The Aviation, Integration, Maintenance, Sustainment & Safety (AIMSS) Branch of the Airborne Solutions Operation (ASO) of Leidos currently has an opening for a Logistics Program Support Manager. Leidos is the Product Support Management and Logistics Lead for manned aerial intelligence platforms located in various CONUS and OCONUS operational areas. This leadership position supports multiple programs in their efforts to integrate, test, deploy, and sustain state of the art Airborne Intelligence Surveillance Reconnaissance (AISR) weapons systems. The Logistics Program Support Manager (LPSM) is responsible for Logistics plans, workflows, staffing, training, budgeting, coordination, and project execution for all emerging requirements on multiple programs. The LPSM reports to the Director of Logistics and manages a team of function specific logisticians responsible for supply support, packaging, handling, storage, transportation, maintenance planning and reporting, logistics training, and regulatory compliance. The LPSM regularly interfaces with PM’s/DPM’s and other senior leaders to understand contract requirements, develop logistics execution plans, respond to customer requests, optimize workflows, manage spend plans, and issue work authorizations for the AIMSS Branch efforts primarily managed out of the Manassas Virginia airfield, hangar, operational facilities, and Part 145 repair shop.

THE CHALLENGE (primary responsibilities)

  • Provides direction, support, and training as required for activities of AIMSS Branch logisticians such as logistics liaison officers (LNO), procurement, warehousing, shipping and receiving, property management, maintenance planning and reporting, regulatory compliance, and OCONUS logisticians.

  • Provides direction to the LNO’s who are responsible for logistics coordination, supply planning, and distribution for the program(s) they support. LNO will plan bill of material for new project builds or site set up, initiate procurement of all material in accordance with scheduled milestone efforts, and coordinate distribution of material by coordinating with site operations personnel, maintenance teams, site logisticians and other stakeholders to ensure availability of critical spares, consumables, tools, and support equipment for their assigned program sustainment objectives.

  • Coordinates and leads logistics meetings with government staff, Leidos OCONUS and CONUS leads, subcontractors, vendors, and other key stakeholders in an effort to optimize logistics response to all emerging requirements for AIMSS Branch programs.

  • Manages the local logistics team leads responsible for packaging, handling, storage, and transportation such as the warehouse manager, local logistics, and shipping and receiving managers.

  • Coordinates with other AIMSS functional managers such as Maintenance Manager, Part 145 repair shop General Manager, A&P Mechanic, Pilots, Project Managers, Site Leads, Engineering, and Integration and Test leads to implement proactive, thorough, and realistic logistics plans.

  • Responsible for problem escalation and resolution between cross functional teams with secondary Logistics responsibilities, reporting requirements, or database inputs.

  • Responsible for Logistics process documentation and training program to ensure AIMSS Branch staff are aware of their responsibilities related to logistics supply planning, database reporting, property accountability, maintenance reporting, and depot repair workflows.

  • Responsible for supply chain risk management objectives, counterfeit parts prevention, obsolescence and DMSMS program, and AS9100 approved vendor list and vendor management.

  • Responsible for calibration, expiration, and warranty programs.

  • Issues work authorizations for all Logistics staff.

  • Manages and submit requests for EWW and OT approval

  • Develops Logistics Level of Effort (LOE) labor estimates for program and overhead work.

  • Author Basis of Estimates (BOE) for Logistics LOE.

  • Delegate Bill of Materials (BOM) development efforts representative LNO and oversee BOM completion through submission to pricing coordinator.

  • Work with program management, pricing coordinator, and other directorates to build Other Direct Charges (ODC’s).

  • Assist with technical writing for Technical Volumes for proposal efforts as applicable.

WHAT SETS YOU APART (basic qualifications)

  • Requires a BA/BS or equivalent experience and 8+ years of prior relevant experience or Masters with 6+ years of prior relevant experience.

  • 4+ years of experience supervising or leading teams or projects. 

  • Excellent oral and written communication skills

  • Experience with DoD contracting, understanding resources to identify requirements based on FAR, DFARS, military, and government regulations.

  • Experience organizing cross-functional teams to implement a logistics response to mission requirements.

  • Familiar with Army transportation and property management documentation

  • Familiar with regulatory compliance requirements for HAZMAT, COMSEC, Classified Material Handling, ITAR, weapons and other sensitive items.

  • Ability to monitor and manage the supply of several OCONUS locations and multiple mission systems.

  • Working knowledge of Microsoft Office Applications such as Excel, PowerPoint, and Outlook.

Security Clearance Requirement

  • Must be able to obtain and maintain a DoD Secret Clearance.

Preferred Qualifications

  • Bachelor Degree and eight (8) or more years of experience with Army logistics functions or supply chain management.

  • four (4) or more years of experience managing a team of five (5) or more.

  • Familiar with DoD resources, military base operations, resources, and transportation.

  • Prior experience and demonstrated proficiency with asset management and maintenance tracking database software.

  • Prior experience writing procedures and training staff in task execution.

  • Prior experience writing proposals, project plans, and other professional writing.

  • Prior use or reporting of Performance Based Logistics Metrics (PBLM),

  • Experience with supportability analysis, maintenance planning, supply distribution, Failure Reporting and Corrective Action System (FRACAS) planning and implementation, and parts provisioning.

  • Experience with reliability and sustainment engineering objectives and tasks.

Pay Range:

Pay Range $94,250.00 - $170,375.00

The Leidos pay range for this job level is a general guideline only and not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
