PLM is a Pioneer, a Leader, and a Model institution of higher learning in the Philippines. It is acknowledged as the premier scholars' University of the capital city whose academic excellence the Commission on Higher Education recognizes. The Pamantasan ng Lungsod ng Maynila (PLM) is a pioneer, a leader, and a higher learning model in the Philippines.
The Philippines' Commission on Higher Education has cited PLM as a model for public institutions. Studies show that PLM is among the top five schools nationwide in terms of board exam passing rate, where it is one among three public universities in the top ten categories.PLM is a chartered institution created by the Congress of the Philippines by Republic Act No. 4196. This national law was approved by the President of the Republic of the Philippines on 1965 June 19, coinciding with the day of birth of the National Hero, Dr. Jose P. Rizal, whose high regard for education as the most potent cure for virulent social ills has inspired the creation of the University.
With the distinction as the first tuition-free institution of higher learning in the Philippines and perhaps in Asia, PLM formally opened its doors on 1967 July 17 with an excellent idea of admitting five hundred fifty-six (556) freshman scholars, all coming from the top ten percent of the graduating class of Manila's then-twenty-nine public high schools, thus, making outstanding excellence an inalienable birthright of Pamantasan.
As the University Charter has provided for, Manila's city government underwrites the cost of PLM's undergraduate education to maintain the close and direct aperture to high-quality education by the city's intellectually-gifted but financially-disadvantaged youth. They are the jewels of the University as further honed up towards perfection by the excellence of education that the University has likewise refined and thereby epitomized through the years.
The "Student Communities" also features the various student organizations of the University, which never ceased in preserving and uplifting the distinctive culture that is Pamantasan in nature, grandeur, and upbringing -- a culture that is undoubtedly imbued with the virtues of being pants in every facet, one that is full of wisdom and intellect, the desire to build instead of destroying, and the will to contribute to the shaping and rising of the outstanding edifice that has gained the admiration and recognition of various entities locally and abroad. In its bounden duty of educating the heart, the mind, and the spirit of its students, the Pamantasan manifests very clearly and expresses very firmly that the University, as a caring communiversity, stands committed to its ministerial duty of nurturing and developing young and ethical professionals whose ideals are envisioned to contribute to nation-building and the transformation of the city of Manila, steeped in God-centered and moral values, possessing a broadened intellectual perspective with an innovative and creative spirit, further refined by the characters of integrity and selflessness, and with the senses of solidarity and homogeneity to social responsibility and community-driven values that genuinely make well-rounded humanity.
In realizing a well-educated heart, mind, and spirit, the Pamantasan epitomizes a progressive character culture that builds up, nurtures, and develops a profound human spirit. This is the culture that the Pamantasan seeks to imbibe to its students -- an educational pedagogy that is well-entrenched on the mettle of human fortitude with an innate desire to learn and grow with maturity, responsibility, and character --> indeed a symbol of an innovative spirit that positively built up and arranged a world in shambles, a mark that made an extraordinary difference in a typical fashion, -- a shining icon of Pamantasan and of every positive force in the universe -- a paragon that every Pamantasan student proudly carries inside -- in his heart, mind, and spirit.
The Pamantasan never ceases in nurturing and developing the life and the future of its students and their character that certainly makes man human. It never falters on its commitment to provide a well-crafted road to achieving a successful professional and a successful human being. The Pamantasan ng Lungsod ng Maynila continues to imbibe positive values to hone up holistic leaders whose benchmark is the building up healthy communities of great purpose and noble existence.
This is the kind of student and professionals that the Pamantasan develops and produces conscientiously through these 48 years of flaming excellence. The University's rightful claim to excellence could only be completed if it can carry on with its academic tussle of creating and opening avenues for its students to foster decency and respect on top of the virtuosity of human intellect. The PLM encourages its community to build, not to destroy to create, not to tear down what is commendable to encourage heartily, not to selfishly criticize to be thankful for what is sufficient instead of being ungrateful and egotistic.
The commitments of the mission-vision of the University are summed up in educating men and women who add value to the community as thoughtful and responsible citizens of a humane society. The PLM philosophy aims to promote the moral uplift and ethical enhancement of the PLM students. The University believes that if humanity could only become like the PLM scholars, then we could proudly consider that this world is the best place to live in. The University employs qualified and competent faculty members. This is to ensure and maintain the high quality of education as envisioned by the past and present leaders of the University and Manila. They are carefully selected from among the professionals whose qualifications have complied or exceeded the stringent standards set. The roster is filled with dedicated full-time professors who are in the vanguard of ensuring the academic excellence of our dear University.
The University also employs part-time faculty members. They are recruited from the ranks of executives in the government service or are seasoned practitioners and experts in private industries with which the University maintains an agreement or consortium.
A faculty member who has remarkably exuded a good sense of competence, professionalism, and quality teaching and has continuously endeavored to improve his skills through various means of acquiring new and higher levels of knowledge and has a better chance of retention the roster of the faculty.
It is a cardinal rule that professors, instructors, and other person's appointment does not take into account their religious affiliation and eligibility in any civil service examination. However, a master's degree in the same discipline forms part of the minimum requirements for permanency.PLM continuously engages itself on a great deal of developing and dynamically empowering its human resources. Various programs emphasizing intellect-driven foundations and technology-enabling services are being developed and implemented through its various instrumentalities with the Human Resource Development Office as the lead agency.
The PLM Administration firmly believes that each employee must be accorded the widest latitude of expanding his horizons and optimizing his innate talents through well-rounded incentives to give premium and importance to his professional growth and well-being.
