The EOIR-Special team is seeking a Program Earned Value Management (EVM) Principal Specialist (P3) to join our growing team based out of McKinney, TX. The selected candidate will provide comprehensive finance and Earned Value Management Support (EVM) to various external programs by effectively partnering with other analysts, program managers and their teams to realize successful implementation. The position requires the use of EVM the primary program management resource to our SBU's and interfaces with Program Managers, Business Managers, and Control Account Managers, as well as RTX EVMS communities and outside customers. This role will offer a hybrid work arrangement of both remote and onsite (50/50) in our McKinney, TX office.

Responsibilities to Anticipate:

  • Work closely with various functional organizations during the Estimate-at-Completion (EAC) and LRE process as well as monitoring these organizations performance.

  • Drive the financial planning activities for their specific contract including RPLAN updates and analyze and communicate how program performance impacts BSPC (Bookings, Sales, Profit, & Cash). Facilitating monthly data reconciliation.

  • Extensive knowledge in IPMR/IPMDAR.

  • Providing project management guidance to program teams to ensure adherence to Earned Value Management System (EVMS) guidelines.

  • Compiling compliant monthly EV reports for Program Management.

  • Develop and delivery of Contract Data Requirement Lists (CDRLs).

  • Financial point of contact for Program Management and be able to provide financial guidance to IPT leads and non-finance organizations including Engineering, Supply Chain, and Operations.

  • Highlighting pertinent information derived from analysis of program data, including trend analysis – high proficiency of MS Excel is expected.

  • Supporting any compliance reviews or periodic process audits that may arise.

  • Working knowledge of Federal Acquisition Regulations (FAR).

  • Attending program meetings and evaluating EVM data to drive program performance.

  • Driving standard processes and tools across programs.

  • Leading efforts for successful completion of Integrated Baseline Reviews (IBRs), and Internal Surveillance Reviews (ISRs)

  • Participating and helping to cultivate explanations for EOIR initiatives.

Basic Qualifications:

  • Typically requires a Bachelor’s and a minimum of 5 years prior relevant financial experience, or an Advanced Degree and 3 years’ experience. Preferred degrees in Accounting, Business, Economics, Finance or related field.

  • Knowledge of Government EVM reporting & compliance.

  • Experience with EVM tools (i.e. PMX, SAP, PRISM, Program Metrics).

  • Experience with Excel (Including AO) and proficiency with Microsoft Word and PowerPoint.

  • Independent, self-starter, with the ability to meet critical deadlines in a fast paced, dynamic environment.

  • The ability to obtain and maintain a U.S. government issued Secret security clearance is required. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.

Preferred Qualifications:

  • Active clearance.

  • Excellent critical-thinking, problem-solving and forecasting skills.

  • Experience with Excel (Including AO).

  • Experience in organizing, preparing, and presenting briefings to administration, customers, and peers.

  • Highly collaborative/proactive leadership.

  • Experience with SAP EV, MPM, PMX, PRISM MRP, AO.

  • Ability to adapt appropriately to priorities.

  • Ability to speak with impact to varying levels of leadership.

  • Excellent writing and communication skills.

  • Experience with development of training material.

Additional Information:

  • This official job title for this position is a grade P3, Principal Specialist, Program Cost Controls.

  • Relocation assistance is not available.

  • Hybrid: Employees who are working in Hybrid roles will work regularly both onsite and offsite.  Ratio of time working onsite will be determined in partnership with your leader. The arrangement for this role will be 50% remote/50% onsite.
