control systems, are already creating a new material world. This priority has theoretical and practical importance for the University and the surrounding region: new products and technologies will be needed in various spheres, from medicine to urban development.
