Position Summary:

Reporting to the Lead People Business Partner, M&S, the LR Specialist provides a comprehensive range of analytical and support services to all labour relations processes.  The position serves as a key point of contact with the union(s) on various collective agreement administrative elements and operating forums, in furtherance of a strong and effective working relationship between union and management. This role also acts as a first point of contact providing guidance and coaching to Toronto site Managers of unionized employees for Unifor, Local 1701 and the International Union of Operating Engineers (IUOE), Local 772 at the initial stages.  In partnership with the Lead Labour Relations, the position is involved in preparation for grievance/arbitration administration unionized employee investigations, with the aim to proactively address and resolve potential labour issues without negatively impacting the business.

Key Responsibilities:

Collective Agreement Administration – 40%

  • Responsible for the execution of CLA contractually required activities including but not limited to: Joint Labour Management Committee (JLMC) meeting organization, minute-taking, follow-up action(s) tracking; job evaluation committee member; coordination of all required payments and charge-backs (contractors, time off for union business, wage/benefits for President & Health and Safety and Stewards); coordinating the Attendance Management Program as well as all contractual contributions per the CLA(s); coordinating with Talent Acquisition in order to administer Unionized recruitment requirements per CLA.

Dispute Resolution – 30%

  • Support employee investigations and grievance processes in partnership with the Lead Labour Relations as required.

  • Involved in the preparation for various dispute resolution processes, including but not limited to arbitrations, mediations, investigations and attending as required depending on the matters under review.

Labour Relations - 20%

  • Serves as the initial point of contact for Managers with unionized staff and provides initial stage coaching and counselling on various issues, including but not limited to performance management, accommodation, attendance management, etc.

  • Ensures compliance with established procedures and with Collective Labour Agreements (CLA).

  • Manages intake and resolves all P&C OneSupport escalated requests for unionized employee enquiries.

Special projects – 10%

  • Provide a range of support as required to projects within People & Culture,  ensuring that projects are implemented and executed in accordance with People & Culture’s strategic objectives.

  • Collaborate with People Business Partners to support processes and projects as assigned.

  • Works in full compliance with the policies, procedures and standards as required by the Company and under the Occupational Health and Safety Act and other related legislation.

  • Political acumen required to manage within the global matrix organization. Work setting is in an office environment, primarily sedentary with regular movement around the site for client visits and meeting attendance.


  • As an individual contributor the role will provide support to a population of unionized employees and line management totaling approx. 800, based locally in Toronto.

  • Ensures consistency with the CLA(s), company policies, and provincial and federal legislation.

  • Effort required to establish and maintain effective working relationships with the unions.

  • Accountabilities are primarily local in nature.

  • Direction is taken from immediate manager locally.

Key Requirements:

  • Bachelor’s degree in Human Resources, Labour/Industrial Relations or related field, plus one (1) to four (4) years of labour relations experience.

  • Master of Industrial Relations (MIR) Preferred.

  • Knowledge of Ontario Legislation, such as the Labour Relations Act, Employment Standards Act, and Ontario Human Rights Code.

  • Related work experience in a unionized environment including with grievance preparation, coaching managers with unionized employees, and CLA administration.

  • Excellent knowledge in MS Word, Excel, PowerPoint, HRIS systems (Workday is an asset).

  • Advanced MS Excel skills with strong ability to decipher and translate data.

  • Proficient judgement, reasoning and problem-solving skills.

  • Strong writing and communication skills.

  • Strong analytical and problem-solving skills.

  • Ability to build strong relationships at all levels of the organization.

  • Able to work in a fast-paced environment, while balancing conflicting priorities.
